Nobody explained the Meta algorithm to you properly.
Here it is in 4 parts.

1. THE LEARNING PHASE
Every time you launch a new ad set, Meta doesn't know who to show it to yet.
So it experiments and shows your ad to different people, in different placements, at different times — and watches what happens.
This costs money. Performance looks bad. That's normal.
The learning phase ends when your ad set hits 50 optimisation events in a 7-day window.
Before 50 events: Meta is guessing.
After 50 events: Meta knows.
The #1 mistake brands make during this phase: editing the ad set before it hits 50 events. Every edit resets the counter to zero. From scratch. Again.
Rule: Launch. Leave it alone for 7 days minimum. Let it learn.
2. AUCTION MECHANICS
Every time your ad has a chance to be shown, it enters a real-time auction against thousands of other advertisers.
Most people think the highest bid wins. Wrong.
Meta calculates a Total Value score for every ad in the auction:
Total Value = Bid × Estimated Action Rate × Ad Quality
This means a lower-spending brand with a better ad and higher relevance can consistently beat a bigger brand with a larger budget.
More budget doesn't win auctions. Better signals win auctions.
3. DELIVERY OPTIMISATION
Once your ad is winning auctions, Meta decides how to deliver it — who sees it, when, and where.
If you said optimise for Add to Cart, Meta finds people who add to carts.
If you said optimise for Purchase, Meta finds people who buy.
The algorithm is literal. It finds exactly what you asked for.
This is why optimisation event selection is one of the highest-leverage decisions in your entire account. Get it wrong and you pay for the wrong behaviour at scale.
4. SIGNAL QUALITY
This is the part most brands ignore. And it's the part that matters most.
Meta can only optimise as well as the data you give it.
Weak signals = weak delivery = bad results regardless of budget or creative.
The brands consistently hitting 3x+ ROAS are not running better creative.
They're feeding the algorithm better data.
Clean signals → better audience matching → lower CPMs → more efficient delivery → higher ROAS. Every time.
The Meta algorithm is not magic.
It is a very powerful machine that does exactly what you tell it to — no more, no less.
