The European Commission has today unveiled its proposal to revise the EU Emissions Trading System (#ETS). While we are still assessing the full package, we see several encouraging elements for Europe's plastics industry, including: ✅ Maintaining free allocation beyond 2030 and improving benchmarks for the 2026–2030 period to better support industrial decarbonisation. ✅ Reinvesting ETS revenues back into industry’s decarbonisation trajectories. ✅Including recognision of circular economy measures as eligible for financing through Member States' ETS revenues. ✅ Extending the ETS to municipal waste incineration. ✅ Recognising non-permanent carbon accounting to support the uptake of bio-based and CCU plastics. These proposals send an important signal that climate ambition and industrial competitiveness must go hand in hand. Read our initial reaction in the statement below.

Legal certainty is essential to delivering both sustainability and competitiveness. Although plastics are recognised as a strategic material under the Industrial Accelerator Act, recognition alone won’t revive circular plastics production. Without strong market signals, scale and speed, progress is stalling. Strengthening Europe’s plastics value chains and accelerating the transition to a low-carbon and circular economy. Plastics Europe calls for market-pull measures for low-carbon products and products from sustainable carbon sources under the Industrial Accelerator Act (IAA) to support European plastics value chains, including the introduction of Union origin requirements. This week in Strasbourg with Marta Pietrosanti and Gabriele Grossi, we spoke to MEPs and advisors on #competitiveness, #CBAM, #chemicals and #circularity. Encouraging to hear policymakers listening to Plastics Europe's views on the challenges facing industry and acknowledging that structural solutions are needed, that we should not be satisfied with incremental improvements, and that the current simplification approach might actually be creating more complication. At a discussion on EU chemicals policy, I reminded that plastics in Europe are the most widely regulated in the world and that we should focus on making that regulation work rather than adding more rules on top, the need for protecting science-based decision making, and a strong preference for targeted and proportionate measures based on real-world use as opposed to blanket bans (which admittedly is not necessarily simpler). Finally, we spoke of the challenges at the borders of the EU Single Market, and stressed that clear and immediate action is needed here. Simplification inside Europe only works if we also ensure enforcement on products imported at our borders – and practical enforcement needs to work before new regulations are imposed on European industry.
