In the EU, filing a tax return is straightforward for some, but a challenge for others. And many prefer to leave it to tax professionals ๐ช๐บ๐๐ปย ย Overall, across the EU, 52% of EU citizens say that filing their tax return is easy, while 22% find it difficult. And 8% indicate using professional help for filing their taxes.ย ย The new 2026 Annual Report on Taxation (ART) also shows that:ย ย ๐ธ๐ช ๐ช๐ช ๐ซ๐ฎ Sweden, Estonia, and Finland have the highest shares of citizens who say filing taxes is easy โฌ๏ธ ๐ธ๐ฐ ๐ฉ๐ช ๐ง๐ฌ Slovakia, Germany, and Bulgaria have the highest shares of citizens who say filing taxes is difficult โฌ๏ธย ย ๐ฎ๐น ๐ธ๐ฐ ๐ฌ๐ท Italy, Slovakia, and Greece have the highest shares of citizens who say they rely on professional help ๐ย ย Simplifying tax admin is not only about a good experience for citizens. ๐ฆ A stronger, more competitive banking sector for Europe. The European Commission has adopted a ๐๐ผ๐บ๐บ๐๐ป๐ถ๐ฐ๐ฎ๐๐ถ๐ผ๐ป ๐ผ๐ป ๐๐ต๐ฒ ๐ฐ๐ผ๐บ๐ฝ๐ฒ๐๐ถ๐๐ถ๐๐ฒ๐ป๐ฒ๐๐ ๐ผ๐ณ ๐๐ต๐ฒ ๐ฏ๐ฎ๐ป๐ธ๐ถ๐ป๐ด ๐๐ฒ๐ฐ๐๐ผ๐ฟ, a key building block of the Savings and Investments Union. The goal: a banking sector strong enough and at a scale that enables it to finance Europe's strategic priorities, such as innovation, the clean transition, and defence, while delivering high-quality services to households and businesses. We have identified three challenges holding the sector back, and set out measures to address each: 1๏ธโฃ ๐๐ฟ๐ฎ๐ด๐บ๐ฒ๐ป๐๐ฎ๐๐ถ๐ผ๐ป ๐ฎ๐น๐ผ๐ป๐ด ๐ป๐ฎ๐๐ถ๐ผ๐ป๐ฎ๐น ๐น๐ถ๐ป๐ฒ๐ย is preventing EU banks from scaling up, competing globally, and finding cross-border efficiencies. The response: reducing prudential and non-prudential barriers to cross-border activity, allowing banking groups to use capital and liquidity more efficiently across the EU, and a simpler, more effective common deposit protection mechanism in the Banking Union. 2๏ธโฃ ๐๐บ๐ฝ๐น๐ฒ๐บ๐ฒ๐ป๐๐ฎ๐๐ถ๐ผ๐ป ๐ผ๐ณ ๐ถ๐ป๐๐ฒ๐ฟ๐ป๐ฎ๐๐ถ๐ผ๐ป๐ฎ๐น (๐๐ฎ๐๐ฒ๐น ๐๐๐) ๐๐๐ฎ๐ป๐ฑ๐ฎ๐ฟ๐ฑ๐ย doesn't always reflect EU specificities. The response: re-assessing how certain standards have been transposed where they may limit lending capacity, and considering revisions to prudential and corporate governance rules that reflect banks' size, business models, and activities. 3๏ธโฃ Some EU ๐ฏ๐ฎ๐ป๐ธ๐ถ๐ป๐ด ๐ฟ๐๐น๐ฒ๐ are too complex, including the interaction between microprudential, macroprudential and resolution rules. The response: simplifying the capital stack, further harmonising macroprudential buffers, streamlining resolution requirements and processes, and adapting rules for small and non-complex institutions. ๐ก๐ฒ๐ ๐ ๐๐๐ฒ๐ฝ๐: building on stakeholder feedback, the Commission will propose a package to amend the banking regulatory framework in Q1 2027, in line with the One Europe, One Market roadmap.
