Program News
- CalRecycle will hold a series of Textile Stewardship Informal Regulatory Concepts Workshops to solicit feedback on regulation concepts related to the requirements outlined in the Responsible Textile Recovery Act. Additional details for upcoming workshops are included in the Public Notices linked below.
- August 13, 2026, 10:00 AM to 3:00 PM
- September 29, 2026, 10:00 AM to 3:00 PM
- All producers of covered products must join the approved PRO, Landbell USA, by July 1, 2026. Register with Landbell USA.
- On February 27, 2026, Landbell USA was approved as the producer responsibility organization (PRO) to carry out the requirements of the Responsible Textile Recovery Act.

- 8% of global climate pollution is linked to fashion from sourcing to disposal.
- 1 garbage truck worth of textiles is landfilled or burned every second.
- Californians throw away 1.2 million tons of textiles a year (3% of what we landfill).
- Most clothes are made from plastic-based materials like polyester.

In California apparel and textile industries can model new ways to:
- Cut waste and pollution,
- Set up convenient collection, and
- Increase reuse, repair, and recycling.
Innovative requirements of the Responsible Textile Recovery Act:
- Ensure collected textiles are reused, repaired, or recycled.
- Provide incentives and grants to support the reuse, repair, and recycling infrastructure.
- Minimize environmental and public health impacts in the entire supply chain.
Timeline
March 2026
CalRecycle approved Landbell USA as the PRO.
July 2026
Producers must join the PRO by July 1, 2026.
March 2027
PRO will submit initial needs assessment to CalRecycle.
July 2028
CalRecycle will adopt regulations, taking effect no earlier than July 1, 2028.
July 2030
PRO must have an approved plan.
2031
PRO must fully implement its plan.
