Gender and Social Institutions in the Labour Markets: An Analytical Perspective on the Covid-19 Disruptions in Northeast India

This article examines the trends and patterns of unpaid work performed by women in India's No... more This article examines the trends and patterns of unpaid work performed by women in India's North Eastern States and account for the factors that underlie these trends. It uses the two unit-level datasets from the National Sample Survey Office Employment and Unemployment Survey 2011-2012 and Periodic Labour Force Survey 2018-2019. The multinomial regression results found that illiterate and lower social stratum have more chances to engage in unpaid activities. It then explores the impact of COVID-19 on unpaid work activities among women in the northeast states. The telephonic conversation and informal interviews with different regional stakeholders have been substantiated along with the utilisation of the Centre for Monitoring Indian Economy report on employment and unemployment for the second quarter of 2020 for nuanced analysis. The study found that women are losing their livelihood very fast during the pandemic and the effects are likely to linger for a more extended period.

Recently, various macroeconomic indicators are showing favorable and upward trend in the Indian e... more Recently, various macroeconomic indicators are showing favorable and upward trend in the Indian economy despite different kinds of natural calamities in different parts of the country. GDP growth, general index of industrial production (IIP) and IIP for the mining, manufacturing and electricity sectors are higher this year compared to last year figures. Indian stock market has been on rising indices and showing all time high crossing 8000 mark and also rupee gained against dollar considerably. Forex reserves along with FDI and FII have been increasing gradually. This exuberance would at once be short lived when we watch the poverty scenario. The number of people suffering from the poverty has increased to around 357mn, although there is decline in the percentage of poor. India still houses 33.33% of the world' poor. Jobless growth is the greatest concern of the decade. We are also not in a position to curb poverty and reduce unemployment. Many economists spoke about poverty and gave suggestions to reduce it. Extreme poverty leading to starvation, deprivation and death can be eliminated while the relative poverty would continue. Since both these are largely prevalent in rural India, attention of this paper is set on rural India. This paper is divided into three sections, where the issues related to poverty, and rural employment problem in India are addressed on small and medium enterprise development platform.

This paper looks at the National Rural Employment Guarantee Programme (NREGP) in India that was l... more This paper looks at the National Rural Employment Guarantee Programme (NREGP) in India that was launched in the year 2005 as a social security measure aimed at providing employment security to the poor in villages. The NREG was also meant to use this labour to construct rural infrastructure that is clearly wanting in India. The National Rural Employment Guarantee Act guarantees 100 days of work to all households. This analysis looks at the direct and the indirect effects that the NREGP has on employment generation and poverty reduction in a local. For this, a detailed survey in a specific village was undertaken to highlight the impact of the NREGP. This survey covered a poor agricultural village with 400 households, nearly 2500 people. The survey recorded income and expenditure levels by type of household (large, small and marginal farmers, agricultural labour, services etc). The survey also recorded production activities undertaken by the inhabitants. The data was then used to build a Social Accounting Matrix. A SAM is as an organized matrix representation of all transactions and transfers between production activities, factors of production and institutions within the economy with respect to the rest of the world. Each row of the SAM gives receipts of an account while the column gives the expenditure. The total for each row is equal to the total of each corresponding column. The wages paid under NREGP in this village amounted to Rs 582000 leading to an iincreased output of Rs 452219. The Value added increases by Rs 226577, the additional household income generated was Rs 196823. The multipliers that were obtained showed that Public Distribution Systems (PDS) services have multiplier of 2.08 followed by maize with 1.80 and wheat with 1.79. The sectors where we see maximum impact are wheat, animal husbandry, …… and education and the maximum impact on the household incomes accrues to the small cultivator followed by the labour household and then the large farmer households.

This article explores the motivations behind the decision of small-scale producers to grow nontra... more This article explores the motivations behind the decision of small-scale producers to grow nontraditional vegetables under contract for export. Based on a survey of small-scale producers in Zimbabwe, four factors are identified as motivating contracting, namely, market uncertainty, indirect benefits (e.g., knowledge acquisition), income benefits, and intangible benefits. Respondents are clustered according to the relative importance of these factors in their contracting decision. Four clusters are identified and related to the characteristics of these farmers including size of the farm, amount of land devoted to export crops, access to alternative markets, and the proportion of family income derived from export crops. The results suggest that there are systematic differences between farmers in their decisions to contract which needs to be recognized in contract design and management.

The long-term perspective on microfinance starts with a discussion of t h ree central issues: fir... more The long-term perspective on microfinance starts with a discussion of t h ree central issues: first, views and policies, with two opposing views: "c redit for target gro u p" and "pushing the financial fro n t i e r"; second, the performance of m i c rofinance institutions measured via two objectives: outreach and financial sustainability; third, microfinance and rural development. This latter issue is a p p roached through analyses of the effects of financial services on rural households and analyses of long term national financial development. Both micro and m a c ro studies show positive effects of an expansion of savings and lending serv i c e s , financial deepening. The negative side of financial deepening, the appare n t l y u n a voidable occurrence of bank insolvancies, is also re v i ewed. The concluding section argues that the microfinance sector should be guided by "stability and e x p a n s i o n": stability to withstand shocks and to maintain the relationships established between rural households and microfinance institutions, and expansion to include more people within the financial fro n t i e r.
