Building Ethiopia's Future Global Business Services Talent Together Since the launch of the Ethiopian Business Process Outsourcing (BPO) Initiative in 2024 within the framework of the DeveloPPP programme, GIZ Ethiopia and Djibouti private sector partners, including R&D Group, MMCY-Technology, Africa118/Eziti and IE-Networks, have facilitated partnerships that bridge education and employment. The project is supported by the Special Initiative “Decent Work for a Just Transition”, implemented on behalf of the German Government. By connecting universities with employers, the initiative is helping build a sustainable talent pipeline that strengthens business competitiveness while creating meaningful career opportunities for Ethiopian youth. Global Business Services (GBS) is a fast-growing industry where companies provide business and technology services, such as customer support, finance, data management, and IT solutions, to clients around the world. This includes BPO and Information Technology Outsourcing (ITO), creating new opportunities for skilled employment in Ethiopia. However, unlocking this potential requires one critical ingredient: a workforce equipped with industry-relevant skills. The GIZ-implemented DeveloPPP programme and private sector partners R&D Group, MMCY-Technology, Africa118/Eziti and IE-Networks recently convened a university–industry linkage workshop, bringing together 45 members from the Ethiopian Outsourcing Association and six universities, namely: Addis Ababa Science and Technology University (AASTU), Adama Science and Technology University (ASTU), Hawassa University, Bahir Dar University, Arba Minch University, and St. Mary's University. The workshop facilitated a dialogue between academia and industry to jointly anticipate and shape the future workforce for Ethiopia's rapidly growing GBS sector. Through close collaboration, the universities and private sector partners will work together to equip students with practical, sector-specific skills that respond to industry needs. This collaboration demonstrates how public-private partnerships can accelerate skills development, foster innovation, and position Ethiopia as a competitive destination for Global Business Services. Strengthening the Ethio-German Partnership for Skills Development How can international partnerships create more opportunities for young people while responding to global labour market needs? This question was at the heart of the visit by Dr Géza Andreas von Geyr, State Secretary at the German Federal Foreign Office, and Ambassador of Germany to Ethiopia Mrs Birgitt Ory to the Federal Technical and Vocational Training Institute (FTVTI) in Addis Ababa. The visit reaffirmed Germany's longstanding commitment to supporting Ethiopia's Technical and Vocational Training (TVT) system. For more than three decades, the partnership has contributed to strengthening vocational education through institutional capacity development, modern training systems, digital transformation, and labour market-oriented skills development. During the visit, the delegation toured FTVTI's digital learning facilities, language laboratory, and automotive workshop, showcasing how investments in quality TVT are equipping Ethiopian youth with competencies needed for national and international labour markets. As Ethiopia advances its TVT reforms, collaboration between the Ministry of Labor and Skills, Federal TVT Institute, GIZ and KfW, on behalf of the German Government and in partnership with the European Union, continues to strengthen skills development, promote innovation, and create pathways for decent employment abroad. Ethiopia develops three-year action plan to reform the national TVET system Ethiopia is all set to modernize its national Technical and Vocational Education and Training (TVET) system based on the ongoing reforms, which aims at equipping young Ethiopian with employable skills. TVET leaders and practitioners from all regions came together in Adama on July 7, where they deliberated strategic reforms, as spelled out in the National TVET Strategy 2025, and its translation into an actionable three-year plan. The Ministry of Labor and Skills, convener of the deliberation, brought together regional states and city administrations of Labor and Skills Bureaus to develop and finalize TVET Sector’s Mid-Term Plan (2026-2029). Chaired by H.E. Dr. Teshale Berecha, State Minister for TVET, the forum reviewed strategic priorities, validated regional inputs, and endorsed jointly agreed upon annual targets and key performance indicators (KPIs). Discussions emphasized that improving skills development requires more than expanding formal training opportunities. Key priorities included addressing skills gaps among industry operators and farmers engaged in export-oriented production, strengthening the capacity of trainers and middle-level professionals, improving physical and digital training infrastructure, creating inclusive learning environments for females, persons with disabilities, refugees and supporting internally displaced persons and returnees through skills development initiatives, and integrating private TVET providers into the national planning and implementation framework. The process builds on Ethiopia’s broader TVET reform agenda, with technical support from Ethio-German Sustainable Training and Education Programme (STEP IV) and Digital Ethiopia- Technical Skills Action (DESTA), which are jointly funded by the German Government and the European Union. This support has contributed to strengthening TVET governance, developing medium-term and annual planning frameworks, improving labor market-oriented training systems, enhancing institutional capacity, and promoting coordinated implementation between federal and regional institutions. Under the powerful motto “Healthy Land, Healthy Lives: Running for Resilience,” professional athletes, development partners, and community members united to champion climate action and ecosystem restoration. During this event, GIZ teams, partners, and local communities joined forces to plant seedlings, turning the concept of climate resilience into immediate, tangible ecosystem restoration. At the dedicated press conference at Haile Resort, Arbaminch, organised by Great Ethiopian Run, the GIZ-implemented Climate-Sensitive Innovation for Land Management (CLM II) project recognised local agricultural experts and community members from the Lake Chamo area who are on the front lines, fighting land degradation and empowering their communities every day. During the press conference, GIZ’s Climate Change Cluster Coordinator Stephan Lidsba emphasized that while technologies like agroforestry and soil and water conservation are vital, true sustainability requires leading by example and empowering smallholder farmers with financial resources. On the great run day, the energy shifted to the streets! GIZ team lined the route to cheer on the runners, pass out water in paper cups, and keep our vital landscape messaging front and centre. Building Stronger In-Company Training for a Skilled Workforce "When we recruited new employees, we realised the technical knowledge and skills they acquired in college alone weren’t enough," says Biruk Yifru, Technical Capability Development Manager at MOENCO. "They needed industry exposure, business understanding, and guidance from experienced technicians." This led MOENCO to establish an In-Company Training Centre, where TVT trainees and new recruits learn directly from senior professionals, helping the company improve service quality, customer satisfaction, and productivity. A similar experience is shared by Yecolia Zebene, Human Resource Operations Supervisor at Ethio-Nippon Technical Company S.C. As the company recently established its In-Company Training Centre, it created a structured system to identify training needs, deliver continuous learning, and measure the impact of training on technicians and customer service staff. To strengthen such industry-led learning, the Ethio-German Sustainable Training and Education Programme (STEP IV), in collaboration with the Ethiopian Employers Federation (EEF), trained in-company trainers from private sector companies on Work-based Training Modalities, Ethiopian Occupational Standards, Vocational Pedagogy, and Company Training Rollout. Dr. Dawit Moges, President of EEF, stated that close collaboration between TVT institutions, industries, and in-company training centres is the cornerstone of developing technically competent, confident, and business-oriented professionals capable of meeting industry demands. When TVT colleges provide foundational skills and companies reinforce them through structured workplace learning, everyone benefits. Graduates become job-ready, companies develop the talent they need, and Ethiopia moves closer to building a demand-driven, industry-responsive TVT system that supports sustainable economic transformation. Ethiopia has one of Africa’s largest livestock populations yet still imports dairy and dairy products. Closing this gap requires strong dairy cooperatives, better handling and quality management, and broader market access for dairy smallholder farmers. On 09 July, the Sebeta Dairy Hubs Project, implemented by GIZ Ethiopia and Djibouti and Sebeta Agro Industry PLC (Mama Milk) under the develoPPP programme, advanced cooperative capacity by handing over essential equipment to six dairy cooperatives in Oromia region main milk corridor. It’s not just a handover, it’s a step toward reducing losses, improving quality, and expanding market access for dairy. The support of the project targets higher production, enhancing milk quality, reducing post-harvest losses, and stronger market competitiveness in addition to equipping milk collection centres with equipment required for cooling raw milk collected. The package handed over to the cooperatives includes diesel generators as backup for reliable power supply, milk cans, feed choppers, and lactoscanners for rapid quality testing. Milk chillers are also in the pipeline to be installed at each milk collection centre to preserve quality and safety immediately after collection. The handover brought together GIZ, Sebeta Agro Industry PLC, and government partners—showcasing a resilient public–private partnership delivering measurable benefits for dairy smallholder and strengthening the dairy value chain. How do faith and MHPSS intersect in conflict-affected communities? This question brought together diverse stakeholders in Semera (Afar) and Mekelle (Tigray) during two stakeholder workshops organised by GIZ Ethiopia and Djibouti under the Support to Transitional Justice in Ethiopia (S2TJ) project. As part of its efforts to support Ethiopia's transitional justice process, the S2TJ project promotes inclusive and trauma-informed approaches that foster recovery, social cohesion, and reconciliation. Recognising the important role faith plays in many communities, the project is exploring how faith-sensitive approaches can strengthen mental health and psychosocial support (MHPSS) services while also examining how religious coping mechanisms contribute to resilience and recovery. The workshops validated the preliminary findings of the study ‘Faith and Mental Health and Psychosocial Support (MHPSS) in Conflict-Affected Communities in Ethiopia: Exploring the Intersections of Religion, Trauma, and Psychosocial Support’ Bringing together representatives of government offices, faith-based organisations, academia, health professionals, civil society organisations, development partners, and victims' organisations, the workshops confirmed that faith is often a vital source of healing and resilience for people affected by conflict. Participants recommended: ➡️Strengthening collaboration between faith actors and formal MHPSS providers. ➡️Building the capacity of religious leaders in basic MHPSS and referral pathways. ➡️Promoting faith-sensitive psychosocial support for trauma survivors. ➡️Integrating evidence-based and faith-informed approaches. ➡️Ensuring the meaningful inclusion of women and girls. The recommendations will inform the final study and contribute to more culturally responsive, inclusive, and sustainable MHPSS interventions for conflict-affected communities in Ethiopia.
