The 2025 DIRT Report makes it official: as an industry, we're getting worse at damage prevention — not better. Itzik Malka shares his thoughts on why we're going backward. It's not because of effort. It's not because of the locators. It's because we have a data problem.
Collectively, the infrastructure sector is getting worse at damage prevention over time. That's a worrying trend, and all stakeholders in construction and engineering should be paying attention. The 2025 Common Ground Alliance DIRT Report reveals three highly compelling data points that demand we reassess SOPs for how we protect utilities from strikes. The first stat is that the rate of damages per 811 transmissions has officially surpassed the index in 2022, when the 50-in-5 challenge was launched. Instead of damages reducing by 50%, they've actually increased by 2% compared to 2022. We're back to even higher rates than where we started. The second stat is positive: damages caused by failure to notify 811 went down by 2.2% in the last year. Awareness campaigns are working, and that's due to the hard work of CGA and 811 centers. However, the third stat more than reverses those achievements: damages caused by unmarked or inaccurately marked facilities due to locator error went up by 2.9% in total in the last year. We are getting worse at locating buried facilities as a way to protect them. We knew this anecdotally from the increasing number of incidents of utility strikes on the news, but CGA has given us hard proof. The problem doesn't belong to the locators, who work long hours in the field just to barely keep up with ticket demand. Locator error ultimately goes back to bad data. Too often, the info that locators receive is incomplete, unreliable, or simply not communicated effectively by facility owners. Until we recognize the data problem as a single, all-encompassing challenge that unites all stakeholders together, we won't make any inroads towards a solution.
