The Role of Small Farms in Romanian Rural Areas

Small-sized farms have a significant share in Romania’s agriculture, as a result of the specifici... more Small-sized farms have a significant share in Romania’s agriculture, as a result of the specificity of land restitution to former owners in the early 1990s. Although the total number of agricultural holdings in Romania has decreased by almost half a million in the last decade, it remains one of the highest in the EU countries and reveals the social, subsistence character of a large part of agricultural holdings. The paper attempts to evaluate the situation of small farm sector restructuring after applying Measure 141 referring to the support to semi-subsistence farms from NRDP 2007-2013 and the national Life Annuity scheme. At the same time, starting from the Commission’s proposal for the post-2013 period on the support to small farms under the form of a lump sum payment ranging from 500 to 1000 euro, a series of calculation variants are made in order to see whether this measure would be financially attractive for the small-sized farms in Romania. The main conclusion of the study could be that the process of small farm consolidation and its integration into the market economy structures would be quite slow, due to the extremely large number of small farms and to their safety net role for the extremely poor rural population, whose survival depends on the operation of the small plot of land into ownership.

The information sources used in the paper are the Farm Structure Surveys (FSS) in the years 2003, 2007, 2010 and 2013 and the Farm Accountancy Data Network (FADN) surveys conducted every year to collect data on the economic-financial results from farms, in each European Union member state. The results of the study indicate that in the investigated period, 2007–2012, there were economic growth trends on the Romanian farms, more obvious in certain regions (West region) or less obvious in other regions (North-East). In this context, there are important evolutions in relation to farm incomes, to subsidies and their effects, to farm capital increase and their effects upon the labor productivity. The cause of the occurrence of collinearity is the incomplete data base and that ideally, the elimination of the occurrence of autocorrelation is achieved by knowing the effect stage for all possible combinations of the variants of the factors involved. In many cases, the practical realization of such a desideratum is impossible. Such a difficulty is especially specific to statistical processing in the economic, social and psychological field. Neither multi-factorial experiments of agrobiological nature are not avoided by such difficulties. Consequently, to the researcher remain at his disposal methods of distributing collinearity on influence factors using methods based on the calculation of partial correlation coefficients (Merce E., 1986; Moineagu C., 1974). With obvious computing facilities, compared to the evoked methods, the authors suggest using an original method based on the principle of proportional distribution of autocorrelation with the proportion of simple determinations, following the next six steps, the last four are solved instantly after the first two steps have been solved: 1. The calculation of the multiple correlation coefficient and simple correlation coefficients using the Regression function of the Data Analysis component of Microsoft Excel Program; 2. The recording of the multiple correlation coefficient and of the simple correlation coefficients; 3. The simple determination coefficients and the multiple determination coefficient calculation; 4. The sum of the simple determination coefficients; 5. The calculation of the simple determinations proportions, considering their sum equal to 100; 6. The determination of each factor influence, as a product of multiple determination and the proportion of simple determinations.

The investigation was performed on household purchased based TBI measure and on actual consumption TBI, in order to highlight the errors that one would make if one fails to take into account the production of goods by the household. There are some important differences in the food diversity of the actual food consumption in comparison to the purchased food quantities, the number of food items being higher in the case of actual consumption. However, food diversity does not seem to be influenced by the residence area (urban vs. rural) in any of the two approaches.

This paper analyzes the prices and price volatility for beef and pigmeat in Romania and compares ... more This paper analyzes the prices and price volatility for beef and pigmeat in Romania and compares them with international prices and price volatility. GARCH type processes are used to estimate price volatility. The empirical results indicate that the growth trend in pigmeat prices, in Romania and globally, is accompanied by high volatility throughout the period with significant increases in 2008, 2010 and 2014 for Romania and 2007–2008, 2012 and 2014 for world prices. Beef prices on both markets show a steady upward trend until 2015 and a high volatility during the global economic crisis, only to fall sharply afterwards. After 2015, beef prices experienced a significant decrease and a slightly increased volatility worldwide. Generally, the increased price volatility periods can be associated with significant increases in the corresponding prices or other global events (financial crisis, food price crises).

Covid-19 crisis has brought to attention the vulnerabilities of the Romanian agri-food sector. So... more Covid-19 crisis has brought to attention the vulnerabilities of the Romanian agri-food sector. Some of these vulnerabilities are not easy to solve, but intervention measures should be used first to support medium-and long-term targets. On the short term, the effects of Covid-19 crisis on the Romanian agri-food sector have been reasonably managed, in line with the European Commission recommendations and using the measures proposed and/or adopted by the Commission. The analysis of these reveals the complexity of actions undertaken by the Ministry of Agriculture and Rural Development, by complying with the single European framework and adapting to the Romanian agriculture specificity. Although the European funds additional to those already allocated for the period 2014-2020 are relatively small, the flexibility in their utilization, mainly in the case of rural development funds, may prove to be important for Romania.

Taking into consideration the difficult situation of the European pork market in 2015 and 2016, which has aggravated the old problems of the pig farming sector in Romania, it is expected that the investment support measures and instruments will not be effective in the short term. The poultry farming sector is the main vector to reach self-sufficiency in meat by the year 2035, having technical performances comparable to those of the most efficient producers in the EU, yet slightly disadvantaged by the weaknesses of the domestic poultry market, i.e. consumers’ preferences for cheap, low quality products.
