The present study was focused on the Comprehensive, Intentional, and Proactive Approach in Charac... more The present study was focused on the Comprehensive, Intentional, and Proactive Approach in Character Education and Learners' Development. The researcher assessed the profiles of the respondents, the extent of implementation of character education in terms of both academic curriculum and extracurricular programs, and the effectiveness of a comprehensive, intentional, and proactive approach in character education for learners' development. The respondents in the study were public school teachers from selected districts in Quezon Province. The study employed a survey method for data collection. The researcher concluded that the demographic profile of the teachers, including their proficiency levels and educational backgrounds, had a significant impact on the implementation and effectiveness of character education. The implementation of character education was positively correlated with its effectiveness in promoting various aspects of learners' development, such as behavioral change, social-emotional skills, ethical decision-making, and peer-teacher relationships. The researcher recommended that schools integrate character education into all aspects of the curriculum and extracurricular activities, ensuring that programs are well-structured and regularly assessed for effectiveness. Further research is recommended to investigate additional variables and gain a deeper understanding of the effects of character education.
