Rapid urbanization in Abuja has intensified environmental governance challenges including waste m... more Rapid urbanization in Abuja has intensified environmental governance challenges including waste mismanagement, flooding, habitat disruption, and declining civic environmental compliance. While regulatory frameworks under the Federal Ministry of Environment Nigeria and enforcement mechanisms administered by the National Environmental Standards and Regulations Enforcement Agency (NESREA) provide statutory guidance, environmental outcomes remain inconsistent. This conceptual paper advances an Institutionalized Informal Community Environmental Education Governance Model (I-ICEEGM) that integrates behavioural change theory and institutional governance frameworks to strengthen urban environmental management. Drawing on Social Learning Theory, the Theory of Planned Behaviour, and Institutional Theory, the paper proposes a multi-level governance integration architecture embedding informal environmental education within Federal, FCT, municipal, civil society, and traditional structures. The framework offers theoretical advancement by bridging behavioural environmental education literature with institutional governance theory, and provides actionable implementation pathways. The model has broader applicability for rapidly urbanizing cities in the Global South.
