Fast völlig unbeachtet von der normalen hochschulpolitischen Öffentlichkeit und ihren Akteuren si... more Fast völlig unbeachtet von der normalen hochschulpolitischen Öffentlichkeit und ihren Akteuren sind Wissenschaft und Hochschule zum politischen Kampfplatz um ein Medium geworden, das in den letzten Wochen die Gazetten füllte: Ob die »Woche« oder die »Wochenpost«, der »Spiegel« oder »Die Zeit«, »Newsweek« oder »Neues Deutschland«, »Bild der Wissenschaft«, »Spektrum der Wissenschaft« oder »Forum Wissenschaft« alle redeten von der Datenautobahn. Keines der genannten Blätter vergaß lustige Hinweise derart, daß, wer will, in Santa Monica sich eine Pizza per Internet ordern, eine Sammlung von jetzt rund 25 Realzeit-Cola-Automaten aus aller Welt sich auf den heimischen Bildschirm bringen und im Computer-Laboratorium der Universität von Cambridge per Videokamera und World Wide Web eine leerlaufende Kaffeemaschine beobachten könne.

For decades now privatisation has been a part of the everyday practice of economic and property p... more For decades now privatisation has been a part of the everyday practice of economic and property policy. Its analysis and critique have become established and substantial, and they show that the promises of neoliberal privatisation policy in terms of de-bureaucratisation, increase in efficiency, cost savings or price reduction and decentralisation or even democratisation have not been fulfilled; instead there is a multitude of problematic consequences, such as de-democratisation or growing inequality. The world economic crisis of 2008/2009 makes clear this policy's enormous potential for crisis. However, if alternatives are at issue, then the uncertainty is considerable. What concepts can be used to embrace these alternatives? For if we do not succeed in holding up a publicly effective counter-concept to the «private» and to «privatisation», and in so doing create a conceptualpolitical contrasting point of identification to the rhetoric and politics of the private, opposition to the politics of privatisation will lack precision, vision and the power of political persuasion and mobilisation. It is especially necessary to develop a precise conception of how to shape reality, that is a conception which is able to introduce concrete political changes in the institutional and regulatory orders of the economy, which represent a real and differentiated alternative to the world of the private, which has arisen almost everywhere in the last three decades.

Wir sind konfrontiert mit Widerspruchen und Ambivalenzen, Antinomien oder Parado-xien. Die Leitkonzeptionen und Paradigmata, Ideologien und Verstandnismuster vom Netz strukturieren sich danach, auf welche Seite die Betrachter oder Akteure sich schlagen oder in aller Kurzatmigkeit gesetzt werden. Anders als bei der Betrachtung der alten Gesellschaftsbauten und ihrer Medien ist dabei die Wegstrecke zu solchen Verstrickungen verbluffend kurz, weshalb die Meinungen zur Sache Netz in der Flache unmasig differenziert und im Einzelnen schnell verfestigt — und bodenlos — sind, fest gebunden an Konzepte von Raum, Bewegung, Zeit oder Zeichen. Noch sind die Bilderfelder der Internet Dreams prasent, und ob ihre Macht angesichts der Verall-taglichung der Technik nur auf den ersten Blick abgenommen hat, Cyberspace also noch kein alter Hut geworden ist,1 bliebe zu klaren. Es gibt welche, zum Beispiel Amerikaner wie Edward J. Valauskas, die uberzeugt und sogar national traumen. Das Internet, schrieb der amerikanische Netzunternehmer und -experte jungst in der elektronischen Zeitschrift „First Monday“, „is the best and most original American contribution to the world since jazz. Like really, really good jazz, the Internet is individualistic, inventive, thoughtful, rebellious, stunning, and even humorous.

Its central idea is to protect global capitalism through American Empire. It encompasses unrivalled military superiority, the ability to wage preventive wars and a new justification of the global sovereignty of the USA. Updated and fully revised, May 2003 The new division of the world The terror attack on the World Trade Center on 11 September 2001 was a »transformational moment« (Jessica T. Mathews) that focused and expedited the conceptual thinking and politics of the political class in the USAafter all it found itself under direct physical threat for the first time. The process came to a tentative conclusion with the paper »National Security Strategy of the United States of America« (NSS), which was published on 17 September 2002. The text in the style of a political manifesto articulates the current US administration's understanding of power politics and the ensuing conception of a New World Order. It was put to a first test in the latest war on Iraq. The »transformational moment« was transformed into an »imperial moment«. According to the preface to the NSS, signed by George W. Bush, the long struggle of the last century between freedom and totalitarianism ended with a »decisive victory for the forces of freedom«. What prevailed is »a single sustainable model for national success: freedom, democracy, and free enterprise« and an unequivocal role of the USA in this blueprint of the world. »Today, the United States enjoys a position of unparalleled military strength and great economic and political influence.« 1 This assessment of a qualitatively new disparity of power can also be heard outside the USA -as early as the beginning of 1999 the then French foreign minister Hubert Védrine spoke of the »hyperpower« USA 2 -and, of course, above all within the USA itself. For the liberal historian Paul Kennedy, author of The Rise and Fall of the Great Powers, »Nothing has ever existed like this disparity of power; nothing.« 3 , and at the beginning of 2003 James Kurth summed it up in the influential neoconservative journal The National Interest: »The first decade of the 21st century, like the first decade of the 20th, is an age of empire. A hundred years ago, however, there were many empires (...) Today, there is only one empire -the global empire of the United States.« 4 Tony Judt described this disparity of power in the New York Review of Books as a new global inequality: »Our world is divided in many ways: rich/poor; North/South; Western/ non-Western. Militar- und rustungspolitische Zielsetzungen haben in der burgerlichen Gesellschaft zu jeder Zei... more Militar- und rustungspolitische Zielsetzungen haben in der burgerlichen Gesellschaft zu jeder Zeit eine Schlusselrolle fur die Wissenschaftsentwicklung gespielt. Wissenschaftsgeschichte und -soziologie sind zugleich auch Militargeschichte und -soziologie. Die Militarisierung der Wissenschaft war Katalysator und zentrale, zuweilen dominierende Entwicklungsform der vier grosen Strukturveranderungen moderner Wissenschaftsorganisation seit dem Ende des 19. Jahrhunderts: der Politisierung, der Okonomisierung (bzw. Kapitalisierung), der Industrialisierung und der Vergesellschaftung. Die rustungs- und militarpolitische Funktionalisierung ist mittlerweile zur dynamischsten und eindeutig dominierenden Entwicklungstendenz der Wissenschaft unserer Zeit geworden. 1983 wurden weltweit 60 Mrd. Dollar fur militarische Forschung ausgegeben (ALBRECHT 1984). Unter Einbeziehung der geplanten Steigerungen, der privatindustriellen und uber andere Etats verausgabten Mittel mus davon ausgegangen werden, das die Weltausgaben fur militarische FuE 1985 die 100 Mrd. Dollar-Grenze erreichen werden (40% der globalen Forschungsausgaben) und rund 1 Mio. Menschen beschaftigen werden (ALBRECHT 1984, S. 3 ff; RlLLING 1982). In den USA stieg der Anteil der militarischen FuE an den FuE-Bundesausgaben von 46% (1980) auf 66% (1984) und soll 1985 knapp 70% erreichen. Real sind die Mittel 1980–84 im Sektor militarischer FuE um 65% gewachsen (ziviler Bereich -30%). Das Gesamtbudget Rustungsforschung kann auf 40 Mrd. Dollar in 1984 geschatzt werden (35–40% der gesamten privaten wie offentlichen Ausgaben). Nominal wurden 1980 15 Mrd. Dollar ausgegeben, fur 1989 sind 51 Mrd. Dollar veranschlagt (TSIPIS/PHI LLIPS 1983; DOD 1981 ff; FORSBERG 1980, S. 266 ff; RILLING (1) 1984, S. 1 ff).
