This is based on the estimation of demand and supply function for the environmental goods by observing the property price variations in Ranchi district of Jharkhand. The price of a house depends on the size of plot, location, number of rooms, floor-space, crime-rate of that area, distance from workplace, accessibility of different public utilities, and ultimately on environmental factors like the quality of air, noise, accessibility of safe drinking water and so on. In which the environmental factors are very crucial and decisive. The market equilibrium of housing market are also governed by the demand-supply interactions. In this paper the attempt has been made to show the importance of environmental factors to determine the property price by estimating the demand and supply functions emerge in the market as a case study of Ranchi district of Jharkhand State.

But presently the emphasis on physical infrastructure development, especially in the areas of roads and highways and better connectivity, and also some positive initiatives in the power sector, may witness transformation of the investment especially 18 to 23 years age of population which could help reduce population growth and this all can be done because of application of efficient management system in higher education. In recent years, Jharkhand has undertaken massive structural and systemic changes that have started to yield encouraging results. Increasing urbanization & income levels and rapid industrialization would require a gross incremental workforce of 05 million by 2030. The State is doing all its efforts with significant factors of growth that will help in envision the dream of 2030 in higher education of Jharkhand.

Statistical analysis of historical and current data has done in respect to the level of higher education in Jharkhand. Considering that, access, equity and excellence are the backbone of educational reforms supported by teacher bodies have to be parallel remedied by governments. The bodies also have to pragmatically approach this reform scheme and provide collective wisdom for further quality refinement. Resistance to change is born out of inadequate understanding. The concern is whether we want higher education manpower to acquire international-level expertise with high employability or dwindle in mediocrity? While RUSA is not a direct response to the rankings of economic growth rate, it does aim to "attain higher levels of access, equity and excellence in the State higher education system with greater efficiency, transparency, accountability and responsiveness". Hence, RUSA is an excellent opportunity to the State Universities to upgrade educational and research ambience of infrastructure, knowledge resources and skill development expertise to produce international quality manpower.

The productivity in employees is falling due to heavy stress in government offices. This is an alarming situation and hence there is a need to examine the impact of stress level on employee of Government sectors. Stress is not necessarily bad in itself. While stress is typically discussed in negative context, it is has positive view. Job stress is a symptoms arising from the higher level of hierarchy and the pressure created by stakeholder. The changed technologically advanced environment forced them to deviate from their normal functioning. It is a problem of adjustment and adaptation with new sphere of work culture. As the employees overcome from this situation the sooner he will able to face the stress and can enjoy the life. That leads towards stress management. To get stress relief these five strategies can help for stress elimination i.e., CDITA 1.take a clear instruction for task 2.ifdoubts arises then ask again 3. involve the whole team 4.manage the time and 5. accomplish the work assigned. The best way to control stress is to have a great time management with calm and focused mind. There is no need of special skills or superhuman abilities to cope with stress. The only need is focused and positive state of mind. A great way to achieve this is to know the root causes of stress and list them down so that one can tackle it one-by-one. It is not advisable to deal all the problems at once because that will only lead to confusion, and eventually, more stress for the individuals. Therefore, we may say that negative stress declines the productivity and positive stress increases the productivity.

On the basis of a survey on the general condition of Rikshawpuller of Dumka district who is unskilled labor, it is found that even they earn sufficient income to meet the minimum level of substances still their condition is unsatisfactory and due to less marginal propensity to save (MPS), investment is never be equal to saving while it is covered by various government welfare programme. Only by strong willingness to save and changed psychology can uplift their status in society and living of standard so they can equally participate in development of the economy of Santhal Pargana. And government should know that despite all the good efforts, why the objectives of welfare programme has been not fulfilled.
