Conceptual and empirical models of economic development are necessary to better understand the ro... more Conceptual and empirical models of economic development are necessary to better understand the role of the resource mix and market conditions that can influence community economic growth. Secondly, public officials and agencies interested in implications of alternative policies need ready access to public data sources that provide information about the economic performance of the local economy. The present study focuses on an important source of data for economic development studies made available by the Bureau of Economic Analysis (U.S. Bureau of Economic Analysis Regional Information System (REIS)). That data source has utility for both research and public service needs, and we are giving particular attention to the latter.

An eoonanically viable rural Anerican is generally accepted as a desirable national goal, but fet... more An eoonanically viable rural Anerican is generally accepted as a desirable national goal, but fet~ policy guidelines or oorcprehensi ve pro-grams1 for attaining this goal have been developed. One reason for the current "piece-1"1'eal" approach in pursuing rural developnent goals is the lack of kncwledge al::out basic econanic interactions between the factors influencing the level and distribution of eoonanic activities in rural areas. A seoond reason is the tendency to design rural developnent research and extension programs to attain quick payoffs which results in descriptive studies which enphasize what rather than w}¥ certain events are occurring in rural areas. An additional concern is that studies of rural developnent policies and programs tend to focus on the land and capital inputs with only mininal concern for the lal::or input {Daft 1971). Yet, the need to examine factors affecting lal::or availabilit:y is i.nportant because the pri.rrary s<:Alrce of incore for llBl¥ ~ residents is the sale of their lal::or services. Fran a ITDre aggregate perspective, &Wards and DePass {1975) found that an increase of 36 percent is required in the willingness of the nonrnetrcpolitan population to join the lal::or force in order to attain balanced rretrcpolitan and nonmetropolitan grcwth rates cy 1990. The objective of this paper is to report on research designed to investigate the relationships between lal::or availabilit:y and the level and distribution of eoonanic activit:y in a rural area. The procedure incorporates a work trip distribution technique and a variation of the gravity model in developing a weighted measure of alternative job opportunities across space. This measure, termed geographic access to employment opportunities, is used as an independent variable in estimating actual participation in the labor market for two occupational categories for women residing in Burlington County, New Jersey.

Research which is designed to evaluate the strength and mix of factors which tend to initiate and... more Research which is designed to evaluate the strength and mix of factors which tend to initiate and sustain economic growth must provide methods of measuring these factors. If one of these factors is taken to be the availability of labor as the Committee on Economic Development in the Northeast (1977) suggests, then methods of measuring the availability of labor need to be developed. Articles by Bonnen (1972) and Gardner (1975) have provided researchers with an incentive to do a better job of operationalizing and measuring the concept of labor availability.
