Though micro and small scale enterprises are energetic and vibrant economic sectors which have th... more Though micro and small scale enterprises are energetic and vibrant economic sectors which have the largest potential for job creation, access of vocational training, and hiring of persons with disabilities in these enterprises is low. The study examined the challenges of access to training and employment of persons with disabilities in micro and small scale enterprises in Debrebirhan town in the case of Menbere-Mariam saving and credit association. To realize the objective, data collection methods like in-depth interviews, focus group discussions and key informants interviews were used. Purposive sampling method was applied for the study. The study employed the qualitative method of analysis. Document analysis was used to examine various aspects of the association's experience of disability. The results of the study reveal that despite the wide range of protection under international, regional, and national laws, vocational training and employment access of persons with disabilities is a problem in the study area. Among the challenges they face are: absence of vocational training, attitudinal related challenges, institutional related barriers, employers related problems, guarantee related problems, barriers linked to project area and shop booths, lose of profit and health problems and problem with provision of infrastructure.

U... more The language based federal arrangement is a new frontier under the Ethiopia political scenario. Unlike the previous regime which overlooked various ethnic groups of the nation, the current political system recognized the presence of multiplicity of ethnic identity and taken it as a main political value for the reengineering of the present Ethiopia. Initially, it seems the solution that responds old nationality question of the country through recognizing each ethnic group as an equal partner of the federal arrangement with the power to administer its internal affairs autonomously. Hence, it brought a modest peace and stability so that the economy of the state arguably, registered a double digit growth for the last two decades. As time goes, for the past two decades, however, unmanageable problem has being emerged throughout the country. A continuous claim for recognition of new identity, high potential for secessionist demand, problem of demarcation of internal territory between ethno-nationalist region, and the issue of irredentism, and indigenous-settler dichotomy brought pervasive and protracted conflict between different ethnic groups which become the cause for the casualty of human life and destruction of resources. This article therefore try to assess whether ethnic based federalism is feasible or not in Ethiopia, to investigate the root cause of ethnic based and boundary related conflicts that are observing now in different parties of the state.

Minority rights protection under the second house: The Ethiopian federal experience

Right after the overthrow of dictatorial military regime since 1991, Ethiopia underwent a remarka... more Right after the overthrow of dictatorial military regime since 1991, Ethiopia underwent a remarkable change of political system. It has restructured the society based on federal state arrangement which creates nine self-administered regional government taking linguistic, settlement pattern, and consent of the governed into consideration. Addis Ababa and although not mentioned in the constitution, Dire Dawa become autonomous city administration outside regional sphere of competence but administered and responsible to the federal government. The federal arrangement further creates Bi-cameral federal institutions, House of People Representatives and House of Federation for the site of regional people representatives and minorities that are found within the regional government, respectively. Under the house of people representative, out of 548 seats, 20 are lefts and reserved for minority groups. Under house of federation, this is commonly understood as the house of minorities in which every nation, nationality and people of Ethiopia have representative that reflect the interests of their minority groups. Every nation, nationality and people has a minimum of one representative and possibly to have additional representative based on their population number. The house with its entrusted power to interpret constitution, enables safeguarding the constitutionally granted minority rights. Such recognition of cultural diversity and the institutionalization of minority rights is a critical factor that acts as the viability of ethnic based federalism in Ethiopia.

This article reviews the actual impacts of decentralization on poverty reduction in Ethiopia afte... more This article reviews the actual impacts of decentralization on poverty reduction in Ethiopia after the inception of decentralization since 2000s. Secondary document analyses accompanied by interview with few government officials were employed. The objective of the article was to investigate the tangible impacts of decentralization on Ethiopian poverty reduction program. The goals of decentralization in Ethiopia are to reduce poverty through providing basic pro-poor services such as education, health, water and expanding rural gravel roads by mobilizing local residents and resources accompanied by participatory democracy. Pragmatically, however, meaningful changes are yet registered due to various inter linked factors such as weak institutional arrangement and inadequate empowerment of local government and inadequate autonomy to decide their own affairs. Moreover, insignificant change of poverty reduction was also occurring due to lack of financial autonomy and high dependence of local government on its nearby upper echelon of government. Demographic factors such as alarming rate of population growth and lethargic economic growth, heavy hand control and centralization tendency of the ruling regime, lack of technical and financial capacity of the regional and local governments, and lack of the culture of accountability, and transparency, etc. are also factors that make decentralization to have little impacts.
