Serbian WoS-indexed journals: What’s their use for the local scholarly community?

It is in the national interest of small countries such as Serbia to have as many journals in WoS ... more It is in the national interest of small countries such as Serbia to have as many journals in WoS as possible. WoS indexing boosts visibility and internationality and rises journals impact and quality. However, once they reach WoS and stabilize their position, some local journals turn to profit-making strategies, introducing or significantly increasing authors&amp;#39; fees (APCs), which usually results in a larger influx of foreign authors who can afford to pay such fees. Consequently, domestic authors practically lose the space to publish in their traditional platforms. Here, we discuss the question if such journals should continue to enjoy the support from the national public R&amp;amp;amp;D budget entitled to supporting local science.

The article is a response to criticism published by Rajko Bukvić in Ekonomski vidici in the paper... more The article is a response to criticism published by Rajko Bukvić in Ekonomski vidici in the paper 'On quality and visibility of social and economic sciences of Serbia', more precisely in the section entitled Scandals directed by CEON/CEES: Does chaos rule in our (economic) periodic publishing? In this section, the author directly accuses CEON/CEES for producing chaos in social sciences in Serbia by "excluding" many journals from its database called the Serbian Citation Index (SCIndeks). According to the author, CEON/CEES, after the termination of the financial support by the Serbian ministry responsible for science, blackmailed journal publishers by accepting for indexation only those willing to pay a fee for content maintenance. The author also claims that excluding three journals published by the Faculty of Organizational Sciences (FON), University of Belgrade, was illegal and scandalous. The Centre's core mission is to develop informetric methods and databases intended for the evaluation and, at the same time, for promotion of research results produced in Serbia. The Centre works on integration of the national system of S&T information and its harmonization with EU standards. It is pleading for public, data-based, and non-arbitrary evaluation. It supports, promotes, and is practicing Open Access to S&T information. CEON/CEES Occasional Papers are reports that the CEON/CEES considers should be made available as a contribution to its mission. They may be based on work carried out by members of the Centre or by external experts working on Centre's programs on a temporary basis. Papers may also be the result of joint efforts organized or supported by the Centre. The development of bibliographic databases for national needs: the experiences with sociofakt

The specific needs for a national bibliographic database covering the domain of social sciences a... more The specific needs for a national bibliographic database covering the domain of social sciences are analyzed. These needs shaped the content and form of SocioFakt, the database of this kind, developed by the same authors. The basic characteristics of the SocioFakt are shortly described. Finally, some elementary results referring to the reception of SocioFakt by potential users are presented. The results show that they welcome the appearance of the database, but expressed mixed readiness to participate financially in its publishing and maintenance. It is concluded that unreadiness of the most influential individuals comes from financial difficulties, undifferentiated information needs, and finally from the sense of threat, which a database showing one's real research output, brings to their privileged status in the academic society.

Skriptor - a program developed for the use in maintaining SocioFact and designed for parsing jour... more Skriptor - a program developed for the use in maintaining SocioFact and designed for parsing journals' contents and references is described. By making use of auxiliary databases (e.g. lists containing authors and publishers' names) and simple algorithms for processing Serbian as natural language, the program recognizes the elements of the journals' contents and articles' references (e.g. author name, book title, journal title, page numbers) and assigns a standardized label to each of those elements providing automatic transfer of information into the respective database field. Apart from basic parsing module, the program provides subroutines for conversions of various character sets, word (de)capitalization according to orthographic rules, inversion of author's name and surname position, filling up the missing data, as well as interactive control and correction of the parsed information. The paper provides a critical review of methods for the journals evaluation. The review covers th... more The paper provides a critical review of methods for the journals evaluation. The review covers the research literature in this area, as well as the practice of evaluating scientific journals in well-developed scientific environments. The system of monitoring and evaluation of journals in Serbia is described, illustrated and commented in some more details. In addition, the most important newer forms of abuse in this area, as well as basic forms of preventing the abuses that are practiced worldwide are characterized. Finally, the measures aimed at combating abuses in the system of evaluation of the journals in Serbia are suggested, which would remove the main obstacle to improving the country's research publishing and its integration into the European research area.

How to support informationally decision-making on journal collections subscription: From impact factor, through usage factor to the benefit factor

Indicators of both citation rate as well as usage of all journal collections subscribed to in Ser... more Indicators of both citation rate as well as usage of all journal collections subscribed to in Serbia were generated and related among themselves and to the collection prices. Factor analysis of indicators points to two factors of about equal pregnancy, one of which is dominantly shaped by measures of local citation rate of collections. Thus, results call upon the use of a novel indicator, labeled here as Benefit Factor, that would be based on the ratio of local impact and journals prices. Implications of the findings for the subscription policy in the conditions of crisis of the science budget are discussed. The need is stressed for the development and use of a software decision system to support collection subscription process.

Research performance of Konstantin Momirovic (1932-2004), a prominent Serbian psychologist and st... more Research performance of Konstantin Momirovic (1932-2004), a prominent Serbian psychologist and statistician was analyzed, based on one domestic (SocioFakt) and one international citation database (SSCI). His productivity was described in terms of number of papers published in various local journals, while his typical research interests were revealed by applying frequency analysis of his keywords, abstract terms, and international authors he had cited. In order to evaluate his impact in various research fields, his citations and heterocitations was cross-tabulated against all citing disciplinary journals. Finally, latent influence of his contribution on the structure of national social sciences was tested by deriving two co citation maps of local journals: one produced with, and the other without his papers and citations. ABSTRACT Following previous studies published by this author on the same general subject, the inf... more ABSTRACT Following previous studies published by this author on the same general subject, the influence of foreign authors on Yugoslav psychology was analyzed The citation analysis was performed on all articles published from 1981 to 1990 in all four Yugoslav journals classifiable as both research and psychological. The local citedness of international authors was compared with their global impact and prominence. The results of comparisons revealed various characteristics of Yugoslav psychology of that period, the main weaknesses being labeled as archaism and autism.
