According to the principle of vaccine equity, donor countries should apply the criterion of needs to make decisions about vaccine donation instead of considering recipient countries' economic status. We examine whether people follow the same criterion or consider other factors to decide which country to donate vaccines and how many vaccines should be delivered. Methods We conducted online surveys with the design of conjoint experiment in the United States and Taiwan in 2021. 1,532 American citizens and 1,587 Taiwanese citizens were interviewed. The respondents were broadly quota-matched to their respective demographic proportions on the dimensions of age, gender, and education. We estimated the average marginal component effects (AMCEs) of the conjoint attributes by using the OLS regression models with standard errors clustered at the respondent level. Results 15,320 and 15,870 decisions on vaccine donation generated by conjoint experiment respectively in the United States and Taiwan were included in the analysis. Both American and Taiwanese people tend to donate vaccines to countries that suffer severe consequences of COVID-19 and democracies compared to authoritarian countries. However, they are less willing to donate vaccines to those with higher levels of capability in response to COVID-19. Taiwanese people tend to donate vaccines to countries having formal diplomatic relations with Taiwan (AMCE 13.4%, 95% CI 11.8%-15.1%). Nonetheless, American people would rather donate vaccines to countries without formal diplomatic relations with the United States (AMCE − 4.0%, 95% CI-5.6%-2.4%). Conclusions The findings reveal that politics plays a significant role in people's decisions about vaccine donation. Under electoral pressure, political leaders must think about how to respond to the public's preferences over vaccine donation to achieve vaccine equity and address the global health crisis.

Previous research has reported an association between personality traits and turnout, but their results have been inconsistent. Nevertheless, there is a solid evidence of gender differences in personality traits and past studies have not taken into consideration the option that personality-turnout relationship might be genderdifferentiated. The current study empirically finds that conscientiousness and emotional stability can significantly increase female turnout, but have no effect on male turnout. Furthermore, openness to experience exerts opposite effects on male and female turnout. As openness to experience increases, men become more likely to vote, whereas women become less likely to cast their ballots. However, extraversion and agreeableness are not associated with turnout, regardless of gender. To sum up, this study provides robust evidence that the effects of personality traits on turnout vary by gender and suggests that any future study of the topic must include interaction between gender and personality in order to estimate the effect of personality on turnout in a more accurate manner.

Given that different social media platforms provide different types of content and people use different social media platforms for different purposes, this study argues that there exist differentiated relationships between different types of social media and voter turnout. Using an original panel data set for the 2018 Taipei mayoral election in Taiwan, this study evaluates how five different types of social media—Facebook, LINE, YouTube, Instagram, and PTT—influence voter participation. The empirical results show that people with frequent use of Facebook and PTT are more likely to vote, whereas the frequent use of YouTube and Instagram decreases voter turnout. Furthermore, the use of LINE has no influence on voter participation. My theoretical model suggests that voter turnout is a function of party differential, civic duty, candidate favorability and their interactions. My empirical analyses reveal that party differential, civic duty and candidate favorability respectively increase the likelihood of voter participation. More importantly, party differential and candidate favorability respectively interact with civic duty to exert negative influences on turnout. That is, the effects of party differential and candidate favorability on turnout depend on the level of civic duty. Civil society has been regard as a prerequisite for democracy, and social networks and interperso... more Civil society has been regard as a prerequisite for democracy, and social networks and interpersonal trust are two important elements of civil society. By using data from the Asian Barometer Survey, this study investigates the effects of social networks and interpersonal trust on public support for democracy in three East Asian democracies-Japan, South Korea, and Taiwan. The results of statistical analysis show that social networks, rather than interpersonal trust, exert significant positive effects on public support for democracy in Japan and Taiwan. By contrast, it is interpersonal trust to affect public support for democracy in South Korea. Nonetheless, it should also be noted that trust in political institutions, democratic values, and education far outweigh social networks and interpersonal trust to impact public support for democracy in these East Asian democracies.

By utilizing the data of ANES 1976, 1988 and 2008, we find that in the 1976 presidential election, it is mainly affect to have an influence on people’s decision on whether to vote. However, in the 1988 and 2008 presidential elections, rationality plays an important role in affecting turnout. We think that with the increase of elite polarization in America, it is easier for voters to clarify the ideological differences between competing parties and between competing candidates, which helps them make their turnout decisions.

By applying the empirical implications of a theoretical models framework, I outline the relationship between rationality, emotion, and turnout and propose two hypotheses about the effects of party differential and emotion differential on turnout. The empirical test using data from American National Election Studies 1996, 2000, 2004, and 2008 shows that both party differential and emotion differential exert significantly positive effects on turnout, which confirms that individual turnout decision is a function of both rationality and emotion. However, this study suggests that rationality plays a more important and consistent role in individual turnout decision than emotion, because the effect of emotion on turnout might be built on the appearance of charismatic candidates.

本研究主要目的在探討政黨輪替對於立法委員立法問政與選區服務行為的影響。2000年的政黨輪替是我國首次政權和平轉移,並且象徵我國民主政治進入了鞏固的階段。然而,隨著民進黨的執政以及國民黨的下台,不... more 本研究主要目的在探討政黨輪替對於立法委員立法問政與選區服務行為的影響。2000年的政黨輪替是我國首次政權和平轉移,並且象徵我國民主政治進入了鞏固的階段。然而,隨著民進黨的執政以及國民黨的下台,不只是陳水扁總統以及其所領導的行政團隊必須學習如何管理和運作國家機器之外,國民黨和民進黨立委亦必須同時學習如何因應政治局勢的轉變,而在立法院內外扮演不同的角色。因此,本文之目的即在觀察立法委員在政黨輪替前後,其在立法問政與選區服務行為上是否表現出不同的行為模式,以瞭解執政和在野對於立法委員行為的影響。 透過筆者自行整理自立法院網站法律提案系統和質詢系統的資料,以及盛杏湲教授所提供的第三屆到第五屆立委的調查資料,並利用「整體立委」、「第三屆到第五屆國民黨和民進黨連任立委」和「第三屆到第五屆國民黨和民進黨新任立委」三個不同面向的長期趨勢觀察,以及統計分析,本文關於政黨輪替對於立法委員立法問政與選區服務行為的影響得到以下幾點研究發現: 一、在法律提案方面,可以明顯觀察到國民黨和民進黨立委在政黨輪替前後的改變,亦即不論是國民黨或是民進黨立委,在野時的法律提案次數皆高於執政時。顯示兩黨立委的法律提案行為會因為其執政或在野的不同而表現出不同的行為模式。 二、在施政質詢方面,在政黨輪替前,執政的國民黨和其他在野黨立委之間對於政府的質詢行為並沒有任何差異,不過在政黨輪替之後,則可以發現兩黨立委開始有了明顯的改變,亦即成為執政黨的民進黨立委在質詢上不如其他在野黨立委積極,而成為在野黨的國民黨立委則是在施政質詢上變得比其在野時積極。 三、在預決算質詢方面,在政黨輪替前,在野黨立委對於行政機關預決算的質詢較執政的國民黨立委踴躍,然而在政黨輪替之後,此一情況立即轉變,成為在野黨的國民黨立委在預決算質詢上變得較過去在野時積極,而成為執政黨的民進黨立委則是轉為消極。 四、在選區服務方面,民進黨立委在成為執政黨之後,投入較多的時間和精力在選區上。不論是在選區服務工作時間比例、選民服務個案數以及紅白帖數目上,處於執政地位的民進黨立委皆比處於在野地位的民進黨立委在選區服務上來得多。 雖然就本文的研究發現可以知道在政黨輪替前後,國民黨和民進黨立委的立法問政和選區服務行為呈現「變遷」多於「持續」的情形,但是我們仍然可以發現某些因素對於立法委員立法問政和選區服務行為的影響是相當一致的。因此,在「變遷」之中仍有「...

Using the candidate-level data from three legislative elections in Taiwan from 2008 to 2016, this study examines the relationship between political donation and candidates’ election outcomes. The empirical findings demonstrate that political donation exerts a significant positive effect on candidates’ election outcomes. Specifically, candidates who receive more campaign contributions are more likely to get a high vote share and elected. However, different sources of political donations have different effects on election outcomes and donation from individuals plays a more important role among four sources of political donations. Furthermore, this study also finds that political donation has a larger impact on non-incumbent candidates’ election outcomes than that of incumbent candidates. ...

Although party system institutionalization is seen as a necessity for democratic consolidation, the effects of different party system characteristics on democracy are sharply contested. This study contributes to this debate through a systematic analysis of the relationship between two party system characteristics (party fractionalization and party polarization) and level of democracy. It is found that party polarization is positively related to the level of democracy in a country, i.e. the higher level of party polarization can produce the higher level of democracy. It is found, however, that there is no significant relationship between party fractionalization and level of democracy in a country.

The purpose of this study is to examine the causal relationship between party identification and ... more The purpose of this study is to examine the causal relationship between party identification and individual attitude toward the independence/unification issue in Taiwan. This study assumes that in Taiwan, an individual's party identification and his/her attitude toward independence/unification can affect each other. By using the panel survey data of Taiwan's Election and Democratization Study (TEDS) and the multinomial logit model, this study confirms that there is mutual causation between these two, although it is limited to the relationship between support for Taiwan independence and identification with the Democratic Progressive Party (DPP). No significant causal relationship is found between identification with the Kuomintang (KMT) and attitude toward the independence/unification issue.
