A single AI rack now draws more power than a whole row used to. Air-cooled racks topped out around 6 to 15 kW. A GB200 rack runs up to 140 kW. That's not a bigger version of the same problem. It's a different problem, and it needs a different engineer. Liquid cooling isn't cooling-but-more. It's plumbing, running inside a live, energised, multi-million-pound electrical environment. Get it wrong and you don't trip a breaker. You drown the most expensive hardware in the building. The trade that mastered air cooling over twenty years didn't automatically learn this. It fuses a process engineer's instinct for fluids with a data centre tech's respect for uptime, and that overlap is rare. The kit shipped on NVIDIA's timeline. The people who can safely run it are still training on everyone else's. That gap won't close by paying more for the same air-cooling CV. It closes by retraining the people you have, and screening hard for liquid-cooling skills in the ones you don't. The racks are already on site for a lot of operators. "Human error" is the most misleading phrase in this whole industry. It sounds like one person had one bad day. The data says otherwise. Nearly 40% of operators have had a major outage caused by human error in the last three years. And 85% of those trace back to a procedure not followed, or a procedure that was wrong to begin with. Read that twice. The failure isn't a careless individual. It's a procedure nobody was trained on, under-staffed shifts, or a process that only ever lived in one person's head. Uptime says as much themselves. They link the rise to industry growth outpacing the supply of skilled people, and point to training and real-time support as the fix. That's a hiring problem wearing an "oops" costume. Now put a number on it. Roughly half of major outages cost the business over $100,000. That's the price of the seat you didn't fill, or the operator you didn't train. The industry has spent a decade hardening the physical layer. Dual power, N+1 cooling, redundant everything. The redundancy that keeps getting skipped is the human one. A second person who knows the runbook cold. A shift that isn't one sick day away from a gap on the floor. Redundant power has a backup. Your next data center will finish before it can switch on. The shell goes up in under three years. The grid connection takes five to seven. So the completion date stopped being a construction question. Most operators still treat time-to-power as a power problem. The engineers who clear a grid connection don't pour concrete or fit switchgear. They work upstream, in substation design, load-flow modelling, and regulatory work fluent enough to argue a FERC docket. That pool is small and draining fast. The best of them never answer a job advert. The ones who've connected large loads before are retiring out, and renewables developers are chasing the same names.
