The Prime Minister’s ‘national effort’ to tackle youth unemployment is an important step forward and retailers are ready to play our part. Retail is the ladder into work for tens of thousands of young people every year. But record-high employment costs are holding back permanent hiring. Here are the three crucial next steps for government: 1. Establish a joint government-retail taskforce to simplify and enhance routes into employment for young people🤝 2. Bring down the cost of employing young people to help businesses create more jobs📉 3. Implement employment and skills reforms in a way that supports entry-level recruitment and progression⚖️ If the Prime Minister wants to provide jobs and opportunity to young people, he should #BuyIntoRetail. Day four of Summer School was given entirely to purpose, and to the question of what keeps a leader resourced enough to hold onto it. Retail rewards the leaders who keep moving. Sort the rota, hit the number, handle the escalation, repeat. The time to ask why any of it matters tends to get deferred to a quieter week that never quite arrives. Wednesday opened slowly, with coffee and coaching before anything else. Simon Hawtrey-Woore set the scene. Then Sophie Hayes Green at Company Shop Group showed what the Purpose Lens looks like inside a working retail business, which is where it stopped being a concept and became a decision. ⭐ Evelina Dee took the cohort through the purpose lens itself. The afternoon turned to resourcing your own leadership, then Dan Craig on wellbeing, the part of the job that gets postponed longest and costs the most when it is. Three questions the cohort sat with, worth borrowing at any stage: → What are you leading for, beyond the targets? → Where does your energy actually come from, and what drains it? → What would change tomorrow if purpose shaped the decision rather than the pace? This is Stage 03 of the BRC Learning Loop, where mid-level leaders move from managing the day to leading through people and purpose. 🤝 Retailers welcome the proposed reforms to strengthen the Modern Slavery Act in the Immigration & Asylum Bill, which successfully passed its second reading this week. ➡️ This is a significant policy milestone for the UK retail sector. Mandating more stringent reporting requirements, strengthening accountability, and introducing meaningful enforcement with direct financial penalties is a necessary step to ensure greater transparency across British supply chains. 🗣️ But disclosure alone will not root out exploitation. As Andrew Opie outlined, we hope this legislation will act as a catalyst for "greater due diligence requirements on human rights and the environment." 💡 Establishing a robust regulatory baseline will ultimately give consumers, businesses, and investors absolute confidence in the ethical standards we set for the industry. 📉 The sun stayed out. The shoppers didn't The latest British Retail Consortium - KPMG UK Retail Sales Monitor shows total sales up 1.9% year-on- in June, a clear slowing from May's 3.7% as record temperatures kept shoppers indoors. Some of the deceleration is arithmetic. May 2025 was soft, flattering this year's May print, whereas June 2025 grew a firmer 3.1%. Measured against that stronger base, June was always likely to look tamer, and part of May's bounce was simply unwinding. ☀️ The #heat still shaped the basket. Fans, air conditioning units and lighter bedding sold well, but online fan stocks ran dry after May's surge, leaving retailers scrambling to restock. The men's World Cup added its own lift to BBQ food, drink and home electricals. ⚽ 🍖 Food rose 2.8%, easing from May as #foodinflation softened a touch. The #WorldCup drove more frequent top-up shops and social gatherings, though as ever most growth is value not volume, with households still favouring essentials over indulgence. 💻 Non-food grew just 1.2%, and the channel split was stark. Online rose 5.1%, lifting penetration to a year-to-date high of 39%, buoyed by aggressive promotions. In-store non-food fell 1.1% as shoppers dodged the heat, so little of the gain reached the high street. Beyond the weather, the structural squeeze persists. Retailers are still absorbing higher business rates, a heavier employer national insurance bill and volatile global supply costs, all of which weigh on their capacity to invest, hire and hold prices down. The outlook remains cautious. The base rate holds at 3.75%, July's energy cap jumps 13.5% to £1,862 and inflation is tipped to climb past 3% by autumn. With the #MiddleEast shock still likely to push up on food prices, a softening jobs market and political flux will keep shopper #sentiment dampened.
