General Questions

1. What is Amazon Serviços Brasil Ltda. (AWS SBL)?

AWS is introducing Amazon Serviços Brasil Ltda. (AWS SBL), an affiliate of Amazon Web Services, Inc. based in São Paulo, Brazil. Starting on November 1, 2020, AWS SBL will replace Amazon Web Services, Inc. (AWS, Inc.) as the AWS service provider and billing entity for all accounts with a valid Brazilian tax registration number (CPF/CNPJ). Please see FAQ #2 for more information about which accounts are affected. This change will be reflected on your AWS Customer Agreement.

2. Which of my AWS accounts are affected?

Every account that has a valid Brazilian Tax Registration Number (CPF/CNPJ number) will be affected by this change. If you have a CPF/CNPJ number, please go to the Tax Settings page of your AWS Billing Dashboard and enter your Brazilian Tax Registration Number and confirm/update your Business Legal Address information for all accounts. Please see FAQ #28 for more details regarding Organizations with linked accounts in multiple countries.

3. Why is AWS launching AWS SBL as a new service provider?

We regularly review our business structure to ensure that we are able to best serve our customers. We are launching AWS SBL to allow customers based in Brazil to purchase AWS services from a local Brazilian entity and to pay for AWS services in Brazilian Reais (“BRL”). With the launch of AWS SBL, the tax burden on customers will be reduced and customers will also be able to pay using the local Elo credit card method. AWS SBL will simplify and support the growing adoption of cloud computing across the region.

4.  When will AWS SBL launch?

AWS SBL will launch November 1, 2020. Please check back here for updated information, and keep an eye out for emails related to AWS SBL as we get closer to launch!

5.  When will I receive my first AWS SBL invoice?

You will receive your first AWS SBL anniversary invoice in December 2020 for your November 2020 usage. Note that your October 2020 invoice (issued in November 2020) will still be issued by Amazon Web Services, Inc. Beginning on November 1, 2020, you will receive subscription invoices from AWS SBL on the day you purchase the service(s).

6. Will my access to AWS services change? Will I experience service down time?

No, there will be no change in the services, you can continue using the same services you use today. Your account number, content, configurations, access rights, and security settings will remain the same.

7. What will change when my contracting party changes to AWS SBL?

a. AWS SBL will issue a tax invoice (NFS-e) in Brazilian Real (BRL); however, pricing of AWS services will remain in United States Dollars (USD). Please see FAQ#14 for more details.

b. Brazilian Real (BRL) will be the only payment currency.

c. The AWS Customer Agreement or other agreement with us governing your use of AWS services will be updated to replace Amazon Web Services, Inc. with Amazon Serviços Brasil Ltda. (AWS SBL) as your service provider for your eligible Brazil accounts. Prior to launch, the AWS Customer Agreement will be updated to reflect this change, and your continued use of AWS services after the change will constitute your acceptance of the new agreement. Please ensure that you have input a valid Brazilian Tax Registration Number in the Tax Settings page of each account.

d. Invoicing payment methods will be limited to domestic wire transfers (TED). The payment instructions will be displayed on the tax invoice.

e. Invoices will include local taxes on all service charges.

 

Billing, Payment, and Remittance Questions

8. What invoicing documents should I expect?

You will continue to receive a Request for Payment (RFP) at the payer account level for your monthly usage and for any new purchases that you buy from us. In addition, AWS SBL will generate a Nota Fiscal de Serviços eletrônica (NFS-e), a tax invoice issued by the Brazil government system in Portuguese that is tax inclusive. To ensure proper invoicing from AWS SBL, please add a valid Brazilian Tax Registration Number in your Tax Settings and also ensure your other account details are correct. If you have multiple AWS accounts under a single payer and unless you enable the tax inheritance, you need to make sure you review and capture the tax settings of all your AWS accounts. Failure to add a valid Brazilian Tax Registration Number will result in problems issuing NFS-e from AWS SBL.

The RFP issued by AWS SBL may have one or more corresponding NFS-es depending on the number of Brazilian Tax Registration Number you configure in your console. For example, if you have a payer account with a linked account and both your accounts have the same Tax Registration Number, you will get a single NFS-e for your total usage of the period. If your accounts have different Tax Registration Numbers, you will receive NFS-e documents that correspond to each Tax Registration Number. In addition to the Tax Registration Number, the services that you buy from AWS may also influence the number of NFS-es you will receive. For example, if you have a payer with a linked account each with its own Brazilian Tax Registration Number, and you are using AWS Storage and AWS Support that maps to different service tax codes, then you will receive four NFS-es for a unique combination of Tax Registration Number and Service Tax Codes.

The RFP will help you see the total bill at your payer level and the allocation by each account and service that you use, whereas the NFS-e will be a tax-compliant invoice that you can use for all your tax purposes. To help customers with complex account structures that receive multiple NFS-es that group different accounts and services, we produce a Supplementary Billing information document for each NFS-e that shows the breakdown of all charges by accounts and services. The Supplementary Billing information document will be available in Portuguese.

If you are a part of an Organization, please note that tax invoices will be consolidated when possible for all accounts within the Organization. Please see FAQ #28 for more information about Organizations with linked accounts in different countries, FAQ #31 for more information about invoices for AWS Marketplace and, FAQ #32 for more information about invoices for telecommunication services.

9. What payment currencies and payment methods are supported by AWS SBL?

AWS prices will remain in USD on all AWS consoles; however, Brazilian Real (BRL) is the only supported currency for payments to AWS SBL. All payment must be remitted in BRL from a Brazilian bank. Please see FAQ# 12 for more details regarding the exchange rate used for billing.

At launch, AWS SBL will only support international and domestic credit cards such as Visa, Mastercard, American Express and ELO as well as invoicing payment through domestic wire transfer (TED). After launch, we will continue to review the need for adding alternative payment methods, including Boleto, based on customer feedback. Brazilian customers can use their preferred mobile banking app with the PIX feature turned on to make a payment if the AWS Account meets the requirements.

Direct debit will no longer be available to the customers as it allows for payments in 2 currencies, USD (Direct Debit ACH) and EUR (Direct Debit SEPA). AWS SBL usage will not be eligible to be billed in these currencies post the launch of AWS SBL. If you purchase services from AWS sellers outside your region, please ensure that your default payment method supports international transactions.

10. I pay for my AWS services on invoicing terms. Is there anything I need to do?

Please make sure that you and your Accounts Payable (AP) department or the person responsible for making payments for your accounts are prepared to remit payment in Brazilian Real (BRL) from your bank account located in Brazil to another Brazil bank. A local bank account is needed to be able to remit payment to a new bank account in Brazil in BRL, or to verify that any existing purchase order will cover usage billed by AWS SBL.

We will inform you of new remittance instructions as we approach the launch of AWS SBL.

11. I pay for my AWS services by credit card or direct debit. Is there anything I need to do?

As a credit card customer, you will now be able to use local credit cards such as ELO, in addition to international and domestic credit cards like Visa, Mastercard and American Express. Diner’s Club and Discover credit cards will not be supported in AWS SBL. Direct debit will also not be available to customers as it allows for payments in two currencies, USD (Direct Debit ACH) and EUR (Direct Debit SEPA). AWS SBL usage will not be eligible to be billed in these currencies after the launch of AWS SBL. If you are using any of these unsupported payment instruments, please make sure to update to a valid payment instrument before launch, on November 1, 2020.

12. What is the exchange (USD/BRL) rate being used for billing?

AWS prices its services in USD; however, AWS SBL will invoice for those charges in BRL. AWS SBL determines the invoice amount based on the USD/BRL exchange rate in effect at the time your invoice is created.

13. Where can I find the payment remittance details?

The electronic fund transfer details can be found on your Request for Payment, the NFS-e invoices and the Supplementary Billing information documents. If you need assistance with locating the information, please open a support case, and our Customer Support team will be happy to help.

14. How does AWS price its services?

AWS prices its services in USD and converts USD prices to local currencies based on foreign exchange (FX) rates determined when the invoice is generated.

15.How does AWS calculate FX rates?

AWS determines the FX rates on the day the invoice is generated. FX rates are aligned with market rates published by leading financial institutions and are subject to market fluctuations

16.Where can the customers see the FX rate used by AWS?

AWS invoices will display the USD amount, the local currency amount, and the FX rate used for the conversion. Customers can find their invoices in their AWS accounts.

17.Can AWS notify customers about the FX rate change in advance?

No. FX rates are determined on the day the invoice is generated. AWS cannot predict and communicate in advance the changes in non-USD prices due to currency fluctuations.

18.Can AWS customize the FX rate calculation if customers request it?

AWS uses the same FX rate calculation for all customers paying in a given currency. We cannot customize FX rates for customers.

19.Does AWS offer any discounts on FX rates?

AWS does not use FX rates as a discounting mechanism. For discounting related inquiries, customers can reach out to their AWS Sales representative.

Tax Questions

21. Will my tax experience change once AWS SBL bills me?

Yes. Prior to this launch, Brazilian customers needed to pay various taxes directly to the Brazilian government; however, with the launch of AWS SBL our Brazilian customers will begin receiving NFS-e invoices that include applicable taxes. Please make sure that your Tax Settings are updated with the correct details to ensure proper NFS-e billing by AWS SBL.

22. If I update my tax address mid-month, how is Brazilian tax calculated?

AWS uses the latest billing information you have provided us to calculate applicable taxes at the time an invoice is generated. One-time purchases like Reserved Instances, Domain Names, or Savings Plans will be invoiced at the time of purchase. Your regular monthly usage of other services will be invoiced around the fourth day of the month following usage based on your tax address reflected at that point. Therefore, please check your Tax Settings to make sure that your account information is correct to ensure that your tax invoices reflect the correct details.

23. What can I do to prepare for the launch of AWS SBL?

Please visit the Tax Settings page of the AWS Billing Dashboard and enter your Brazilian Tax Registration Number (CPF/CNPJ number). Please see FAQ #23 for more details.

Please also make sure that your Accounts Payable (AP) department or the person responsible for making payments for your accounts is aware of this launch and is ready to make payment to AWS SBL in BRL. This may include updating records in billing systems, opening purchase orders, or verifying that your bank can remit payment in BRL to a Brazilian bank account.

24. How do I update my AWS SBL Tax Settings?

AWS SBL will accept your fourteen-digit Tax Registration Number for business accounts (CNPJ) and eleven-digit Tax Registration Number registration number for individual accounts (CPF). Please add your Tax Registration Number to your Brazilian account(s) on the Tax Settings page in the AWS Billing Dashboard. If you are the owner of a master (payer) account for an Organization, you can edit the Tax Settings for all member (linked) accounts based in Brazil or any other country where we accept a Tax Registration Number (CPF/CNPJ). If all accounts in your Organization share the same Tax Registration Number, please consider enabling Tax Settings Inheritance.

Note: AWS will validate the Tax Registration Number (CNPJ/CPF) provided and automatically refresh your Tax Information. Please verify that the refreshed Tax Information is accurate. If you have any questions or need to update the Tax Information, please contact AWS Customer Service via the Support Center

25. How do I update a PO?

You can access the Purchase orders feature on Billing Console to update your PO information. You can choose to add separate PO(s) for Brazil seller, or continue using your existing PO(s). Please refer to managing your purchase orders in the AWS Billing and Cost Management User Guide.

26.How will customers receive the NSF-e?

The municipality (mailto:nfe-auto@prefeitura.sp.gov.br) will email a link to the PDF and XML (a machine-readable format) copies of the NFS-e to the customer. In addition, AWS will include a link to download the NFS-e in the Supplement document and provide ability to download the NFS-e through the AWS console in the Bills Page.

27. What taxes are applied to invoices issued by AWS SBL?

AWS SBL will issue a tax invoice (NFS-e) in BRL that is tax inclusive. The relevant taxes applicable to AWS services offered locally are the following: PIS and COFINS (9.25%, combined rate) and ISS (2.9% or 5%, depending on the type of service provided, charged by São Paulo Municipality).

 

Consolidated Billing Customers and Reseller Questions

28. My account is the master (payer) account for an Organization (consolidated billing family). How do I check that all my member (linked) accounts have the correct address and tax information?

Master (payer) account owners can see the Tax Address and AWS seller of record associated with each account by visiting the Tax Settings page in the AWS Billing Dashboard. If you are the owner of a master (payer) account for an Organization, you can edit the Tax Settings for all member (linked) accounts based in Brazil. The far-right column will indicate each account’s seller of record (e.g., AWS Inc., AWS EMEA SARL, or AWS SBL). If all accounts in your Organization share the same Brazilian Tax Registration Number, please consider enabling Tax Settings Inheritance as this will save you time and ensure that the Tax Registration Number is applied even when accounts join or leave your Organization.

29. My account is the master (payer) account for an Organization (consolidated billing family) and I have member (linked) accounts based in different countries, what should I expect?

AWS will determine the appropriate AWS seller of record (e.g., AWS, Inc. or AWS SBL) for each individual account based on the account location. If you have member (linked) accounts being served by different sellers, you will receive separate commercial invoices or Requests for Payment (RFPs) from the applicable seller based on each account’s location. Please note that you will be required to remit payment separately for invoices or RFPs from different sellers in the currency displayed on the applicable invoice.

You will only be able to pay Brazilian Real (BRL) for the accounts served by AWS SBL which have a validated Brazilian Tax Registration Number (CPF/CNPJ). Any Invoices or Requests for Payment from AWS ZA, AWS, Inc., or AWS Europe will use your preferred currency, as set on the My Account page in the AWS Billing Dashboard. AWS Marketplace invoices will be billed in USD from AWS, Inc.

Each seller will have its own remittance instructions on the invoice or RFP. Payment must be remitted in the currency displayed on the applicable invoice to the applicable seller.

30. I am a Solution Provider Partner. How does AWS SBL impact me?

As a Solution Provider, please follow the longstanding operational guidance to apply your own Tax Settings to all of your linked accounts. You should enable Tax Settings Inheritance on the Tax Settings page in the AWS Billing Dashboard to ensure that your tax details are used for all of your linked accounts. By ensuring your own information is on all linked accounts, AWS can calculate local taxes correctly, if applicable. As an AWS Partner/Solution Provider, you are responsible for managing and charging your end customers applicable taxes.

31. I am an Enterprise customer. How does AWS SBL impact me?

Additional Questions

32. What happens to my AWS Marketplace services?

There are no changes to the products and services you purchase through the AWS Marketplace. These products and services will continue to be invoiced by AWS, Inc. in United States Dollars (USD). You will need to maintain your systems and processes to pay invoices from AWS, Inc. in USD for all AWS Marketplace purchases. If you also receive a tax invoice from AWS SBL for AWS service usage for the same billing period, you will need to make two payments: one in USD to AWS, Inc. for your Marketplace purchases and one in BRL to AWS SBL for your AWS services.

33. What services are still being provisioned by AWSI?

Some AWS services include charges that may be classified as charges for telecommunications services, and they will still be sold by AWSI.

34. What happens with my existing RIs/Savings Plans?

Existing balances related to purchases of Reserved Instances and Savings Plans will not be moved to AWS SBL. These balances may be used to purchase services from AWSI only (See FAQ #33 for services provided by AWSI).

36. Will there be any changes to the AWS console?

The Billing Console dashboard and Bills Page will be displayed in BRL and other products in Cost Management (Cost Explorer, Budgets, Cost Usage Report, etc.) will only be in USD.

37. How will the SOR impact the pricing tools used by the account managers?

Pricing, Billing, and Metering will remain in USD. Invoices will be converted to BRL only after the bills have been computed.

38. Will AWS Enterprise Support for Brazilian accounts be impacted?

Similar to other AWS services, AWS Enterprise Support is priced in USD and AWS SBL will invoice for those charges in BRL.

39. How will credits be applied?

Any promotional credits will be denominated in USD and applied against the charges in USD before tax and conversion to BRL.

Se você tiver um número de CPF/CNPJ, acesse a página Configurações fiscais do Painel de faturamento da AWS, insira o número do seu CPF/CNPJ e confirme/atualize suas informações de endereço de todas as contas. 3. Por que a AWS está lançando a AWS SBL?

Estamos constantemente atualizando nossa estrutura de negócios para garantir o melhor atendimento aos nossos clientes. Estamos lançando a AWS SBL para permitir que clientes brasileiros adquiram serviços da AWS de uma entidade local e paguem pelos serviços da AWS em Reais (“R$”). Com o lançamento da AWS SBL, os custos aquisição de serviços AWS serão reduzidos e novas formas de pagamento serão fornecidas, como cartões de crédito locais e bandeira Elo.

4. Quando a AWS SBL será lançada?

A AWS SBL será lançada em 1º de novembro de 2020. Fique atento aos e-mails relacionados à AWS SBL para obter informações atualizadas, à medida que nos aproximarmos do lançamento!

5. Quando receberei minha primeira fatura da AWS SBL?

Você receberá sua primeira fatura da AWS SBL em dezembro de 2020, referente ao uso de novembro de 2020. Observe que sua fatura de outubro de 2020 (emitida em novembro de 2020) ainda será emitida pela Amazon Web Services, Inc. Você receberá todas as faturas relativas a assinaturas incorridas de 1º de novembro de 2020 em diante no dia em que adquirir o(s) serviço(s) AWS.

6. Meu acesso aos serviços da AWS será alterado? Haverá um tempo de inatividade do serviço?

Não, não haverá nenhuma alteração nos serviços. Você poderá continuar a usar os mesmos serviços que você usa hoje. O seu número de conta, conteúdo, configurações, direitos de acesso e configurações de segurança permanecerão os mesmos.

7. O que mudará com essa nova experiência?

a. A AWS SBL emitirá uma nota fiscal de serviço (NFS-e) em reais. No entanto, a definição de preço dos serviços da AWS permanecerá em dólares americanos (USD). Consulte a pergunta frequente nº 14 para obter mais detalhes.

b. O Real será a única moeda de pagamento.

c. O Contrato do Cliente AWS, ou outro contrato que regule os serviços adquiridos da AWS, será atualizado para substituir a Amazon Web Services, Inc. pela Amazon Serviços Brasil Ltda. como a prestadora de serviços AWS no Brasil. Antes do lançamento, o Contrato do Cliente AWS será atualizado para refletir essa alteração e a continuidade do uso dos serviços da AWS após a alteração constituirá sua aceitação do novo contrato. Verifique se você inseriu o número de CPF/CNPJ na página Configurações fiscais de cada conta.

d. Aos clientes que efetuam o pagamento por fatura, apenas a transferência eletrônica (TED) estará disponível. As instruções para pagamento serão exibidas na nota fiscal.

e. As faturas incluirão impostos locais em todas as cobranças de serviço.

 

Perguntas sobre faturamento, pagamento e envio

8. Quais documentos de faturamento devo esperar?

Os clientes brasileiros da AWS SBL receberão os seguintes documentos a seguir descritos: (i) RFP; (ii) NFS-e; e (iii) documento de informações de faturamento suplementar.

As contas identificadas como principais (pagantes) continuarão a receber uma solicitação de pagamento (RFP) pelo uso mensal e por todas as novas compras de serviços que você fizer na AWS. Além disso, a AWS SBL gerará uma nota fiscal eletrônica de serviços (NFS-e), sendo que o valor total do serviço cobrado na NFS-e já inclui todos os impostos aplicáveis. Para garantir o correto faturamento pela AWS SBL, insira um número válido de CPF/CNPJ em suas Configurações fiscais e verifique também se os outros detalhes da conta estão corretos. Se você tiver várias contas da AWS sob um única conta principal (pagante) e, a menos que habilite a herança fiscal, será necessário verificar e capturar as configurações fiscais de todas as suas contas da AWS. A ausência de qualquer dessas informações implicará na impossibilidade de geração de NFS-e pela AWS SBL.

A RFP emitida pela AWS SBL poderá indicar uma ou mais NFS-e, dependendo do número de CNPJs que você configurar no console. Por exemplo, se você tiver uma conta pagante com uma conta vinculada, ambas com o mesmo número de CNPJ, você receberá uma única NFS-e pelo uso total do período. Se suas contas tiverem números de CNPJ diferentes, você receberá NFS-es que correspondem a cada CNPJ. Além disso, os serviços que você compra da AWS também podem influenciar no número de NFS-e que você receberá. Por exemplo, se você tiver uma conta pagante com uma conta vinculada, cada um com seu próprio CNPJ, e estiver usando o AWS Storage e o AWS Support, que são mapeados para diferentes códigos de serviço, você receberá quatro NFS-es. – uma para cada serviço e uma para cada CNPJ.

A RFP ajudará você a ver a fatura total sob a perspectiva da conta principal (pagante) e a alocação por cada conta e e por cada serviço contratado , consolidando as informações das NFS-es geradas. Para ajudar os clientes com uma estrutura de conta complexa, recebendo várias NFS-es que agrupam contas e serviços diferentes, produzimos um documento de informações de faturamento suplementar para cada NFS-e, que mostra o detalhamento de todas as cobranças por contas e serviços. O documento de informações suplementar estará disponível em português.

Se você fizer parte de uma organização, observe que as notas fiscais serão consolidadas quando possível, para todas as contas dentro da organização. 9. Quais moedas de pagamento e métodos de pagamento são compatíveis com a AWS SBL?

Os preços da AWS permanecerão em USD em todos os consoles da AWS. No entanto, o Real é a única moeda aceita para pagamentos à AWS SBL. Todo pagamento deve ser enviado em Reais de um banco brasileiro. Consulte a pergunta nº 12 para obter mais detalhes sobre a taxa de câmbio usada para o faturamento.

AA AWS SBL só aceitará cartões de crédito nacionais e internacionais, como Visa, Mastercard, American Express e ELO, bem como pagamentos por transferência eletrônica disponível (TED). Após o lançamento, continuaremos analisando a necessidade de adicionar métodos de pagamento alternativos, incluindo o boleto, com base nas solicitações dos clientes. Os clientes brasileiros também podem usar seu aplicativo bancário móvel preferido com o recurso PIX ativado para fazer um pagamento se a conta AWS atender aos requisitos.

As opções de pagamento que usam débito direto não estarão mais disponíveis para os clientes, pois permitem pagamentos em moedas estrangeiras.

10. Eu pago meus serviços da AWS por meio de conta bancária. Há alguma coisa que eu precise fazer?

Verifique se você e seu departamento de Contas a pagar, ou a pessoa responsável por fazer pagamentos de suas contas, estão preparados para efetuar pagamentos em reais. Uma conta bancária local é necessária para poder efetuar pagamentos para uma conta bancária no Brasil em Reais, ou para verificar se qualquer ordem de compra existente cobrirá o uso cobrado pela AWS SBL.

11. Eu pago meus serviços da AWS por cartão de crédito ou débito direto. Há alguma coisa que eu precise fazer?

Para pagamentos com cartão de crédito, agora você poderá usar cartões de crédito locais como o ELO, além dos cartões de crédito internacionais e nacionais como Visa, Mastercard e American Express. Os cartões de crédito Diner's Club e Discover não serão aceitos pela AWS SBL. O débito direto também não estará disponível para os clientes, uma vez que permite pagamentos em moedas estrangeiras. Se você estiver usando qualquer um desses modos de pagamento não aceitos, atualize para um modo de pagamento válido até o lançamento.
