Migrating a 50-year-old system is the kind of job that quietly goes sideways on most teams. Half a century of data, a COBOL backbone, and a userbase that depends on it every single day. The FMS-ACES team (Forge Group, LLC, Horizon Industries, Limited and 540) did it over one weekend. 1,766 cases. 1.9 million requisitions. Live on June 15th for the first 159 users at U.S. Army Security Assistance Command, on the Army's cloud, holding steady from the first login. 540 built the cARMY deployment that made it hold. Standing something this size up in that environment and having it stable on day one is the hard part, and it's the part we were brought on to get right. This is what FMS modernization actually looks like when it ships: $200 billion in foreign military sales and 140-plus partner nations now running on a platform that didn't exist a year ago. Forge Group, LLC ran point as prime. Horizon Industries, Limited was on the team. Good companies to do hard work with.

We sat down with our CEO Christopher Bock and asked him one question: what work are you most proud of? He didn't hesitate. He talked about the United States Air Force. About the maintainers keeping aircrafts in the air. About a mechanic at Minot Air Force Base working the flight line in the middle of a North Dakota winter — cold, outside, doing one of the hardest jobs on the base. 540 built tools to help those maintainers work faster and smarter. And when Chris thinks about what that means in practice, he doesn't think about the technology. He thinks about that mechanic getting back inside 10 minutes sooner. That's it. That's the whole point. The federal government doesn't have an AI problem. It has a data problem. The models are ready. The cloud is there. But feed them siloed, inconsistent, poorly structured data and they'll give you confidently wrong answers at scale. We've seen it. An agency spins up a promising AI capability, points it at years of legacy data, and wonders why the outputs can't be trusted. The data wasn't ready. It never was. Cleaning it, structuring it, connecting it across systems — that's the work that happens before AI can do anything useful. It's unglamorous. It's slow.
