A restaurant has a hired staff, a lease clock, and a full reservation list before the kitchen exhaust ever passes inspection. A hotel has rooms booked before the drywall is sanded. The hardest part of a mixed use building is not the apartments or the shops. It is the floor in between. Put homes above a restaurant and a few small dimensions start doing a lot of work. That slab has to keep kitchen noise and clatter out of the bedroom above it. It has to stop cooking smells and grease from finding their way upstairs. It has to carry heavy equipment and a busy dining room without a hint of it reaching the units. And it has to hold a fire rating that protects one use from the other, on a schedule where the retail tenant and the residents often move in months apart. None of that shows up in a rendering. What the public sees is a nice ground floor shop under nice homes. What decides whether the building works is the assembly nobody looks at, the acoustic and fire separation between two uses that keep completely different hours and make completely different demands. When these buildings disappoint, it is rarely the finishes. It is a resident hearing the exhaust fan at midnight, or a restaurant that cannot get its hood permitted because the shaft was routed for looks instead of code. A renovation begins with a set of drawings that describe the building as it is supposed to be. The problem is that the building was not always built the way the drawings say, and forty years of tenant work rarely gets recorded. So an owner reads a plan that shows a reinforced column, a fire rated wall, or a certain size of beam, and assumes it is there. On an occupied hospital or an older office tower, that assumption is where budgets and schedules quietly break. The steel might be smaller than the record shows. The plate meant to strengthen a column may have been specified and never installed. Nobody sees it, because once fireproofing and finishes go back on, the evidence is buried. The fix is not more meetings. It is treating existing conditions as something you confirm, not something you inherit on paper. Open a few walls early. Public school construction in California runs under the Division of the State Architect, the state agency that reviews and inspects school buildings for structural safety, fire and life safety, and accessibility. When construction ends, the project is not complete until every change, every deviation, and every inspection record has been reconciled and the project is formally certified.
