Climate change is no longer a distant risk. It is already shaping how people live, work, move, grow food, and protect their communities. With 2024 becoming the first calendar year to exceed 1.5°C above pre-industrial levels, adaptation is no longer optional. Adaptation can take different forms. ✔️ Two approaches, one goal. Adaptation can be incremental (enhancing existing systems, such as improving drainage) or transformational (changing them, such as relocating exposed coastal communities). Both help reduce vulnerability and build resilience. ✔️Adaptation pays off. Every US$1 invested in adaptation can generate up to US$10.50 in benefits. Adaptation is an investment in resilience and development. ✔️Implementation gap. Although 77 of 154 developing countries have submitted National Adaptation Plans (NAPs), Least Developed Countries still face major barriers to accessing adaptation finance. Since COP28, adaptation has moved to the center of climate negotiations. COP31 Türkiye in Antalya will be the first conference tasked with operationalizing the agreements reached in Belém, including the Global Goal on Adaptation, the Belém Adaptation Indicators, and the target to triple adaptation finance. At the 61st session of the United Nations Human Rights Council, a high-level side event on “Digital Innovation and South–South Cooperation: Pathways to Realizing the Right to Development” brought together global experts in Geneva, Switzerland. 📍 United Nations Office at Geneva Organized by the Global Institute for Water, Environment and Health (GIWEH), a Swiss NGO based in Geneva, the event explored how digital innovation can advance inclusive development and human rights. Key discussions focused on: •⁠ ⁠Digital public infrastructure and financial inclusion •⁠ ⁠Telemedicine and equitable healthcare access •⁠ ⁠South–South cooperation and sustainable partnerships •⁠ ⁠Lessons from India’s scalable digital development model Speakers emphasized that digital transformation must remain grounded in human rights, ensuring equitable access, data protection, and inclusive governance. The event reaffirmed that innovation—when combined with cooperation—can transform the Right to Development into a lived reality for all.

📌Adaptation or Abdication: What Path Will the Global North Choose? At the 62nd session of the United Nations Framework Convention on Climate Change (UNFCCC) Subsidiary Bodies (SB62) in Bonn, negotiations on the Global Goal on Adaptation (GGA) were expected to advance meaningful support for the world’s most climate-vulnerable nations. Instead, they revealed a growing disconnect: while countries like the European Union, the United Kingdom, Canada, Norway, Australia, and Japan call for greater “ambition” from the Global South they continue to delay adaptation finance and expand fossil fuel production at home. According to Global Witness, over 70% of planned oil and gas expansion this decade is driven by Global North governments. These same countries are urging frontline nations to adapt without providing the financial means to do so. Key Tensions to Watch ➡️ Metrics Without Means SB62 saw progress on draft frameworks and over 100 proposed adaptation indicators covering water security, food systems, and disaster risk. But without clear financial commitments, these tools risk becoming little more than well-intentioned paperwork. ➡️ Debt Over Duty Developing countries have made it clear: they need grants, not loans. Yet Annex II countries continue to stall. Adaptation is not a favor it’s a legal obligation under the Paris Agreement. ➡️ Promised Inclusion, Missed Opportunity The GGA emphasizes the importance of Indigenous leadership, gender equity, and locally led action. But at SB62, these principles were undercut by a lack of genuine engagement and shared responsibility especially from those with the greatest historical emissions. 🟩Resilience on Paper, Inaction in Practice: Global Goal on Adaptation at a Crossroads At the 62nd session of the United Nations Framework Convention on Climate Change (UNFCCC) Subsidiary Bodies (SB62) in Bonn, the Global Goal on Adaptation (GGA), anchored in Article 7 of the Paris Agreement, was meant to move from ambition to measurable delivery. Negotiators advanced the United Arab Emirates–Belém Work Programme (UAE–Belém Work Programme), reducing over 9,000 proposed indicators to 490, with plans to prioritize 100 by the 30th session of the Conference of the Parties (COP30). But agreement stalled on how to implement and fund those metrics. Without clear means of implementation, the GGA risks becoming a paper promise. Key Takeaways from SB62 ➡️ Indicators Without Investment The UAE–Belém Work Programme spans food, water, health, and infrastructure but without financing, technology transfer, or capacity-building, indicators remain symbolic. Developing countries called for embedding means of implementation (MOI), but high-income Annex II countries resisted. ➡️ Adaptation is a Duty, Not a Donation Despite being a legal obligation under the Paris Agreement, adaptation finance saw no new pledges at SB62.
