A four-page bill could reshape decades of seed industry practice. The Fair Seeds for Farmers Act would remove utility patents as an option for plants, plant varieties and germplasm. It would also prevent the enforcement of certain future contracts restricting research, breeding, experimentation, seed saving or propagation. What would remain?
