Today, AGC of California was proud to have longtime member Teichert Construction testify in support of AB 1436 (Avila Farias) before the Senate Environmental Quality Committee. A special thank you to John Lane for delivering thoughtful and compelling testimony on behalf of California’s construction industry. AB 1436 reinforces a straightforward legal principle: if California lacks federal authority to regulate private fleets directly, it should not attempt to do so indirectly through public agency contracts. The bill provides needed legislative clarity to ensure regulatory actions remain within established legal authority while protecting public agencies, contractors, and taxpayers from uncertainty, unnecessary costs, and potential litigation. California can continue pursuing its ambitious environmental goals, but those policies must rest on clear legal authority, transparent rulemaking, and practical implementation. As John emphasized today, durable environmental progress depends on regulations that are both legally sound and workable in the real world. SR 99/120 Connector — Ribbon Cut. Yesterday a major interchange in Manteca officially opened, and Teichert built it. This project tackled one of Northern California's busiest transportation hubs, modernizing aging infrastructure that serves freight haulers, commuters, and emergency responders every single day. The new Austin Road overcrossing is longer, wider, and built for the region's future. Two years of work. Real impact: safer driving conditions, reduced congestion, shorter commute times, and cleaner air for the entire region. Seeing the Teichert Stockton crew out on the project they built, Alex Salcedo, Laura Corpus, Jane Orozco, Tyler Steck, Larry Coleman, and Mike Saunders, was the best part of the day. Nicole England and I were proud to be there with them. Congratulations to SJCOG, Caltrans District 10, Mark Thomas, and WSP on seeing this through. And a special recognition to Grace Magsayo, P.E., Caltrans D10 Director, and Diane Nguyen, SJCOG Executive Director, for the leadership that made it happen. For one hour today, conversations around mental health took center stage as AGC of California and Teichert Construction hosted the 2026 Mental Health in Construction Media Day & Standdown during Mental Health Awareness Month. Construction workers, industry leaders, labor representatives, transportation officials, and mental health advocates came together near the Placer Parkway project at Highway 65 for honest conversations about the mental and emotional challenges many in the construction industry face every day. Behind every road, bridge, and building are people carrying stress, pressure, exhaustion, and struggles that often go unseen. Today served as a powerful reminder that mental health is just as important as physical safety and that no one in this industry should have to face those challenges alone.
