GPS is vulnerable to attacks. We need back-up systems, but we cannot sacrifice other critical infrastructure to get them. In a recent article for @Security.World, Z-Wave Alliance Chair Avi Rosenthal warns that one GPS back-up proposal is putting the security industry at risk. Geolocation company NextNav has petitioned the FCC to reconfigure the lower 900 MHz band to allow them to deploy a 5G-based positioning, navigation, and timing (PNT) application. This spectrum is currently used by millions of physical security devices, including alarm panels, smoke detectors, intrusion sensors, and life safety pendants. Today marked a significant moment in the effort to protect access to the 900 MHz spectrum. The House Energy and Commerce Committee held a hearing on Positioning, Navigation, and Timing resiliency in the United States.  More than 30 representatives from both parties emphasized the importance of maintaining a strong GPS system and developing a reliable backup. Throughout the hearing, many members raised the 900 MHz issue as a major concern. They pressed the CEO of NextNav with tough questions, but she offered little convincing justification for the company’s effort to overturn the long-standing open license framework for the lower 900 MHz spectrum. By contrast, the committee showed strong support for other proposals aimed at building a resilient secondary GPS system. The United States has a long history of solving complex problems through innovation and competition, and strengthening our positioning and timing infrastructure is essential to national security, economic stability, and everyday life. The expert witnesses highlighted the wide range of alternatives to NextNav. Lisa Dyer of the GPS Innovation Alliance (GPSIA) offered insights into space-based solutions, while Sam Matheny, CEO of Merkhet Solutions, illustrated the potential of the Broadcast Positioning System (a technology developed by National Association of Broadcasters) to provide a terrestrial GPS complement – both without any spectrum reallocation required. Harold Feld of Public Knowledge and J. David Grossman of the Consumer Technology Association also emphasized the risks inherent to NextNav’s proposal: rising consumer costs, widespread disruption to both public and private services, and a massive loss of public spectrum resources in return for little public good.
