Duties Description
Under the supervision and direction of a Team Lead, the AHCMSA will serve as Unit Lead and provide leadership in the development, implementation, management, oversight, reporting, and/or monitoring of federal Medicaid services to the federal government’s Center of Medicare & Medicaid Services (CMS).

Minimum Qualifications
Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive, service as an Associate Health Care MSA, SG-23.
Permanent Transfer Candidates
Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a SG-21 and deemed eligible for transfer to Associate Health Care MSA, SG-23 under section 52.6 of the NYS Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Senior Health Care Management Systems Analyst
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Senior Health Care MSA, full journey level. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title
NY HELPS Non-Competitive Minimum Qualifications
A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.
Preferred Qualifications: Leadership and critical thinking skills, proficient analytical skills with Microsoft Excel, ability to solve problems independently, and knowledge in performing financial, statistical and database analysis. Professional work experience should include knowledge of NYS Medicaid policy and rate setting. The candidate should have the ability to interact and collaborate with other Medicaid-related State Agencies, as well as the Division of the Budget and Centers for Medicare & Medicaid Services. Additionally, an understanding of eMedNY, the Medicaid Data Warehouse (MDW), and Microsoft Office applications is preferred.
Additional Comments
The immediate portfolio of the Unit will be the development, reporting, and certification quarterly Medicaid Statement of Expenditures for the Medicaid Program (annual budget of over $135 billion). These reports must be submitted and certified to CMS in order for New York State to retain its federal financial participation (FFP) in the Medicaid program.

This position is part of the NYS HELPS program. No examination is required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
