Not so many years ago projects of GIZ Ukraine intensively supported the implementation of the Medical Reform on local level, both family and specialized healthcare. We continue our path, this time with the focus on medical and social rehabilitation. Our experience and technical competencies are working for the sake of the improved and accessible services in hromadas for people in need.

Today, Global Shield is proud to have coordinated and released a first-of-its-kind joint statement on improving resilience across NATO from four different critical infrastructure associations representing separate sectors across Europe: Connect Europe; Eurelectric; EurEau; HOPE - European Hospital and Healthcare Federation. 🤝 Together, their members run the systems that keep European societies functioning: powering homes, supplying drinking water, connecting people and institutions, and protecting hospitals and public health - the infrastructure that governments and militaries depend on in peacetime and crisis alike. ⚡ 🚰 👩⚕️ 🏛️ Read the joint statement 👉 https://lnkd.in/ea69Ewdx At The Hague, NATO Allies committed to invest up to 1.5% of GDP in societal resilience by 2035. At last week's Ankara Summit, Allies reported their resilience spending for the first time. This statement, is the first time multiple sectors of critical infrastructure providers have spoken collectively on that commitment. Critical infrastructure associations’ message is clear: welcoming the milestone, affirming operators' direct stake in how it develops, and making one point plainly - resilience investment must deliver genuine improvements to the systems societies depend on. The Odysseus Project for Ukraine is a think tank consisting of Ukrainian, EU and US Subject Matter Experts. Led by Major General Vladyslav Klochkov PhD (Ret.)This collaborative platform consists of behavioral health, behavioral health research, medicine, healing environments, veteran and military family programming, employment services, all addressing the "hidden wounds of war" for Ukraine Veterans, their families and the society as a whole. An individual can not hold a job, raise a family, become educated and contribute to society if they do not have the tools to heal. The mission is to create "new models" for integrative delivery of therapeutic modalities for the healing of the mind, body and spirit.

Glad to share the results of a busy spring during which Mykola Nazarov and I completed a new study for TEPSA - Trans European Policy Studies Association and the European Parliament's AFET committee. The paper "Mapping the Peacetime Reconstruction Needs of Ukraine" raises several pivotal guiding questions for Ukraine's and Europe's shared future #resilience, especially: ⁉️ Figures and promises matter a lot, and the devil is always in the details — not just in planning #reconstruction, but in sequencing and actually delivering it. Beyond financial instruments, what matters just as much: 🔹 Ukraine's demographic and human capital trajectory — falling refugee return intentions, a mobilised and wounded workforce, veteran reintegration and broader social reconstitution — is the overriding planning constraint, not a side note. Infrastructure built for a population that does not return is stranded expenditure, not reconstruction. 🔹 Reconstruction and Ukraine's EU accession pathway are formally aligned but operationally separated. As of now, nobody has the full authority to check whether today's investment decisions will meet the standards Ukraine will be required to apply upon accession — closing that gap is more urgent and tractable than commonly recognised. 🔹 Ukraine is not only a candidate country but a potential cornerstone of the European #defence architecture, given its military experience, defence-industrial capacity and direct knowledge of modern Russian warfare. 🇪🇺 The time has come to transform young people from passive recipients of security policies into active pillars of societal resilience. At the 606th plenary session of the European Economic and Social Committee, we officially adopted Opinion ECO/697 – Strategy for Eastern Border Regions (EBRs) Rapporteur: Katrina ZARINA and Co-Rapporteur Ionut Sibian. When discussing resilience along Europe’s eastern borders, states all too often treat preparedness strictly as a military issue. But true, comprehensive defense relies on social trust, horizontal peer-to-peer networks, and intergenerational solidarity. Young people are not just a vulnerable group needing protection—we are an active resource for national security. To build psychological and societal resilience, the EESC is calling for: 👉 Stronger support for youth organizations and cross-border civil society networks. 👉 Targeted incentives for youth retention, skills development, and quality jobs in EBRs. 👉 Member States to apply a "Youth Test" in national resilience and preparedness plans. If we want our border communities to remain stable, cohesive, and strong, we must include youth networks as strategic partners in formal crisis planning. Back in June, I sat down with Dr Tobias Scholz to discuss his latest study for SWP on India's space policy. The interview is now available on the Generation EU-India website. The central argument is that India is chasing both strategic autonomy in its civilian space activities and technological sovereignty in the military domain. Even if the country accounts for only around 2% of the global space market, its rivalry with China and its commercial relationship with the US turn the effort into a "race against time". In many ways, the space sector is a proxy for the grander dynamics we observe in the world at the moment: 1. The kind of highly-sophisticated technological development and competition is often only discussed in the context of AI/semiconductors, but it is also essential in the space economy, which in turn feeds into both military and climate applications; 2. Security-creep into sectors that were once much more cooperative can be a real problem, as everything turns into a geopolitical game and a race to prove and secure economic benefits over competitors. I think Dr Scholz does a fantastic job at capturing the various ways that the space sector is a defining component of the Indian story in the 21st century, and would highly recommend engaging with his work.
