Thank you to Jules Hatem and the Arab Reform Initiative (ARI) for the opportunity to contribute to this important research on Water Justice in Lebanon. During the interview, I reflected on several observations from more than a decade of working across Lebanon's water sector. Lebanon has received billions of dollars in international assistance since the Syrian influx crisis began, yet many of the displaced and host communities continue to depend on water trucking, private wells, bottled water, generators, and repeated desludging. Families often bear a growing share of the cost of accessing basic water services and related operations. I also discussed how prolonged emergency without national strategy and political forcast will create parallel, costly, but fragile and conflict sensitive service systems. Recurrent contracting, administrative overheads, fragmented projects, and repeated emergency operations consume resources that could increasingly be invested in expanding and rehabilitating permanent public infrastructure. Emergency response must always come first. However, as soon as the situation stabilizes, recovery funding should transition toward strengthening existing water establishments and municipal infrastructure. Every emergency investment should leave behind a permanent public asset capable of supporting future emergencies while improving services for both host and displaced communities. Water justice is not measured by volume per capital per day, and the deployed or projects implemented. It is measured by system strengthening and whether the communities after the crisis will eventually use these systems- or we are not really considering the best value for humaniterian money. Yemen is among the most water-scarce countries in the world, and years of conflict have only deepened the crisis: 15.4 million Yemenis lack adequate access to clean water. This report by our partners at the Sanaa Center for Strategic Studies, maps 53 civil society organizations working on water issues across the country, finding that while CSOs have multiplied since 2012, most remain confined to project implementation and emergency response, largely excluded from the policy and legislative processes that would let them shape Yemen's water governance rather than simply respond to its failures. At the same time, water represents one of Africa’s greatest opportunities for agriculture, energy, health, and regional stability. But realizing this potential requires coordinated action. On July 15-16 in N'Djamena, Chad 🇹🇩, the African Water Forum - co-hosted by the Government of Chad and The World Bank Group - will gather Heads of State, ministers, leaders of regional institutions, development partners, and the private sector to accelerate investments and regional cooperation for water security.    The Forum is part of #WaterForward, the new global coalition that brings together governments, multilateral development banks, the private sector, and philanthropies around a shared goal: to deliver water security for over 1 billion people by 2030. Regional dialogue is so important 🌍💧💬 Water scarcity is an inherently transboundary challenge that requires coordinated action from governments, regional institutions and the private sector. The African Water Forum provides an important platform to sustain dialogue, strengthen collaboration and align on investments around shared solutions. CIWA supports the ambitions of The World Bank Group’s #WaterForward through its work across Africa’s shared rivers, lakes and aquifers, helping countries strengthen the information, institutions and investments needed to manage transboundary waters cooperatively. We look forward to the insights emerging from the Forum in N’Djamena and their contribution to stronger regional cooperation. Africa’s water challenges do not stop at borders, neither should the solutions.

Across Sub-Saharan Africa, non-revenue water losses average 38%. At the current pace, Western and Central Africa will not achieve universal water access until 2046, and not until 2092 for sanitation. These are not abstract projections. They represent millions of people and a future we can still shape. That is precisely why the Gouvernement du Tchad and The World Bank Group are convening African heads of state, regional institutions, development partners, and private sector leaders on July 15-16. The African Water Forum is not another dialogue exercise. Q1 2026 Anticipatory Action Newsletter is out now 📰 Quarter 1 showed what's possible when early warning systems are matched with early action. Highlights include: 🔹 Ethiopia advanced its National Anticipatory Action Roadmap, building on interventions that already reached approximately 35,000 people in late 2025. 🔹 Save the Children protected over 108,000 people in drought-hit Shabelle Zone using ICPAC/EMI forecasts. 🔹 IRC's "Follow the Forecast" model delivered cash and services to 2,125 households in Somalia. 🔹 Somalia launched its first-ever AA activation in Education in Emergencies 🔹 A community-owned Anticipatory Action Plan was validated in Baidoa and Hudur districts.
