This case study from the UNDP Insurance & Risk Finance Facility (IRFF) shows how #Ecuador is working to strengthen agricultural resilience by developing a parametric insurance solution for smallholder rice and maize farmers. The initiative, supported through the InsuResilience Solutions Fund (ISF), financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented with private partners from the Insurance Development Forum, highlights how innovative risk finance instruments can strengthen resilience on the ground, bringing together governments, insurers, farmers and development partners to design financial protection that responds to local needs. For adaptation practitioners, the case offers useful insights into: 🌾 integrating Climate Risk Finance into adaptation strategies, 📄 developing a regulatory framework to guide design and commercialization of insurance products, 🤝 building partnerships across sectors, and 📈 creating financial solutions that support long-term resilience, not just post-disaster recovery. A worthwhile read for anyone working at the intersection of climate adaptation, agriculture and disaster risk finance! #ClimateAdaptation #Agriculture #DisasterRiskFinance #ClimateFinance #Resilience #AdaptationCommunity
🔍 New case study: Developing agricultural resilience in Ecuador. 🇪🇨 Ecuador has launched its first parametric agricultural insurance policy, creating a new model for protecting smallholder farmers from climate shocks, backed by the policy, regulatory and institutional foundations needed for long-term resilience. ✔ Protecting 10,000 people (2,511 smallholder farming households) across 21 cantons and four provinces. ✔ Delivering rapid financial support to maize and rice farmers affected by drought and excess rainfall. ✔ Establishing a blueprint for agricultural risk financing that other climate-vulnerable countries can adapt. The case study explores how the Tripartite Agreement Programme, a partnership between UNDP, Insurance Development Forum and Federal Ministry for Economic Cooperation and Development (BMZ) through the InsuResilience Solutions Fund (ISF), supported the design and placement of the policy, including 100% premium financing in its first year. It also highlights how government agencies, regulators, insurers and farming communities worked together to develop the solution, as well as innovative approaches to reach unbanked farmers through direct cash transfers and mobile communication channels. Ecuador’s experience offers valuable insights for countries seeking to strengthen agricultural resilience, expand financial protection and scale climate and disaster risk finance solutions.
