So the biggest challenge isn't usually choosing an AI model, it's organizational readiness. Agencies tend to often start with AI instead of starting with a problem worth solving. Government information, as we all know, is spread across systems, documents, websites, policies, and preparing that information is often far more work than implementing the AI itself. And then finally, that third bucket around workflows. AI changes those workflows. They have employees continue working exactly as they did before. AI often delivers limited value. So successful agencies, when they tackle these challenges, they treat AI as a business transformation initiative. It's not just simply another IT project.
