A plant manager needs a replacement pump. $40,000. He fills in the form, his site controller signs off, done in a week. Down the hall, another site is requesting a line upgrade. $65,000. Same process, same speed, same local approval. Neither request goes near the capital committee. Neither should. $2M is the threshold for a reason: the committee's time goes to the decisions that carry real strategic weight. But nobody is adding up what happens below that line. At most industrial companies, this layer is a large share of annual capex. Hundreds of small, correct, locally-approved decisions, none of them visible as a portfolio, because the process was never built to show them as one. This is where the real drift happens. There's a big difference between cost-cutting and cost optimisation. Cost-cutting often removes resources. Cost optimisation removes inefficiency. One typically creates future problems. The other improves long-term performance. We've seen examples where maintenance budgets were reduced to save money, only for reactive costs to increase significantly later. We've also seen targeted maintenance programmes reduce breakdowns, improve efficiency and lower overall operational costs. The lowest cost option isn't always the cheapest option.
