The 2025 State Chief Data Officer Survey: Insights from the Field
This report is the result of a survey of 27 state chief data officers in the second and third quarter of 2025. The report presents a number of views of this critical and evolving role including challenges, priorities, organization and authority and more. We present a profile of the typical activities and responsibilities of the state CDO and provide advice on how to recruit for this important role. Finally, our state CDOs provide advice to those who are new in this role.
