Il termine "commons" viene utilizzato con sempre maggiore frequenza nel dibattito pubblico e nella letteratura scientifica. Tuttavia, questo termine è spesso ambiguo e viene impiegato per denotare fattispecie completamente diverse. In tale ottica, il paper distingue tre significati diversi (e incompatibili) del termine "commons". Lo scopo generale non è semplicemente quello di distinguere i diversi usi del termine "commons"; si tratta anche di chiarire la reale portata e il significato di ciascuna delle varie accezioni-come quella proposta da Ostrom, che viene troppo spesso invocata a sproposito.

The choice of advanced TV standards in the United States, Europe, and Japan was strongly influenced by preexisting institutions, and especially by the broadcasting systems. Each region had its own pattern, with private broadcasting dominating in the United States, public broadcasting prevailing in Japan, and a mixture of private and public (tending toward further decline of public broadcasting) in Europe. The desire of public broadcasters to hold on to their niche in Europe and Japan played a very important role in the domestic and international politics of advanced TV.

Governmental regulation of broadcasting: general issues

Broadcasting systems are by their nature likely to be regulated by governments for a variety of reasons. First, there were historical precedents for state monopolies over postal and telegraphic systems. In many countries, the postal and telegraphic monopolies were simply expanded to include first radio and then television broadcasting as part of their mandate. There were a variety of political rationales for maintaining a public broadcasting monopoly, such as the transmission of elite-defined cultural values. But these political rationales were probably secondary to simple institutional inertia.

Second, the news and public affairs content of broadcast media made them important for the expression of ideas, and therefore susceptible to regulation because of the role of the media in the protection of free speech in a democratic society.

The voluntary supply of collective goods by nonprofit institutions has deserved little attention in the Public Choice literature, and the clasical nonprofits approach does not consider nonprofits supply as a collective decision, although individuals, either as consumers or as donors, are in the center of their theoretical constructs. We use factor analysis to derive a robust measure of religiosity from items reported in five waves of the World Value Survey. Our measure of religiosity is negatively correlated with per capita income. Development apparently causes religiosity to fall to about half its pre-modern level. Most components of the demand for religion are reduced by development. The supply of religion declines once churches lose control over the institutions providing collective goods like education, health, and social security. These goods used to be supplied by churches jointly with religious services but tend to be supplied by the state with rising levels of development. Aspects of supply and demand are integrated in a CES production function framework that can explain the direction of causality in the observed negative correlation between income and religiosity.

Not everything is or should be for sale. Collective goods such as our democracy and parts of our natural environment would be destroyed if they were transformed entirely into commodities to be bought and sold in commercial markets. di grande impatto visivo e basso costo. Attraverso l’analisi del caso Without Frontiers, festival organizzato dal 2016 a
Lunetta (Mantova) dall’Associazione Caravan SetUp, si intende superare questa visione dell’Arte Urbana e mostrare
come essa possa contribuire a ridare valore a spazi urbani degradati. Per ottenere questi risultati, è necessario da un
lato sottolineare l’importanza di un’azione integrata, che unisca le competenze di attori diversi, dall’altro stabilire quale
sia il ruolo dell’arte in questo processo. Si sostiene che l’arte non debba essere intesa come farmaco salvifico o apparato
cosmetico per risolvere o camuffare problemi urbanistici e sociali, ma come strumento interpretativo che apra nuove
prospettive sui luoghi e sulle loro funzioni. L’analisi del caso di studio ha messo in luce come l’inclusione dell’Arte
Urbana in processi di rigenerazione duraturi e profondi, sebbene difficile, sia possibile: presupposti sono l’integrazione
di saperi disciplinari diversi, il dialogo tra gli attori coinvolti e la consapevolezza del ruolo dell’arte in questi processi.

Pensare al riuso dei beni confiscati come occasione e strumento di rigenerazione delle periferie e delle aree marginali interne in Abruzzo è l'ipotesi su cui da alcuni tempi lavora un piccolo gruppo di ricerca-azione del Dipartimento di Architettura di Pescara, diretto dall'autore del presente saggio, che opera attraverso la realizzazione, in particolare, di esperienze didattiche, di public engagement e terza missione, in forte contatto con il mondo dell'associazionismo civico, orientate alla sensibilizzazione e al coinvolgimento operativo delle comunità locali e pubbliche amministrazioni. Tale ipotesi è stata, in particolare, anche il punto di partenza di un workshop svolto nel mese di settembre 2020 composto da lezioni di esperti, indagini sul campo, cammini critici e produzione di mappature collettive dei beni, redazione di report di monitoraggio civico sul loro stato d'uso, rassegne di pratiche virtuose di riutilizzo. In questo testo, gli autori riprendono alcuni risultati prodotti dal workshop, dando anche conto di alcune attività di ricerca, didattiche e di terza missione, prodotte all'interno di una linea d'azione che pur con palesi discontinuità continua e si sviluppa da diversi anni, nel DdA di Pescara, aggiornandole alle condizioni attuali. Sulla base di tali esperienze, la conclusione dell'intervento prova a suggerire ulteriori prospettive di ricerca-azione come campi convergenti di interesse per amministrazioni locali, istituzioni scolastiche e universitarie, associazioni del terzo settore e cittadini attivi. L'ipotesi è ancora quella di pensare al riuso dei beni confiscati come leva di processi partecipati di riterritorializzazione e rigenerazione di contesti marginali e di disuguaglianza, oggi quanto mai urgenti, nella ripresa dei territori e delle attività dopo la crisi pandemica da COVID19. The ‘ non-public’ provision of ‘ public’ goods : an exploratory analysis The ‘ public’ or ‘ collective’ nature of some goods and services has often legitimated the intervention of the ‘ visible hand’ of the state. The new institutional economics, initiated by Coase, raises objections against this rationale. First, several heterodox authors question the nature of goods and they show that the ‘ public or private nature’ is socially constructed at several stages, i. e. financing, production and access. L’economie neo-institutionnelle initiee par Coase conteste cette vision en interrogeant la nature meme des biens et en resituant le debat sur le terrain de l’efficience economique. Individual Responsibility and the Funding of Collective Goods * When a deficit occurs in the funding of collective goods, it is usually covered by raising the amount of taxes or by rationing the supply of the goods. This article compares the efficiency of these institutions. We report the results of a 2x2 experiment based on a game in the first stage of which subjects can voluntarily contribute to the funding of a collective good that is being used to compensate the victims of a disaster. In the second stage of the game, in case of a deficit, we introduce either taxation or rationing. Each treatment is subjected to two conditions: the burden of the deficit is either uniform for all the subjects, or individualized according to the first-stage contribution. We show that the individualized treatments favor the provision of the collective good through voluntary cooperation whereas the uniform treatments encourage free-riding. Individualized taxation brings the voluntary contributions closer to the optimum while uniform rationing appears to be the worst system since freeriding restrains the provision of the good.

Dans ces conditions, nous sommes amenés à nous interroger sur la volonté des professionnels de cette filière à participer à des actions collectives. Une action collective n'est efficace que si la plupart des acteurs y participe, le corollaire étant qu'elle est vouée à l'échec si trop de participants ne s'impliquent pas. Le problème est, en réalité, de savoir si leur individualisme apparent tient à leurs comportements propres ou au contexte auquel ils sont confrontés. Il y a dans la littérature très peu d'expériences menées auprès des professionnels, la quasi-totalité des sujets étant des étudiants. Quand elles existent, elles cherchent le plus souvent à comparer les réponses des étudiants et des professionnels 4 . Les professionnels ont des coûts d'opportunité supérieurs à ceux des étudiants : le coût en temps dépasse nettement le bénéfice de venir participer. Strong evidence in favor of the theory is found with respect to the effects of group size on the amount of the collective good provided and on the degree of suboptimality associated with noncooperative provision of the good. Public goods are perplexing because insuperable transaction costs are encountered when optimization requires comprehensive negotiation among large populations of beneficiaries. Though scrutiny is certainly warranted, private internalization of public goods externalities is common. Even when many parties can freely utilize the good, if most experience a real but marginally irrelevant external effect, private interactions among the few who experience relevant impacts can suitably balance marginal costs and benefits across entire populations. It is impossible to ascertain the desirability or form of government intervention if empirical tasks are neglected on the basis of inconclusive theoretical conjectures. Предложена конструкция сборного проходного резца со сменным блоком, имеющего установочную рифленую поверхность для надежного крепления к державке при обработке покрытий высокой твердости. Приведены результаты экспериментальных исследований формирования поверхностного слоя деталей с покрытиями при применении на финишных операциях эластичных инструментов. Особое внимание уделено рассмотрению финишной обработки деталей лепестковыми кругами.

Human Security in der Renaissance? Securitas, Infrastruktur, Ge meinschaftsguter und Naturgefahren in der Toskana und im Oberrheintal?. This article investigates the character of collective perceptions of security in the Renaissance. In addition to the findings of conceptual history, an picture analysis will be used. Besides the concern for salvation and protection from violence and injustice, public welfare was the task of a good government in material terms as well (provision of food, infrastructure). It also comprised the prevention of natural hazards. Legitimation strategies of those who governed and the needs of those who were governed had - according to the region - an impact on the development of specific ways of dealing with natural hazards.

Diante do desafio de superar a rigidez dos instrumentos de gestão exigidos das organizações da sociedade civil (OSCs) frente aos questionamentos sobre sua legitimidade, este trabalho sistematiza a experiência do Instituto Padre Vilson Groh (IVG) na construção de um jeito de governança que empodere as pessoas e organizações integrantes da Rede IVG. These goods used to be supplied by churches jointly with religious services but tend to be supplied by the state with rising levels of development. Aspects of supply and demand are integrated in a CES production function framework that can explain the direction of causality in the observed negative correlation between income and religiosity.

We examine the validity of the guns versus butter hypothesis in the pre Arab Spring era. Using panel data from 1995-2011-the eve of the Arab uprisings-we find no evidence that increased security needs as measured by the number of domestic terrorist attacks are complemented by increased military spending or more importantly 'crowd out' government expenditure on key public goods such as health care. This suggests that both expenditure decisions were determined by other considerations at the government level.

O objetivo do presente artigo é analisar como se dá a transferência de práticas de avaliação de desempenho em uma organização não governamental (ONG) de atuação multinacional. O estudo buscou identificar como a organização do terceiro setor avalia o seu desempenho organizacional, na matriz e nas subsidiárias localizadas na Argentina e no Brasil, de modo a comparar as práticas de gestão de desempenho empregadas nas mesmas. Estas informações foram obtidas por meio de estudo de caso único realizado nos três escritórios da mesma ONG localizados nas subsidiárias, além da matriz situada nos Estados Unidos. Apesar de a matriz definir formalmente quais devem ser as práticas de mensuração de desempenho na ONG, identificou-se que o padrão definido pela matriz como modelo de referência organizacional não é aplicado nas subsidiárias. When rational choice theory is applied to the study of terrorism, it is important that attention be given to the derived principles of constrained utility maximization. Particularly useful is the Slutsky equation, which rigorously analyzes the quantity response in one activity to a price change in another. By directing attention to assumptions and/or information about compensated cross price elasticities, expenditure shares, and income elasticities, the Slutsky equation can provide critical guidance in both theoretical and empirical analysis.

L’ANBSC (Agenzia nazionale per l’amministrazione e la destinazione dei beni sequestrati e confiscati alla criminalità organizzata) è la principale fonte di dati sui beni confiscati alla mafia. Per quanto riguarda i beni immobili, l’Agenzia può trasferirli agli Enti centrali e territoriali al fine di restituire alle comunità locali i patrimoni illegalmente sottratti dalle organizzazioni criminali. Purtroppo, dopo che un bene confiscato è stato trasferito, è difficile sapere come viene utilizzato e da chi, sebbene il Codice antimafia obblighi gli Enti territoriali assegnatari a pubblicare un elenco degli immobili loro assegnati con le informazioni su assegnazione ed utilizzo. Nel poster presentiamo un modello di flusso informativo messo a punto a partire dal caso del Comune di Palermo, che è l'Ente locale con il maggior numero di beni immobili confiscati assegnati in Italia: integrando i dati disponibili da fonte ANBSC e da fonte Comune, è possibile osservare come vengono utilizzati i beni immobili confiscati e da chi (istituzioni pubbliche o private), aumentando le informazioni disponibili e migliorandone la qualità.

Do firms have adequate incentives to invest in anti-terrorism mechanisms? This paper develops a framework for addressing this issue when the security choices by one agent affect the risks faced by others. We utilize the airline security problem to illustrate how the incentive by one airline to invest in baggage checking is affected by the decisions made by others. Specifically if an airline believes that others will not invest in security systems it has much less economic incentive to do so on its own. Private sector mechanisms such as insurance and liability will not necessarily lead to an efficient outcome. To induce adoption of security measures one must turn to regulation, taxation or institutional coordinating mechanisms such as industry associations. We compare the airline security example with problems having a similar structure (i.e., computer security and fire protection) as well as those with different structures (i.e., theft protection and vaccinations). The paper concludes with suggestions for future research.

Individual Responsibility and the Funding of Collective Goods * When a deficit occurs in the funding of collective goods, it is usually covered by raising the amount of taxes or by rationing the supply of the goods. This article compares the efficiency of these institutions. We report the results of a 2x2 experiment based on a game in the first stage of which subjects can voluntarily contribute to the funding of a collective good that is being used to compensate the victims of a disaster. In the second stage of the game, in case of a deficit, we introduce either taxation or rationing. Each treatment is subjected to two conditions: the burden of the deficit is either uniform for all the subjects, or individualized according to the first-stage contribution. We show that the individualized treatments favor the provision of the collective good through voluntary cooperation whereas the uniform treatments encourage free-riding. Individualized taxation brings the voluntary contributions closer to the optimum while uniform rationing appears to be the worst system since freeriding restrains the provision of the good.

Il contributo metodologico qui presentato è parte di un progetto di ricerca sperimentale sulla valutazione delle politiche antimafia e di riutilizzo dei beni confiscati alla criminalità organizzata. Tale ricerca ha coinvolto le regioni Puglia e Sicilia con l’obiettivo di progettare basi informative per l’analisi e la valutazione delle politiche antimafia, a supporto della governance territoriale.

In particolare, in questo lavoro viene illustrato un modello prototipale di flusso informativo sui beni immobili confiscati destinati – ovvero quelli confiscati definitivamente e trasferiti per essere riutilizzati – realizzato per il Comune di Palermo. A tal fine, sono stati messi a punto sia un processo di revisione e di integrazione di dati tra diverse fonti amministrative, di standardizzazione e di classificazione delle informazioni sull’utilizzo effettivo dei beni, sia una proposta di indicatori e di sistema informativo per la diffusione dei dati.

Il progetto contribuisce alle strategie dell’Istat volte a individuare criticità e a generare un miglioramento delle fonti e un incremento della rilevanza dell’informazione statistica.

Public goods are perplexing because insuperable transaction costs are encountered when optimization requires comprehensive negotiation among large populations of beneficiaries. Though scrutiny is certainly warranted, private internalization of public goods externalities is common. Even when many parties can freely utilize the good, if most experience a real but marginally irrelevant external effect, private interactions among the few who experience relevant impacts can suitably balance marginal costs and benefits across entire populations. It is impossible to ascertain the desirability or form of government intervention if empirical tasks are neglected on the basis of inconclusive theoretical conjectures. Many journalists and members of the general public believe that government should spring into action whenever impacts that are nonrivalrous and nonexcludable are encountered, impacts that economists call public goods and public bads.
