Vì thế, tôi cho rằng đầu tư vào nghiên cứu khoa học là bắt buộc và không thể thay thế bằng các biện pháp khác, vì khoa học đã, đang, và sẽ là chìa khóa giúp cho nhân loại vượt qua các thời điểm khó khăn và khủng hoảng. Tất nhiên, trong khoa học cũng có khoa học chân chính và “khoa học đểu” (pseudo-science). Cho nên, xây dựng cơ chế kiểm duyệt, giám sát, và đánh giá khoa học là rất cấp thiết, đặc biệt là với một nước có nền khoa học đang chớm nở như Việt Nam.

Cost overruns and financial risks are major challenges in infrastructure project management and frequently affect project performance, investment feasibility, and financial sustainability. This study aims to provide an overview of the major factors contributing to cost overruns and financial risks in infrastructure projects based on previous studies and current industry issues. The study uses a qualitative literature review approach by analyzing relevant literature related to construction management, project finance, and infrastructure development. The findings indicate that inadequate project planning, inaccurate cost estimation, design changes, project delays, cash flow instability, material price fluctuations, and weak financial governance are the dominant factors affecting project cost performance. In addition, the increasing adoption of digital technologies such as Building Information Modeling (BIM) is considered to have significant potential in improving cost control and reducing financial uncertainty. This study highlights the importance of integrating engineering management, financial planning, and risk management strategies to improve infrastructure project performance and sustainability.

Il presente documento offre una disamina rigorosa, esaustiva e onnicomprensiva delle dinamiche ingegneristiche, economiche e trasportistiche sottese ai progetti di prolungamento della Linea C della metropolitana di Roma, con particolare riferimento alla Tratta T2 (Venezia-Clodio/Mazzini) e alla Tratta T1 (Clodio/Mazzini-Farnesina). Adottando i principi fondamentali dell'ingegneria dei trasporti e dell'economia urbana, l'analisi evidenzia un profondo disallineamento strategico tra l'offerta infrastrutturale ad altissima capacità e le reali matrici Origine-Destinazione (O/D) della mobilità capitolina. Mentre il sistema, spinto al limite del segnalamento CBTC (Communication Based Train Control), è progettato per garantire portate fino a 24.000 passeggeri all'ora per direzione (PPHPD), le stazioni previste nel tessuto storico (quali Chiesa Nuova e San Pietro) intercettano prevalentemente flussi turistici caratterizzati da un profilo di carico frammentario, privo dei picchi sistematici tipici del pendolarismo. A questa asimmetria modale e quantitativa si sommano complessità geotecniche estreme. La necessità di bypassare l'inestimabile strato archeologico e di sottopassare il fiume Tevere impone l'utilizzo sistematico del congelamento artificiale dei terreni (AGF) ad azoto liquido a-196°C, con scavi che raggiungono profondità di 85 metri. Tali sfide generano un'esplosione dei costi chilometrici, che sfiorano i 700 milioni di euro per chilometro nella Tratta T2 , ponendo Roma in una posizione di drammatica inefficienza rispetto ai benchmark internazionali, come il modello di Madrid o il Grand Paris Express. Infine, il documento introduce un'estesa indagine sulle rivalutazioni immobiliari, dimostrando come l'assenza di potenziale per il Land Value Capture nel centro storico vincolato impedisca il recupero fiscale degli investimenti. Tale circostanza aggrava il costo-opportunità, paralizzando lo sviluppo di reti su ferro (metropolitane tangenziali e tramvie) verso le periferie, uniche reali direttrici del fabbisogno pendolare romano.
