In the United Arab Emirates (UAE), policymakers and other stakeholder groups need access to robust data to comprehend how changes in the labor force participation rates can affect the workforce dynamics, evaluate the effectiveness of labor force policies, and to develop an adequate supply of local workers. The current concern in the United Arab Emirates (hereby referred to as the UAE) as to the collection and use of labor force data needs to be improved especially as the government having implemented its 2020 Emiratization Policy whereby 40% of the labor force must be composed of Emiratis (UAE Nationals). The purpose of this paper is, through an analysis of the labor force data collection by India and the Republic of Korea, to provide recommendations for the UAE government as to the collection of robust labor force data to develop labor market policies and programs.

In den letzten Jahren hat die Schweiz eine starke Zunahme der Migrationsstrome erlebt, die mit einer Veranderung des Bildungsniveaus der Einwandernden einherging. In der Vergangenheit waren diese neuen Realitaten aufgrund fehlender Daten schwer bezifferbar. Vorliegender Artikel beschreibt auf der Basis neuer Daten die Entwicklung der Zusammensetzung der Migrationsstrome in die Schweiz unter dem Aspekt des Bildungsniveaus und untersucht die Rolle des Arbeitsmarktes im Kontext dieser Migration. So hat sich die Zuwanderung hochqualifizierter Arbeitskrafte zwischen 1991 und 2014 mehr als verdoppelt. Insbesondere Migrantinnen und Migranten aus dem Vereinigten Konigreich, Nordamerika und Indien verfugen im Gegensatz zu Eingewanderten aus Portugal, Westafrika oder Sudamerika mehrheitlich uber eine Tertiarbildung. Und schliesslich erklart sich diese Zuwanderung hauptsachlich durch die Nachfrage auf dem Arbeitsmarkt, die mit einheimischen Arbeitskraften nicht befriedigt werden konnte.

The successful integration of refugees into EU society, labor markets, and the education system has been a difficult path fraught with existing prejudices and institutional barriers. While there has been an abundance of largely positive conversation regarding refugee policies and new integration programs for refugees in Germany, there is still an absence of consideration for female refugees and their challenges to participate in German socioeconomic and socio-cultural realms. Viewing these obstacles within a gender-specific lens provides insight into the factors which hinder overall participation in German society. Utilizing quantitative and qualitative findings from an online survey conducted with 15 female Afghan refugees living in Hamburg, Germany, this paper seeks to understand the degree at which social identity and social connection, labor experiences, and individual educational background inform female Afghan refugees' relationship to integration. This study will argue three cases: 1) the reconstruction of refugees' social identity and development of social connection with the host-country optimizes integration, 2) labor market participation serves as a positive tool for the integration of refugees, and 3) formal education in the host-country is an effective avenue for the successful integration of refugees. This argument will be supported by several theoretical concepts which explain certain integration phenomena, and by viewing each determinant within the lens of its relevant literature.

Civil society has played an important role in meeting the challenges of refugee migration in recent years. This commentary documents the importance of civic engagement for the integration of refugees by linking individual survey data on refugees to a regional measure of civic engagement in Germany. Using the density of newly established civic associations at the county level as a measure of civic engagement, we exploit regional differences in civic engagement in order to estimate its association with refugee integration outcomes. We find that in regions with particularly high levels of civic engagement, refugees have significantly more frequent contact to Germans, higher life satisfaction, and better German language skills. This correlation is robust to regional contextual factors such as the local population structure, economic strength, and the state of the labor market. This paper aims to analyse the feasibility of a vocational and technical education campus in Central Romania (Brașov County). We discuss the necessity for such an initiative in the context of the EU reindustrialization strategies. There is a strong correlation and a causal relationship between economic growth, reindustrialization and employment (especially youth employment). In many EU countries, youth unemployment rate is increasing, despite the fact many organizations report that they lack properly trained workforce. Definitely, skills needed to enter the labour market are diversifying; some areas are oversaturated with overqualified specialists, while others remain weak in terms of welltrained workforce. This phenomenon signals the gap between the demand for skills, on the one hand, and the skills supply, on the other hand. This paper addresses this gap by proposing a comprehensive plan for reviving technical and vocational education in Central Romania, while taking a close look to educational (i.e. distribution of seats available at high schools, depending on the branch organization of the secondary education), economic (i.e. economic crises, industrialization of community building countries) and social (i.e. unemployment rate, social groups and structures) factors.

Our contribution aims at analyzing recent empirical evidence of employers’ expectations, obstacles, consequences and benefits as well as strategies to strengthen refugees’ labor market inclusion. To achieve these goals, we first sketch potential negative and positive shortand long-run macroeconomic immigration effects on host countries like Germany and the decisive role of refugees’ labor market integration in this respect. Germany has seen the arrival of a large number of displaced children and adolescents in recent years. Integration is vital for their lives today and in the future. Key indicators of successful integration are a sense of belonging to school, participation in extracurricular activities, both within school and outside it, and social contacts. The present report examines these indicators based on data from the Socio-Economic Panel (SOEP), the IAB-SOEP Migration Samples, and the IAB-BAMF-SOEP Survey of Refugees. The findings show that the integration of 12-, 14-, and 17-year-old refugees who came to Germany with their families is essentially moving in the right direction: These young people feel a sense of belonging to their school community and are increasingly attending after-school programs (provided by the school). Nella regione Marche l'attivita' imprenditoriale e caratterizzata principalmente da piccole aziende. L'attuale crisi economica ha messo in luce diverse debolezze a livello strutturale dell'artigianato locale che sono approfondite nel paper. In particolare, il paper esamina la relazione fra utilizzo del fattore lavoro e produttivita' e fra produttivita' e competitivita' nell'artigianato. Vengono analizzati i risultati delle indagini sull'artigianato locale degli ultimi 15 anni.

This paper aims to construct a high-frequency coincident indicator of economic activity for Lombardy and for the provinces of Milan and Pavia, by using the dynamic factor model approach introduced by Stock e Watson (1998a e 1998b). The principal component analysis is first used to summarize the information contained in a large dataset in a limited number of common factors capable of capturing the main features of local business fluctuations. The EM (Expectation Maximization) algorithm then allows to compute the desired territorial indicators by taking into account the official annual data on regional GDP or provincial valueadded growth.

Experts agree that ambitious U.S. climate and infrastructure policy will create millions of jobs. For example, Data for Progress’s estimate of electrifying America’s public transportation system projects that this initiative alone would create 960,000 jobs. Additionally, the THRIVE Agenda, a legislative package put forth by the Green New Deal Network, would create over 15.5 million new jobs over the next decade. The Biden administration’s infrastructure proposals, the American Jobs Plan and American Families Plan, are likewise expected to add millions of new, good-paying jobs to our economy.

However, what is often lost in those numbers are the specific occupations that will be affected, analyses of who holds these jobs today, and projections about how diverse and widespread these jobs will be in the future. To begin to answer these questions, we determined the occupations that would benefit most from federal action, built a unique data explorer, and calculated the state of equitable job creation in the energy and care economies today.

La capacità delle imprese di trasformare la spesa innovativa in innovazioni di successo; la capacità delle innovazioni di condurre a profitti "schumpeteriani"; l"impegno delle imprese a reinvestire tali profitti in nuova R&S e spese innovative sono tre relazioni chiave analizzate in questo lavoro con un modello a tre equazioni, applicato al panel di imprese italiane in cui sono integrati dati tratti dai conti delle imprese e dalle indagini sull"innovazione e R&S relativi al periodo 1998-2007. Il lavoro verifica la presenza di un "circolo virtuoso" tra spesa innovativa, fatturato dovuto all"innovazione e profitti nelle imprese manifatturiere italiane che sono "innovatrici persistenti", che hanno cioè introdotto innovazioni nelle tre rilevazioni relative al 1998-2000, 2002-2004, 2006. La spesa innovativa per ora lavorata delle imprese risulta legata a quella del periodo precedente, confermando la cumulatività dello sforzo innovativo, ai profitti per ora lavorata, destinati a finanziarlo, e ai salari per ora lavorata, che riflettono la qualificazione e le competenze dei lavoratori necessarie per l"innovazione. Il risultato dell"impegno innovativo è documentato dal fatturato (per ora lavorata) dovuto a nuovi prodotti, sia per l"impresa che per il mercato; le determinanti di tale variabile sono la spesa innovativa, il livello dei salaricon un effetto negativo e il rilievo delle esportazioni, che riflettono la dinamica della domanda. I profitti per ora lavoratama anche la variazione media annua dei profittisono funzione del fatturato innovativo, della produttività del lavoro e dei livelli salariali, nuovamente con un segno negativo che riflette il conflitto distributivo tra salari e profitti. Le tre equazioni del modello proposto mostrano che nelle imprese italiane sono all"opera processi innovativi caratterizzati da varietà, con forti effetti di retroazione, ritardi e interdipendenze tra input e output innovativi e performance economiche. Tale modello è stato sviluppato e testato su dati settoriali relativi ai sei maggiori paesi europei (Bogliacino e Pianta, 2012); uno dei risultati importanti di questo lavoro è la conferma che sia a livello settoriale, sia nei microdati italiani i processi innovativi sono caratterizzati dallo stesso "circolo virtuoso" schumpeteriano. I risultati qu i ottenuti potranno essere sviluppati con diversi approfondimenti.

Che impresa essere donna: un’indagine sugli squilibri che ritardano ancora la piena partecipazione femminile ai percorsi lavorativi e imprenditoriali, in un’era in cui le nuove tecnologie hanno innescato nuove dinamiche nei processi di generazione del valore. 
Circa 800 sono state le donne occupate marchigiane che hanno risposto a domande sui loro percorsi lavorativi, la vita familiare e domestica, la cura dei figli, l’assistenza agli anziani. Tutti aspetti che sono risultati fondamentali per decidere il tipo di partecipazione al mercato del lavoro o quale forma di impresa realizzare per dare espressione alla convinzione che il lavoro dà autonomia, riconoscimento, sviluppo di sé in relazione agli altri: quello delle donne porta altro lavoro a donne e uomini in un circuito virtuoso di valorizzazione di risorse culturali e sociali oltre che economiche.
Il libro si propone di dare risposte e indicazioni concrete per le policy in grado di valorizzare risorse nascoste, conoscenze inespresse, propensioni da dispiegare.

We finally analyze and discuss major ways to improve refugees' labor market perspectives in general, and for female refugees specifically.

Il presente rapporto di ricerca è frutto di una indagine che ha come oggetto il mercato del lavoro femminile nelle Marche, in particolare le donne occupate. Un questionario on line è stato inviato alle occupate marchigiane iscritte ai sindacati e ha visto una partecipazione molto estesa di occupate marchigiane con 786 rispondenti. In questa ricerca vengono analizzate le condizioni delle donne occupate, i percorsi lavorativi, le criticità, ma anche gli aspetti più importanti della condizione femminile quali la vita familiare, il lavoro domestico, la cura dei figli e l’assistenza agli anziani. La componente femminile risulta fortemente penalizzata nel mercato del lavoro rispetto a quella maschile. Il mercato del lavoro femminile è caratterizzato da salari più bassi, segregazione occupazionale, oltre che da più incerte prospettive di carriera. Inoltre, per le donne occupate conciliare lavoro e impegni famigliari è estremamente complicato, a causa della carenza e ai costi dei servizi per l’infanzia e gli anziani.

L’economia milanese sembra ripartire e lo fa in un contesto nazionale che ha finalmente ritrovato, non solo fiducia, ma soprattutto qualche indicatore di segno positivo con i principali vettori (manifattura, servizi e commercio) in espansione dopo un 2014 difficile, soprattutto per il commercio. A ciò si affianca una timida ripresa dell’occupazione, la buona natalità delle imprese, gli ottimi risultati dei contratti di rete – sia a livello organizzativo sia come stimolo a nuove collaborazioni per spingere l’innovazione – e un mutato clima di fiducia rispetto al futuro: gli ottimisti tornano a prevalere sui pessimisti.

The general Italian economic crisis triggered with the onset of the Eurozone has revealed several structural weaknesses in the economy of the Marche region. It has also revealed how its industrial system based on the small family business sector is actually less of a break with the region’s agricultural heritage than previously assumed. Structural continuities between the region’s agricultural heritage and its current mode of small business production may impede action to create new forms of economic organization necessary for succeeding in a rapidly changing world economy. At risk is the noteworthy economic equality that has enhanced the regional quality of life since World War II.

Il decennio 2008-2017 ci ha consegnato la più grave crisi delle costruzioni del secondo dopoguerra. I numeri sono ben noti e rac- contano che il settore nell’arco degli ultimi dieci anni ha perso oltre un terzo del giro d’affari e in alcuni ambiti di mercato la  essione è stata anche superiore. Il futuro non prevede un ritorno ai livelli pro- duttivi pre-crisi, ma la crisi, come dice l’etimologia stessa della paro- la, porta dentro sé i driver della possibile ripresa dello sviluppo. Che non vuol dire necessariamente e solamente crescita del mercato, ma soprattutto riorganizzazione e ride nizione della competitività del sistema, oltre che individuazione di nuove aree di intervento e di nuove fonti e modalità di  nanziamento delle attività.

Obiettivo del libro è analizzare con schiettezza il manifestarsi del processo di declino dell’economia di una regione, le Marche, a lungo riferimento per equilibrio tra sviluppo economico e coesione sociale, ora sospesa tra passato e futuro. I temi affrontati vanno dalla crisi del modello interpretativo coniato negli anni Ottanta, ai limiti legati alla continuità tra vecchi e nuovi assetti economico-sociali, a quelli intrinseci al modello di microimpresa manifatturiera, con i rischi della mancata evoluzione di percorsi imprenditoriali troppo legati a prerogative famigliari e di genere, all’incapacità di scrollarsi da nessi centenari per adottarne altri più avanzati, come quelli che muovono le scelte professionali di giovani e donne. Una delle ipotesi di rilancio si basa su un’estesa ricerca empirica condotta sulle piccole destinazioni turistiche italiane, con l’obiettivo di innalzare la competitività del turismo regionale e fare della sostenibilità il fattore determinante del suo successo.

Le ristrutturazioni e il recupero edilizio sono il futuro del mercato e il Piano casa rappresenta, in questo senso, uno strumento che indubbiamente va rafforzato e integrato, al  ne di promuovere con ancora più determinazione le condizioni economiche e le convenienze af nché si possa metter mano ad un patrimonio edilizio che presenta forti caratteri di vetustà e non adeguamento agli standard energetici e di comfort abitativo.

Il mercato delle costruzioni nel 2010 ha fatto registrare un ulteriore rallentamento, dopo la grave crisi del triennio precedente. Tra il 2007 e il 2010 il settore ha perso oltre un quinto degli investimenti a livello nazionale e circa il 30 per cento a livello veneto. In particolare, nel 2010 il mercato delle costruzioni nel Veneto ha evidenziato un’ulteriore diminuzione degli investimenti nell’ordine del -8,5 per cento in termini reali e del -10 per cento in valori costanti. A questa dinamica si sono associati valori contrastanti: da un lato la produzione edilizia di nuova costruzione ha ulteriormente rallentato, dall’altra è proseguita la crescita della ristrutturazione; da un lato il “piano casa” nel 2010 ha raggiunto la quota di 22 mila domande, dall’altro le compravendite immobiliari hanno evidenziato una ripresa nelle grandi città; da un lato la dinamica imprenditoriale ha presentato una forte crescita delle società di capitale del settore artigiano (+7,6%) e delle cooperative e consorzi artigiani (+5,2%), dall’altro l’occupazione dipendente ha proseguito la sua discesa, mentre quella indipendente ha fatto segnare un consistente incremento. La crisi ha evidenziato sempre più come quello delle costruzioni sia un mercato a diverse velocità e con diversi segmenti, differenziati a livello tipologico e territoriale, e come per superare la crisi sia necessaria sempre più una visione d’insieme e una politica di settore in grado di promuovere efficienza delle imprese, efficacia delle reti di collaborazione e qualità dei prodotti.

l mercato delle costruzioni nel 2009 ha fatto registrare un forte decremento di tutti gli indicatori congiunturali, sia nell’Europa Occidentale che a livello nazionale. I dati a consuntivo sull’andamento del mercato delle costruzioni nel Veneto hanno evidenziato per il 2009 una diminuzione degli investimenti del -5,5 per cento in termini reali e del -7,9 per cento in valori costanti. Questo rallentamento, tuttavia, è un dato che era già presente anche nel 2008, quando i fattori della crisi erano già espliciti, ma non ancora così diffusi in tutti i comparti e in tutti i settori. La differenza rispetto al passato è che nel 2009 tutti i segnali congiunturali hanno assunto valori negativi, con una diminuzione anche del numero di imprese (-1,4%) e degli addetti (-4,3%). Rispetto alle crisi precedenti alcuni fattori hanno inciso in modo più consistente sulla dinamica negativa, dall’accesso al credito delle imprese, alla minore domanda delle famiglie. Il 2009 si con gura dunque come un “annus horribilis” per l’edilizia veneta. Tuttavia emerge anche che il segno “meno” si è diversamente ri esso sull’offerta. Per il secondo anno consecutivo, infatti, le imprese più strutturate hanno trovato comunque il modo di restare sul mercato e crescere nel numero, sia nel settore industriale che in quello artigianale.

Nel 2011 in Veneto il settore delle costruzioni ha evidenziato un ulteriore rallentamento del valore della produzione, con una flessione del -1,6 per cento in valori correnti, pari ad un flessione in termini reali del -3,4 per cento. Tra il 2008 e il 2011 l’edilizia ha visto ridursi gli investimenti del 27 per cento; nel comparto della nuova costruzione il calo è stato del 37,7 per cento, con un picco del 49,5 per cento nel segmento residenziale. Il “piano casa”, con le sue 30 mila domande a dicembre 2011, non è stato in grado da solo di riequilibrare il sistema. Gli effetti sono purtroppo tragicamente e tristemente noti.  Il modello basato sulla microimpresa, schiacciato tra le difficoltà di bilancio delle Amministrazioni pubbliche, la scarsezza di investimenti e la stretta sul credito, non è più adatto a resistere alle sfide del mercato.  La crisi evidenzia in tutta la sua urgenza l’importanza di definire al più presto una vera e propria politica industriale di settore, in grado di dare al sistema delle costruzioni un quadro organico di regole e di sostegno, al fine di valorizzare le capacità imprenditoriali, occupazionali e strategiche presenti sulle quali il Veneto ha costruito nel passato la sua forza propulsiva e di sviluppo.

The general Italian economic crisis triggered with the onset of the Eurozone has revealed several structural weaknesses in the economy of the Marche region. It has also revealed how its industrial system based on the small family business sector is actually less of a break with the region's agricultural heritage than previously assumed. Structural continuities between the region's agricultural heritage and its current mode of small business production may impede action to create new forms of economic organization necessary for succeeding in a rapidly changing world economy. At risk is the noteworthy economic equality that has enhanced the regional quality of life since World War II. JEL Classification: L60; O14; R11; Z13 .

I distretti costituiscono uno degli assi portanti della struttura industriale italiana, ed hanno sostenuto la crescita dell'economia nazionale nell'ultimo trentennio del secolo scorso. Negli anni più recenti, tuttavia, anche nei distretti, come in tutta l'industria italiana, sono in atto significative trasformazioni, che coinvolgono i rapporti tra le imprese, la differenziazione delle loro strategie, l'equilibrio tra radicamento locale e apertura internazionale. In questo lavoro studiamo il caso dei distretti calzaturieri delle Marche. I principali risultati da noi ottenuti confermano la fase di difficoltà attraversata dai distretti nei settori tradizionali negli ultimi anni, di fronte alla crescente pressione competitiva proveniente dai paesi emergenti.

La crisi del lavoro dipendente nell'artigianatoè stata senza dubbio pervasiva nel 2010, come dimostrato dai dati sugli incrementi delle ore di cassa integrazione in tutti i settori; tuttavia, i settori più colpiti rimangono i principali settori manifatturieri di specializzazione di questa regione: tessile, calzature, legno e mobili, meccanica.

The study outlines the structure and characteristics of subcontracting of the Veneto Region, on the basis of official figures. Subsequently it outlines the impacts suffered due to the international relocation of the buyers, with data collected through a series of targeted interviews. Finally, it has been investigated the relationship between relocation and employment of local labor, both between relocation and pricing strategies of the sub-contractor. With respect to labor, they have been tested two of the most traditional and well-known sectors of the Veneto Region (leather processing and shoe manufacturing, textile production and clothing) and manufacturing in general. The results demonstrate that the use of the workers is reduced not because of lower production, but by the lower utilization of productive capacity, that is closely related to the relocation of production; in the two sectors this fact happens with greater intensity than the average of all manufacturing. In relation to pricing strategies, not empirically observables, it was built a model that shows how the sub-contractors have an incentive to set prices higher than those perfectly competitive, due to the attempt to recover the fixed costs under the threat of possible relocation of buyer. The model also shows that the gap between the price charged and the perfectly competitive price is an increasing function of the probability of relocation of the buyer.

Sintesi Questo articolo utilizza i dati del Mediocredito Centrale per stimare l'impatto dello stock capitalizzato degli investimenti in Ricerca e Sviluppo sulla produttività di un panel di imprese manifatturiere italiane. L'analisi considera il periodo 1992-1997 ed è realizzata utilizzando una funzione di produzione Cobb-Douglas. I risultati ottenuti indicano che l'elasticità del capitale tecnologico determinato all'interno delle imprese innovatrici è pari a 0.14 e non risulta sensibile all'assorbimento di innovazione settoriale ed intersettoriale.

Una grande quantità di dati amministrativi viene raccolta dagli enti pubblici e il costo dell'utilizzo di questi dati per la ricerca sono di solito molto ridotti rispetto al costo della raccolta di nuovi dati. Con il progredire dei mezzi informatici e statistici, è aumentato il numero degli studi empirici che ne fanno utilizzo. In questo contributo le dinamiche del mercato del lavoro della regione Marche vengono analizzate ricorrendo ai dati amministrativi.
