This paper presents selected results from the Administrative Records Experiment in 2000 (AREX 2000). AREX 2000 used administrative records to enumerate the population in two test sites and compared the results to Census 2000. The test sites included two Maryland and three Colorado counties that offered distinct challenges to the enumeration process. The Outcomes Evaluation assessed two enumeration methods, compared county and sub-county population counts to Census results, and examined the impact of race imputation and other processing issues. The results confirm that administrative records provide good estimates of Census household population counts at larger geographies with greater accuracy using the Bottom-Up enumeration method. Both Top-Down and Bottom-Up methods undercounted Census in most counties, with Bottom-Up population counts ranging from 97-102% of Census results. Suç oranlarındaki artış, suç politikalarının yetersizliği ve resmi istatistiklerin sınırlılıkları alternatif bir suç ölçme tekniği olan mağdur anketlerinin doğmasına neden olmuştur. Bu tür anketler, birçok suç teorisine ilham vermiş ve özellikle Anglo-Sakson ülkelerinde suç politikalarında başvurulan bir veri kaynağı haline gelmiştir. Fakat zaman içerisinde gelişim göstermiş olsalar da, mağdur anketleri bünyesinde birçok metodolojik sınırlılığı barındırmakta ve bu sınırlılıklar, anketlerin suçun ölçümünde kullanılmasını engellemektedir. Buna karşılık bu anketler, mağdurlar, mağdurların beklentileri ve mağdurların davranışlarının etüdü konusunda faydalı bir veri kaynağı olabilir. Son yıllarda Türkiye'de yapılan mağdur anketleri çarpıcı sonuçlar ortaya çıkarmıştır. Mağdur anketlerinin, önümüzdeki yıllarda Türk kamu güvenlik politikalarında bir yönetim enstrümanı olarak kullanılması yönünde ilerlemeler kaydedilmektedir. Bu çalışmada, ilk olarak, mağdur anketlerinin ortaya çıkışı ve gelişimi, ardından mağdur anketlerinin konusu ve kapsamı ele alınmış ve sonuç bölümünde ise konuya ilişkin bazı önerilerde bulunulmuştur.

Suç oluşturan fiiller, suç failleri tarafından suç mağdurlarının zararına işlenmektedir. Ceza hukukunun kamusal niteliği gereği suç şüphesi altındakileri yargılama ve cezalandırma süreçleri devlet tarafından yürütülmektedir. Kamu gücü karşısında şüpheli ve sanıklara verilen usuli güvencelerin artması, suç mağdurunun geri planda kalmasına neden olmuştur. Mağdurun rolü, suçu ihbar ve tanıklıkla sınırlı kalmıştır. 1970'li yıllardan itibaren birçok ülkede mağdurun korunmasına yönelik adımlar atılmıştır. Türkiye'de de mağdur hakları gelişmektedir. Ceza adaleti sistemi içinde mağdurun korunmasını hedefleyen düzenlemeler, hukuk düzeninin herkese suç işlenmeden önce sağladığı korumadan farklı olarak suç işlendikten sonra uygulanmakta ve mağdura öncelik vermektedir. Bu çalışmanın amacı, ülkemizde suç sonrası süreçte mağdurla ilk temasa geçen kolluğu ilgilendiren uygulamaları incelemektedir. Mağduru koruyan uygulamalar; farklı kanunlarda yer alan hükümler doğrultusunda çocuk mağdurlar, yabancı mağdurlar, aile içi şiddet, terör, insan ticareti mağdurları gibi mağdur gruplarına göre değişmektedir. Sonuç olarak kolluk tarafından mağdurun korunması amacıyla resen uygulanabilen tedbirlerin ağırlıklı olarak ikincil mağduriyetleri önlemeye ve mağdurun güvenliğini sağlamaya yönelik olduğu anlaşılmaktadır.

This paper offers a methodological approach for estimating classification error in police records then determining the statistical accuracy of official crime statistics reported to the Uniform Crime Reporting (UCR) program. Classification error refers to the mistakes in UCR statistics caused by the misclassification of criminal offenses, for example recording a crime as aggravated assault when it should have been simple assault. Statistical accuracy refers to the estimated true total of each crime type based on cancelling effect of undercounting and overcounting crime due to misclassifications. The population for the study consists of the 12 largest municipal police agencies in a mostly rural southeastern state. Based on a sample of 2,663 records, the authors illustrate the impact of classification error on the total population of reported offenses. Misclassifications result in overcounting and undercounting certain crimes. The true number of each crime type, as well as the aggregate Index Crime, Violent Crime, and Property Crime totals, is estimated based the evaluation of offsetting misclassifications. The findings show that certain UCR crime categories are greatly undercounted while others are overcounted. The index crime and violent crime totals are also significantly undercounted; however, when simple assault is added to the index and violent crime categories, the error in these aggregate numbers is reduced to less than 1%. The results provide a benchmark for assessing the statistical accuracy of the UCR data.

The authors discuss the implications of their model for helping law enforcement officials see bias crimes for varied purposes, including prevention, statistical reporting, and criminal prosecution.

The Uniform Crime Reporting (UCR) Program and the National Incident-Based Reporting System (NIBRS) are the two major sources of crime data in the United States. The UCR is a summary reporting system while NIBRS is an incident-based reporting system which was established to modernize crime reporting. The data collected by NIBRS is much more detailed. Given that law enforcement agencies across the nation voluntarily submit data to the Federal Bureau of Investigation (FBI) using either UCR or NIBRS, the presence of irregular reporting, missing data, and noncompliance are likely to compromise data quality. 1 For many states, crime data collected using UCR or NIBRS are used to generate state and local crime reports and statistics. These data are most often reported "as is" and are thereby assumed correct. Since victimization data are typically not collected at the state or local levels to corroborate crime reports, there is an increased need for crime data to be as reliable as possible. Given the voluntary nature and inherent limitations of crime data collection systems, however, these data come with the caveat of being incomplete, or dubbed non-representative. Election polls are not only essential to measure electorates' political attitudes, preferences, and behavior but may also influence their formation. In this study, we evaluate election polls in Turkey, which have been increasingly popular and criticized by political actors in the last years, from a survey methodology perspective and investigate whether they follow internationally recognized standards. To this end, we collected a comprehensive dataset covering all election polls on eight elections between 2011 and 2019 published at traditional or social media outlets. Our assessment of a total of 295 election polls from the perspective of the "total survey error" paradigm and CNN's transparency guidelines shows that, most election polls in Turkey do not follow scientific standards, especially in terms of representation, and are thus unsuccessful at predicting election outcomes. Soğuk Savaş döneminde ortaya çıkan internet ile birlikte dünya çapında büyük bir değişim ve dönüşüm süreci yaşanmaya başlanmıştır. İnternetin keşfinin getirdiği dijitalleşme ile birlikte küreselleşme hız kazanmış ve alışılagelmiş olan kültürel yapıların, rutin aktivitelerin, suç ve benzeri olguların da dijitale dönüşümüne yol açmıştır. Suç olgusunun sanal ortama taşınması, mağdurlarını da beraberinde getirmiştir. Bu araştırmada sanal ortama taşınan ve siber suç olarak tanımlanan suçlardan etkilenen mağdurların ortak yönleri araştırılmıştır. Aynı zamanda mağdurların belirli özelliklerinin mağduriyet yaşamalarında etkili olup olmadıkları da araştırılmıştır. Yapılan araştırmanın teorik zeminini Lawrance Cohen ve Marcus Felson'un üzerine çalışmış oldukları Rutin Aktiviteler Teorisi oluşturmaktadır. Araştırmanın mekansal sınırı olarak Bursa ili belirlenmiştir. Çalışma grubu, siber suç mağduriyeti yaşamış olan 20 kişiden oluşmaktadır. Mağdurların yaşadıkları süreci daha iyi anlayabilmek açısından nitel yöntemin tercih edilmiş olduğu bu araştırmada fenomenolojik yaklaşım esas alınmıştır. Araştırma verileri; ölçüt örnekleme tekniği ile belirlenmiş olan 20 katılımcıya yarı yapılandırılmış mülakat yapılarak elde edilmiştir. Elde edilen veriler betimsel analiz tekniği kullanılarak yorumlanmıştır. Bireylerin rutin internet kullanım alışkanlıklarının mağduriyet yaşamalarına sebebiyet vermekte olduğu sonucu elde edilmiştir.

Ayrıca, bu dönemde ortaya koyulan suç önleme stratejilerinin nasıl uygulandığını ve ne sonuçlar elde edildiğini irdelemeye çalışmaktadır. Polisiye önlemlerin doğrudan suçu azalttığını iddia etmek zor olsa da, polisin, bilimsel araştırmaların da desteğiyle, daha etkin, şeffaf ve hesap verebilen bir anlayışla hizmet verdiğini ve bunun suçu önlemede pozitif katkı sağladığını söylemek mümkündür.

Nonetheless, a conspicuous absence of reliable estimates of crime victimization in rural parts of the United States continues to exist. This article helps fill a major research gap by presenting the results of the first phase of the West Virginia Community Quality of Life Survey.

The Uniform Crime Reporting (UCR) Program was developed over eighty years ago to meet the need for reliable crime statistics for the nation. Today, nearly 17,000 law enforcement agencies across the US participate in this voluntary program. UCR, and the modernized National Incident-Based Reporting System (NIBRS), are recognized as the primary source of information about crimes reported to the police. While the UCR Program is critical to understanding crime, there are known limitations to these data such as underreporting and misclassification.

Published FBI data currently covers hate crimes only up to 2016, when totals increased across the nation for the second year in a row.

Our team of academic researchers specialize in analyzing and forecasting hate crime trends. We have collected new police data from 2017, ahead of the FBI totals, and performed the first analysis of that year’s hate crimes, with a particular emphasis on the 10 largest U.S. cities.

Our investigation found that hate crime totals for the 10 largest cities rose for four straight years to the highest level in a decade. Within these data are intriguing signs about the timing and direction of this bigotry.

Suçun nedenleri gelir, işsizlik ve eşitsizlik gibi ekonomik faktörlerden fiziksel ya da psikolojik kişilik özelliklerine, aile yapısına, eğitime, devletin otoritesini kullanma tarzına kadar çok geniş bir yelpazeyi içermektedir. Bu makaleye konu olan araştırmada bu nedenlerin hangilerinin katılımcıların gözünden bir adım öne çıktığının görülmesi hedeflenmiştir. Bu amaçla Eskişehir' de Ceza-Adalet sisteminin uygulayıcılarının (kolluk kuvveti, hâkim, savcı, avukat) ve hukuk öğretisi ile uğraşanların (ceza hukuku, hukuk sosyolojisi ve felsefesi öğretim üyeleri) arasında bir araştırma yapılmıştır. Katılımcılarla yapılan görüşmeler kayıt cihazı ile kaydedilmiş ve sonra yazılı hale dönüştürülmüştür. Metinler üzerinde içerik analizi yapılmıştır. Katılımcılar, suçun oluştuğu ortamda, mal varlığına karşı suçlarda, aile, eğitim ve ekonomik koşulların önemli etkisi olduğunu aktarmışlardır. Şahsa karşı suçlarda ise ayrıca kişilik özelliklerinin de ön plana çıktığını vurgulamışlardır.

Çok boyutlu suç olgusunun tek bir parametre üzerinden modellenemeyeceği aşikârdır çünkü suç toplumsal, kültürel ve ekonomik etkenlerin göz ardı edilemeyeceği sosyal bir olgudur. Tutarlı sonuçlar ürettiği savunulan suç ve yaş ilişkisi önemli bir iddiayı ortaya koymaktadır. Alan yazınındaki diğer çalışmalar haricinde Hirschi ve Gottfredson (1983) suçlu davranış ve yaş ilişkisini sağa çarpık bir dağılım üzerinden modellemiş, her yerde ve her zaman benzer sonuçlar ürettiğini ifade etmiştir. Bu yaklaşıma göre; suçlu davranışın yetişkinlik döneminde azalmadığı, ilerleyen yaşla birlikte yaşam süresi içinde azalma gösterdiği iddia edilerek yaşam seyri mercek altına alınmıştır. Derecelendirilmiş yaş aralıklarının artış göstermesi durumunda, yetişkinlik döneminden sonra işlenen suçların azaldığını ifade eden bu önermenin Türkiye özelinde geçerliliği tespit edilmemiştir. Bu çalışmanın amacı; yaş ve suç ilişkisinin belirleyiciliğinde derecelendirilmiş yaş aralıklarının önem durumlarını suç türleri açısından ikincil veriler üzerinden sınamak ve Türkiye özelinde karşılaştırılmalı bir analiz yapabilmektir. Bu çerçevede kişiye karşı suçlar arasında dört farklı suç grubu üzerinden suçun gelişimini simgeleyen yaş aralıklarının grup içi benzerliği ve uyum düzeyleri araştırılmıştır. Uyum analizinin uygulandığı çalışmada gençlik suçluluğu olarak nitelendirdiğimiz erken dönem yetişkin suçlarının malvarlığına karşı işlenen suçlar ile uyum gösterdiği tespit edilirken; yetişkin suçlarının gençlik suçlarından farklı olarak hayata, hürriyete ve şerefe karşı işlenen suçlar ile uyum gösterdiği görülmüştür. Beklenildiği gibi yaş değişkeni suçlu davranışın açıklanmasında önemli bir parametre olarak öne çıkarken, elde edilen sonuç Hirschi ve Gottfredson’un (1983) önerdiği modelle benzer bir görünüm sergilemiştir.

Bu çalışmada, 2014-2018 yıllarını kapsayan 5 yıllık periyotta Tokat'ta uyuşturucu madde ile ilgili durum ele alınmaktadır. Öncelikle uyuşturucu ve uyarıcı madde kullanımının etkileri kişisel, toplumsal ve hukuki etkiler olarak üçe ayrılmakta fakat bu üç etkinin birbiriyle iç içe durumu sürekli vurgulanmaktadır. Araştırmada 10 soru yoluyla Tokat Emniyet Müdürlüğü'nden edinilen veriler ışığında uyuşturucu madde ile bağlantılı suçlar nedeniyle işlem yapılmış kişilerin demografik özellikleri, yakalanan şüpheli sayıları, yakalanan madde miktarları ve diğer suçlarla bağlantı betimlenmektedir. Ayrıca Tokat'ın mevcut durumu, Tokat ve diğer illerde gerçekleşen benzer çalışmalar ile karşılaştırılarak benzerlik ve farklılıklar üzerinden daha sağlıklı şekilde çözüm ve öneriler geliştirilmektedir. Çalışmanın diğer çalışmalardan ayrılan kısmı ise, uyuşturucu madde suçlarından yakalananların diğer suçlarla bağlantısını ortaya koymasıdır. Çalışma sonucunda Tokat'ta erkek ağırlıklı, ticaretten çok kullanıma yönelen ve ilk ve orta öğrenim mezunu kişilerde yoğunlaşan ve tekrarlanan bir uyuşturucu madde kullanımı görülmektedir.

Matematiksel modeller aracılığıyla fail profillemesini esas alan çalışma, öngörüsel metotlarla ortaya çıkarılan tespitlerin adli bilimlerde kullanılabileceği gerçeğinden yola çıkarak tasarlanmıştır. Çalışmanın temel problemi, malvarlığına karşı işlenen suçlar özelinde suçun aydınlatılmasında sosyo-kültürel değişkenlerin (cinsiyet, yaş, eğitim düzeyi, ortalama gelir, vb.) geçerliliğini test etmektedir. Soruşturma birimleri tarafından adli vakalarda elde edilen maddi deliller haricinde mülakat süreci ile yapılan bilgi toplamalar, olayın çözümlenmesine büyük katkı sağlamaktadır. Bununla beraber mülakat sürecini şekillendiren detaylara dair failin sosyo-demografik özelliklerini göz önünde bulundurarak geliştirilen modeller sayesinde sonuca gidilmesi yeni değildir, ancak Türkiye özelinde önermeler geliştirilmesi konusunda saha çalışmaları oldukça kısıtlıdır. Bu çalışma İstanbul, Ankara ve İzmir illerindeki ceza infaz kurumlarında bulunan 154 tutuklu veya mahkûmun gönüllülük esasına dayalı katılımıyla gerçekleştirilen nicel araştırma sonucunda suçlu profillerini CHAID algoritmasını esas alarak tespit etmeyi amaçlamaktadır. Yapılan karar ağacı analizi sonuçlarına göre; mala zarar verme, hırsızlık ve yağma (gasp) suçları özelinde profillemeye imkân tanıyan sosyo-demografik değişkenlerin ortaya çıkarılması sağlanmıştır. Elde edilen sonuçların soruşturma birimleri tarafından dikkate alınması ve mikro ölçekli yerel birimlere uygulanması sayesinde adli bilimler alanında farkındalık oluşturacağı düşünülmektedir.

In the researches, it was concluded that the lack of micro-level physical measures in the crime scene had a significant effect on the committing of violent crimes. In addition, the lack of sociological factors such as collective consciousness, social control and social sensitivity affect the rate of violent crimes. This study aims to identify spatial risk factors that increase or decrease the crimes against property, damage to property, theft and loot crimes from a forensic sociological perspective. In this study, a quantitative research method was used and a questionnaire was applied to 154 prisoners and inmates who committed crimes against their assets. According to the results of the logistic regression analysis obtained according to the answers made to the questionnaire; the fact that the space is open to the public sphere reduces the risk of committing a crime, and the absence of people in the environment and the evaluation of the target as appropriate and accessible by the prisoner increases the risk of committing the crime. At this point, the human element in the space has the feature of preventing the crime and in case of the occurrence of the crime, it is important to clarify the incident by means of witness evidence.

This paper suggests a novel clustering method for analyzing the National Incident-Based Reporting System (NIBRS) data, which include the determination of correlation of different crime types, the development of a likelihood index for crimes to occur in a jurisdiction, and the clustering of jurisdictions based on crime type. The method was tested by using the 2005 assault data from 121 jurisdictions in Virginia as a test case. The analyses of these data show that some different crime types are correlated and some different crime parameters are correlated with different crime types. The analyses also show that certain jurisdictions within Virginia share certain crime patterns. This information assists with constructing a pattern for a specific crime type and can be used to determine whether a jurisdiction may be more likely to see this type of crime occur in their area.
