Urban Policy

This article is based on a study that investigated and examined the relevance of rural-urban linkages towards sustainable and inclusive development for both cities and rural areas. It argues that rural-urban linkages have great potential in facilitating sustainable development when harnessed and supported. The old definitive notion of rural and urban areas separated the two as distinct and independent regions. This led to biased policy initiatives towards urban development without consideration of the interdependencies between the two regions. The article is based on a desktop study involving the interrogation of literature and documents extracted from Google scholar, Ebsco and websites with news and policies and related material for data analysis. Emerging from the study are three main observations, that rural-urban linkages have huge potential that can help improve development; if not managed well, they can be manipulative and beneficial to one side and active participation in decision-making and implementation paves way for a sustainable future. It concludes that an in-depth understanding of these linkages can help harness the potential benefits that emanate from the rural-urban relationship. Policy recommendations are given that encourage inclusive city development rather than the separationist approach that dissects the existing rural-urban linkages.

Este capítulo analiza las UTOPIAS de Iztapalapa, experiencia incipiente, desde una perspectiva crítica que retoma la circulación de las políticas latinoamericanas de mejoramiento de barrios. Las evidencias se basan en una investigación incipiente sobre los impactos de las UTOPIAS en la
población y los barrios aledaños.

Se la presenza di Atenei e della relativa popolazione studentesca nelle città universitarie costituisce un motore di sviluppo e contribuisce all’attrattività delle città stesse, d’altra parte, una presenza studentesca numericamente rilevante rischia di generare conflitti con altri gruppi che vivono e abitano la città, in particolar modo in contesti caratterizzati da una generale scarsità di offerta abitativa. Bologna rappresenta un esempio significativo di questa dicotomia, ospitando l’Ateneo che in Italia attrae il maggior numero di studenti e studentesse universitari fuorisede. Recentemente, infatti, la domanda abitativa di studenti e studentesse fuorisede si è sovrapposta alla crescita della domanda di alloggi a breve termine a fini turistici, oltre che alla sempre rilevante domanda espressa dai cittadini di lunga data. A partire dagli esiti dell’indagine triennale sulla condizione abitativa studentesca a Bologna, condotta nell’ambito del progetto HousINgBO. Laboratorio permanente sulla condizione abitativa studentesca a Bologna, il contributo prende in considerazione accessibilità e servizi di prossimità in quattro macroaree della città, individuate in quanto espressione di caratteristiche differenti dal punto di vista della distribuzione della popolazione studentesca, dei servizi offerti ad essa, e del relativo grado di soddisfazione. Partendo da un’approfondita conoscenza del territorio, delle sue risorse e dell’attrattività dei suoi servizi, l’approccio metodologico così presentato è in grado di cogliere gli elementi chiave per indirizzare strategie di rigenerazione diversificate.

Le città che stanno rafforzando il loro ruolo di centri di formazione superiore stanno vivendo processi di trasformazione che mettono a dura prova le loro società, l’ambiente e le economie. In particolare, in alcune aree urbane del Nord-Italia, le università sono diventate attori chiave, poli di attrazione per la popolazione studentesca fuori sede e per gli investimenti economici, in particolare nel settore immobiliare. In questo contesto, la complessa interazione tra le strategie urbane e l’agenda delle università, l’offerta e la domanda di alloggi e la lotta per trovare alloggi a prezzi accessibili rimane un’area poco esplorata dalla ricerca e dalle politiche pubbliche, nonostante influenzi profondamente la vita degli studenti e, in generale, la sostenibilità sociale della città. Il progetto di ricerca LINUS – Living the university city: student housing as driver of changes, affronta questi aspetti concentrandosi sulle dinamiche degli alloggi per studenti come motore dei cambiamenti urbani, in cui le politiche di attrazione di università e città e la relativa crescita della popolazione studentesca mettono sotto pressione i sistemi abitativi locali.

La crisi abitativa che colpisce molte città italiane ha specificità che devono essere attentamente contestualizzate al fine di predisporre adeguate strategie di risposta. La crisi riguarda in particolare il mercato degli affitti in tutte le sue componenti - pubbliche e private, a lungo, medio e breve termine - e si riflette in una carenza ormai drammatica di offerta a canoni sostenibili. Le ragioni di tale crisi sono allo stesso tempo strutturali e congiunturali, sociali e politiche. Esse chiamano in causa la particolarità degli assetti proprietari, l’acuirsi di disuguaglianze ormai molto ampie di natura patrimoniale, reddituale e relative all’accesso alla casa, la progressiva riduzione dello stock immobiliare destinato all'affitto a lungo termine e il potere di interdizione che una vasta coalizione di interessi tra piccoli e grandi proprietari esercita su qualsiasi ipotesi di limitazione della rendita e di regolazione della sua estrazione, a danno del numero crescente di chi da tali diritti di proprietà è escluso.

Resumen Debido a que el ambiente influye sobre la salud de la poblacion, nuestro objetivo fue describir y comparar el ambiente construido (alimentario y de actividad fisica) en tres barrios representativos de diferente nivel socioeconomico (NSE) de la Ciudad Autonoma de Buenos Aires (CABA). Se realizo un estudio de corte transversal durante 2011 en tres barrios de la CABA representantes de diferente NSE: Recoleta (alto), Almagro (medio) y Constitucion (bajo). Se relevaron todos los locales estables y puestos ambulantes de venta de alimentos (LA) y los espacios destinados a la realizacion de actividad fisica (AF). Se estimaron las densidades de cada tipo de local por Km 2 de superficie del barrio y por cada 10.000 habitantes. Se relevaron 2778 LA y 149 AF. O uso das parcerias público-privadas (PPPs) como estratégia para viabilizar grandes projetos de intervenção urbana consolida um planejamento orientado por interesses privados e de alto impacto territorial sobre a inclusão/exclusão socioespacial nas cidades brasileiras. Orientadas como frentes de neoliberalização do Estado, as PPPs atuam na (a) alteração de condição de um governo provedor para um governo consumidor de serviços; (b) na imposição da racionalidade e disciplina do mercado ao Estado; (c) na criação de novas oportunidades de lucro alinhada ao compartilhamento de riscos; (d) na consolidação de um planejamento orientado por interesses privados; e (e) na viabilização de grandes projetos e respectivos ganhos indiretos relacionados. O artigo parte da contextualização da inserção das PPPs na política urbana para, em seguida, demonstrar o modo como o Estado facilita a ação do capital e utiliza o processo de neoliberalização como ordem vigente que abraça as PPPs como estratégia estruturada para o enfrentamento da permanente crise financeira. Neste horizonte, para além da discussão sobre as PPPs e do processo de neoliberalização, está o necessário desvelamento das condições de produção contemporânea do espaço urbano e a necessidade de movimentos de resistências constituintes na construção de uma nova agenda de políticas urbanas. The article offers a methodological contribution to the pedagogies of
urbanism by examining how design can address the urgent issue of
urban inequality from an in-depth, long-term, and ultimately, transformational,
perspective. We conducted a 3-year experiment in studio
pedagogy at Cardiff University to address this question by
confronting one of the most prominent spatial expressions of
urban inequality, i.e. gentrification. The site of the studio was the
Grangetown area in the city of Cardiff, which is the capital of Wales in
the United Kingdom. Grangetown contains concentrations of low- to
moderate-income groups that are threatened with large-scale involuntary
displacement due to incipient gentrification. The goal of this
experiment in design pedagogy was to gain an in-depth understanding
of processes of gentrification while simultaneously developing
design strategies that not only address gentrification’s root causes
but also propose equitable alternatives to the future of the city. The
studio was guided by an overall framework–based on extensive
research on gentrification–consisted of its most critical aspects (e.g.
patterns of land ownership and uses, housing finance and commodification,
public policies and regulations). The article describes this
design studio process, its multiple innovations and different outcomes,
and then critically reflects on its implications for studio pedagogy
as well as for design practice. The goal of confronting
gentrification in this experiment was to help graduate students–
and future practitioners–design a far more equitable city by combining
theoretical knowledge and scholarly research with critical thinking
and design skills, and by engaging with values that are closer to
social justice than what market-oriented thinking and mainstream
practices currently allow.

The accelerating pace of urbanization in the 21st century has intensified the need for inclusive and resilient infrastructure development, particularly in the face of rising socio-economic inequalities and escalating disaster risks. This study explores the integration of social equity dimensions and Disaster Risk Reduction (DRR) principles within urban planning frameworks as a pathway toward sustainable and resilient urban futures. Methods: A qualitative research design was adopted, drawing on a triangulated methodology that includes document analysis, an extensive literature review, and selected case studies on urban planning practices. These methods were employed to interrogate current urban development paradigms and assess the extent to which equity and resilience are operationalized in planning processes. Results: Findings indicate that, despite growing theoretical advancements in equitable and risk-sensitive urban development, significant systemic challenges remain. These include limited community participation in planning processes, persistent institutional silos, and resource constraints that hinder transformative action. The analysis further reveals that current urban governance mechanisms often lack the capacity to meaningfully integrate long-term resilience and equity considerations. Discussion: In response to these challenges, the study recommends a paradigm shift in urban planning towards the adoption of future-oriented and participatory approaches. Key policy recommendations include: (1) embedding equityfocused DRR strategies within urban development policies; (2) fostering multistakeholder collaboration to bridge institutional divides; and (3) mainstreaming anticipatory and inclusive planning models in urban governance systems. 2011 yılında başlayan Arap Baharı, özellikle Suriye iç savaşıyla birlikte yalnızca Orta Doğu'nun siyasal coğrafyasını değil bölgesel göç rejimlerini ve devletlerin yönetim kapasitelerini de derinden etkileyen tarihsel bir kırılma yaratmıştır. Bu makale kentsel politikaların yapılması süreçlerine katılım yolları bağlamında belediye meclis toplantılarına dışarıdan katılan yurttaşların demografik özelliklerini, toplantılara katılım sıklıklarını ve katılım nedenlerini incelemektedir. Ayrıca katılımcıların yerel demokrasi algıları ve siyasal katılma yolları hakkındaki görüşleri analiz edilmektedir. Bu amaçla araştırmacılar bir kentteki büyükşehir ve dört büyükşehir ilçe belediyesinin meclis toplantılarını dokuz ay boyunca yerinde izlemiştir. Bu toplantılardan katılımcı gözlem ve anket yöntemiyle veriler toplanmış ve analiz edilmiştir. Böylece katılımcıların sosyo-demografik profili çıkarılmış, yerel demokrasi ve siyasal katılmayla ilgili görüşleri belirlenmiştir.

O presente estudo se propõe a responder o seguinte problema de pesquisa: Como é organizada a política de zoneamento especial urbano pelo Município de Recife? Para responder essa questão, o estudo precisa considerar o conceito de regularização fundiária, realização do direito à moradia e judicialização de políticas públicas voltadas à regularidade da habitação urbana. O estudo também possui o objetivo de esclarecer aspectos sobre a regularização fundiária como política pública. A pesquisa é qualitativa e realiza análise descritiva com base em revisão de literatura e interpretação da legislação sobre o tema; além de estudo de caso, utilizando o Município de Recife como unidade de análise e limite espacial de investigação. Largely, the urban growth of Paris was characterised by the undisciplined development of its peripheries through processes comparable to what we today refer to as informal urbanisation. Largely triggered by the renewal and consequent expulsion of the working classes to the periphery in the central decades of the 19th century, these processes were soon considered a threat by the authorities, who developed successive regulations to contain, outlaw and demolish these spaces. As institutional urbanism only partially managed to control their development, these spaces continued expanding until the majority of their inhabitants were resettled to social housing during the 1970s.
The history of the informal urbanisation of Paris is a dark mark on the city's glamorous narrative. Largely sidelined, its footprint is still present today. The city peripheries, still marginalised, periodically rebel against the very present stigmas of the former informal city.

This article revisits Melih Ersoy’s diagnosis of a Centralist-Authoritarian-Paternalist (CAP) character in Türkiye’s central—local government relations, reinterpreting it through Jessop’s strategic-relational approach, Brenner’s state spatial restructuring, and Peck, Theodore and Brenner’s account of crisis-driven neoliberalization. We conceptualize the CAP character not as a transhistorical constant but as a path-dependent pattern of crisis-driven reconstitution, destabilized at each major conjuncture and re-established through qualitatively new and increasingly coercive instruments. Employing comparative-historical institutional analysis, we take İstanbul and Ankara as critical cases and, drawing on Baudner’s typology of institutional layering, informal-rule dominance, and displacement, periodize the post-1994 trajectory into four phases: bureaucratic tutelage under coalition fragmentation (1994–2001); formal decentralization paralleled by central-agency layering (2002–2010); systematized trustee appointments and deepened oversight (2011–2018); and concurrent fiscal encirclement and judicial —political interventions targeting opposition metropolises (2019–
present). The analysis foregrounds how opposition municipalities, the Kurdish political movement, and urban social mobilizations have contested centralization from below, progressively raising its political cost. Three recurrent mechanisms emerge: scalar reorganization of spatial planning; fiscal gatekeeping; and political—judicial curtailment of elected authority. The conclusion identifies institutional reform directions through which the CAP cycle might be interrupted, offering a conceptual template for analysing central—local dynamics in other authoritarian contexts across the Global South.

In this article we seek to analyse and compare the models of regeneration of the city centres of Barcelona and Madrid in the light of the transformation of urban governance in Spain. New ways of network governance are emerging in European cities and Madrid and Barcelona are no exception. Urban policies are evolving towards the creation of more integrated strategies for regeneration that involve not only multiple public stakeholders, but also private actors including social and community organizations. Despite both cities showing some common trends, the analysis reveals significant differences between the two cities, both in terms of the composition and the dynamics of the governance networks, and the priorities and strategies for regeneration. The article concludes by discussing the possible explanatory factors for such differences and their political implications.

The relevance of the study is determined by the need to analyse the indicators of the labour market tension that are factors of increased instability and depressiveness in regional labour markets. The purpose of the article is to study the indicators of tension and justify measures to reduce depressiveness in the labour market. It was revealed the specific problems inherent to depressive regions. The results can be used in the design and implementation of employment policies in regional labour markets.

Rapid urbanization in emerging economies continues to outpace the evolution of urban water governance, resulting in persistent service inequities, resource degradation, and low resilience to climate risks. Although SDG 6 (Clean Water and Sanitation) and SDG 11 (Sustainable Cities and Communities) provide an integrated global framework for addressing these challenges, empirical evidence on the extent to which multi-level governance arrangements enable or hinder their achievement remains scarce. This study evaluates the effectiveness of urban water governance and its alignment with SDG 6 and SDG 11 in three rapidly growing secondary cities in Southeast Asia-Bandung (Indonesia), Cebu (Philippines), and Da Nang (Vietnam). Employing a mixed-methods design, the research integrates an adapted OECD Water Governance Principles framework, stakeholder mapping, semi-structured interviews with 87 actors across scales, content analysis of 132 policy documents (2015-2024), and a quantitative SDG alignment index comprising 24 indicators. Findings expose critical governance deficits: high institutional fragmentation (6-11 agencies with overlapping mandates per city), weak vertical policy coordination (only 28-41% of national strategies effectively localized), limited inclusivity of marginalized groups, and chronic under-financing (infrastructure investment meeting <45% of needs).

La questione dell’affitto rivela il nesso tra disuguaglianze sociali, trasformazioni urbane e accesso ai diritti. Il contributo offre una ricognizione delle politiche abitative dello scorso secolo in Italia tra continuità e momenti di rottura, fino a mettere a fuoco la nuova questione degli affitti accessibili e delle disuguaglianze sociali e urbane che questa rivela. Una prospettiva cruciale per ripensare le politiche urbane e contrastare la crisi abitativa.

Bu çalışma, Türkiye’de bölgesel kalkınma politikalarının zaman içinde nasıl değiştiğini kalkınma planları üzerinden anlamaya çalışmaktadır. Temel olarak üç soru öne çıkmaktadır: Bölgesel eşitsizlikler planlarda nasıl ele alınmaktadır? Bu sorunlara hangi araçlarla müdahale edilmektedir? Ve bütün bu yaklaşım zamanla nasıl değişmiştir? Bu kapsamda, Birinci Plan’dan On İkinci Plan’a kadar olan metinler nitel içerik analiziyle incelenmiştir. Analiz, bölgesel kalkınma politikasının zamanla belirli bir çizgi izlediğini göstermektedir. İlk dönemlerde daha çok kamu yatırımlarıyla denge kurmaya çalışan bir yaklaşım öne çıkmaktadır. Sonraki
süreçte ise seçici müdahaleler ve teşvikler daha görünür hale gelmektedir. Daha ilerleyen dönemde yer temelli ve çok aktörlü bir yapıdan söz etmek mümkündür. Son dönemde ise sürdürülebilirlik ve dirençlilik gibi kavramların daha fazla öne çıktığı görülmektedir. Tüm bu değişime rağmen tablo çok köklü biçimde değişmemekte, bölgesel eşitsizlikler büyük ölçüde devam etmektedir. Başka bir ifadeyle politika dili değişmekte ve araçlar
çeşitlenmektedir; fakat sonuçlar aynı ölçüde değişmemektedir. Bu durum, planlarda ortaya konan hedeflerle sahadaki sonuçların her zaman örtüşmediğini düşündürmektedir. Bu nedenle politika ile eşitsizlikleri üreten yapılar arasında bir uyumsuzluk olduğu söylenebilir. Bu açıdan bakıldığında çalışma, bölgesel kalkınma politikalarını sadece araçlar üzerinden değil, bu araçların işlediği daha geniş yapı içinde ele almaktadır. Böyle bir yaklaşımın, literatüre özellikle analitik açıdan farklı bir katkı sunduğu düşünülmektedir.

In this paper, we discuss an eco-industrial park (EIP) formation process and its role in promoting regional circular economy (CE) policy from a stakeholder perspective. This case study adds to the knowledge of stakeholder engagement and the role of intermediation in EIP formation and related urban-regional CE policies. By reviewing the case of the ECO3 bioeconomy and CE industrial park in Tampere Region, Finland, we analyze the role of a city-owned development company in the EIP development as an intermediary between public and private stakeholder interests. Intermediation proved to be fruitful in the EIP formation process, as the intermediator sufficiently catalyzed the alignment of stakeholder interests, and various stakeholders thus contributed resources (stakes) to the development process, which furthered the growth of the EIP. The case illustrates how a hybrid actor, such as a city-owned development company, may serve as an important catalyst in regional CE promotion.

This article aims to study and analyze the short story literatures of both Thai and Malaysian writers. It is to compare the self portraying of rural representative of both countries' writers, how they are different from each other. This study found that the short stories of Thailand and Malaysia during 1967s-1977s interestingly had sharing ideological characteristics, i.e. the writers believed in the literatures as a tool to reflect or solve social problems. The portrayal of rural representatives created by writers of both countries was abandonment of countryside from development, lacking behind, scarcity and deficiency. This paper argues that the regulation of co-living and short-term rental accommodationidentified as 'hyper-commodified housing products' (HCHPs)-faces an important hurdle. The hyper-commodification of rental housing is at the surface level sold as a response to a triple crisis that bridges state, market and society: it favours talent attraction, increases profitability and eases access to affordable housing. At a deeper level, however, HCHPs are symptomatic of housing regimes combining entrepreneurial governance, accumulation through property and housing depoliticisation. Examining the Luxembourg context, we unravel the mutually exclusive outcomes promised by HCHP companies and discuss the points where regulation can intervene.

In questo contributo riportiamo in forma sintetica quanto emerso dalla ricerca sulle Agenzie Sociali per l’Abitare in Italia che abbiamo svolto nel 2024. La ricerca ha approfondito le caratteristiche organizzative e gestionali, le risorse messe in campo e i risultati raggiunti dalle ASA in cinque città italiane: Torino, Modena, Milano, Napoli e Firenze. Svolta nell’ambito di un lavoro più ampio sul problema abitativo a Roma, la ricerca ha il duplice fine di contribuire ad ampliare le conoscenze sull’argomento e trarre orientamenti utili all’avvio di un’agenzia romana per l’abitare. Il contributo sottolinea che le agenzie possono svolgere un ruolo attivo nell’ampliamento del mercato dell’affitto a lungo termine. Allo stesso tempo però le ASA sono oggetto di molte aspettative, ma non possono da sole contrastare la segregazione sociale, le barriere di accesso all’affitto (anche per gli inquilini non poveri), lo svuotamento dei centri, il sottoutilizzo e la fatiscenza del patrimonio edilizio, senza il supporto delle politiche urbanistiche. Inoltre, la loro azione è al momento focalizzata in larga parte sulla gestione di incentivi e rimborsi da elargire ai proprietari di case e rischia, pertanto, di riversare ingenti quantità di fondi pubblici nel mercato privato della casa senza riuscire ad influenzarne le dinamiche speculative.

The built environments of metropolitan areas are rapidly changing in response to urban development dynamics. The nature of the urban built environment continues to be influenced by the conflicting interests and expectations of various entities involved in the process of development planning and implementation. The formulation and implementation of urban development plans in Turkey is guided by the statutory provisions of the country's planning system. This process has led to piecemeal implementation through partial plans and plan amendments in metropolitan areas. This article attempts to determine how the private sector in metropoles in Turkey shaped the built environment in Turkey after 1980. Influence of neo-liberal policies and a partial planning approach set by a free-market economy instead of a comprehensive planning approach shaped urban space. As a capital, the urban development of Ankara has mostly been shaped by partial planning approaches and implementations and uncontrolled developments, especially on the southwest axis of the city's metropolitan area. For this reason, one of the largest settlement of southwest Ankara is the Angora Settlement, which has been selected as the case study. Examining the entities who play a part in the urban development process is important to control its consequences. In this article, the case of Angora Settlement is used to question the planning process and entities in the development of urban built environments, and studies this settlement to identify and question which entities determine the components of the built environment in the urban development process. In particular, this paper captures the dominance of the structural interests of the private sector in shaping Angora's land use pattern, which is important because it reveals the uncontrolled growth dynamics in developing countries.

Arab cities exhibit a widening gap between the substantial urban and human potentials embedded within their neighborhoods and the actual economic value generated from them. While urban-economics literature has advanced considerably, it continues to treat the city as the primary unit of analysis, overlooking the neighborhood as a fine-grained economic system with latent productive capacities. This study introduces an original concept-Low Urban Economic Efficiency Zones (LUEEZ)-which describes neighborhoods endowed with strong assets yet unable to translate them into proportional economic value. It further proposes an innovative model, Urban Value Platforms (UVP), a digital-urban-economic framework developed by the author to transform the neighborhood from a passive residential space into an integrated productive platform. The model activates latent assets-population, skills, urban spaces, and social networks-within a unified system that reorganizes local economic relations and stimulates sustainable value creation. Employing an analytical-deductive methodology, the study identifies the research gap, constructs the proposed model, and presents a hypothetical application demonstrating UVP's potential impact on a typical urban neighborhood. The findings indicate that activating local resources through the UVP model can enhance neighborhood-level economic efficiency, improve quality of life, and support more balanced and sustainable patterns of urban development.

From the mid-thirties onwards, Martin Heidegger occasionally speculated about the future possibility of artificially producing human beings. What is at stake in biotechnology, Heidegger claims, is the imminent possibility of the destruction of the human essence. It is unclear, however, how Heidegger can substantiate such a claim given that he consistently denounced attempts to define human Dasein as a living being to which a higher capacity such as reason or language is added. This paper will argue that, in this sense, Heidegger took the radical challenge of biotechnology both too seriously and not seriously enough. Too seriously, because it is unclear why he would fear the annihilation of Dasein's essence if he is convinced that this essence is not related to man's biological equipment in the first place. Not seriously enough, because Heidegger at the same time remained convinced that even the most intrusive interventions in the human body will not be able to disrupt Dasein's ontological essence.

Zorunlu göç, günümüzde yalnızca demografik veya insani bir sorun olarak değil, modern siyasal aklın ve dünya düzeninin ürettiği çok katmanlı bir kriz olarak ortaya çıkmaktadır. Bu makale, göç olgusunu modernliğin araçsal akıl, ulus-devlet ve egemenlik anlayışı bağlamında ele almaktadır. Modern siyasal akıl, bireyi hak sahibi bir özne olarak tanımlarken, aynı zamanda onu sınırlar. Bu durum, özellikle zorunlu göç deneyiminde hakların askıya alınması, yurtsuzluk ve siyasal aidiyet kaybı gibi sorunları görünür hâle getirmektedir. Makalenin ilk kısmında, araçsal akıl eleştirisi üzerinden modernliğin siyasal ontolojisini tartışılmakta; göç krizinin düşünsel arka planını incelenmekte ve normatif bir kriz olarak değerlendirilmektedir. İkinci kısmında ise, göç sorununa alternatif bir normatif çerçeve önerilmektedir. Bu yaklaşım, göçmenleri yalnızca korunması gereken bireyler ya da yük olarak değil, kamusal yaşamın eşit paydaşları olarak tanıyan bir siyasal anlayışı gerektirir. Böylece yönetimden onura, toleranstan tanınmaya ve statüden paydaşlığa uzanan üçlü dönüşümü, göç etiği için kurucu ve dönüştürücü bir normatif paradigma olarak ortaya konmaktadır. Sonuç olarak makalede, göç krizinin çözümünün güvenlik ve yardım politikalarıyla değil, tanınma, katılım ve demokratik aidiyet eksenli yeni bir siyasal düşünce ile mümkün olabileceğini ileri sürmektedir.

O presente artigo examina a ocupação do espaço público no Rio de Janeiro sob a perspectiva da Tragédia dos Comuns, conceito formulado por Garrett Hardin e posteriormente revisitado por Elinor Ostrom. Argumenta-se que o fenômeno da informalidade urbana carioca evoluiu para além da mera desordem espontânea, constituindo uma administração paralela economicamente organizada, capaz de inovar sistematicamente para contornar o controle estatal. A ineficácia das intervenções públicas, orientadas por lógica de visibilidade política em detrimento do planejamento administrativo, é demonstrada por dados fiscais parciais de 2026 que revelam a captura de valor público por agentes irregulares. Conclui-se pela necessidade de reformulação estrutural da política de controle urbano, com base nos princípios de governança dos comuns desenvolvidos por Ostrom e nos instrumentos jurídicos já disponíveis na legislação municipal.

The escalating affordable housing crisis in high-demand urban markets necessitates innovative
governance structures and financing mechanisms that transcend traditional public provisioning
models. This paper examines contemporary frameworks for expanding affordable housing supply
through a systematic analysis of governance architectures, financing instruments, and regulatory
interventions deployed across diverse urban contexts. Drawing on comparative evidence from North
America, Europe, Asia, and Africa, the analysis reveals that successful expansion strategies combine
hybrid governance models, integrating public, private, and nonprofit actors, with diversified financing
vehicles including public-private partnerships, land value capture mechanisms, and dedicated
municipal investment vehicles. The paper demonstrates that inclusionary zoning policies, community
land trusts, and strategic public land allocation serve as critical tools for securing long-term affordability
in competitive markets. Key success factors include sustained public subsidy commitments, transparent
fiscal accountability frameworks, streamlined regulatory processes, and institutional innovations that
concentrate technical capacity and scale. However, persistent barriers including fiscal constraints,
regulatory complexity, and limited institutional capacity continue to impede supply expansion. The
findings suggest that effective affordable housing strategies require coordinated multi-level
governance, blended financing structures that reconcile investor returns with affordability objectives,
and robust legal frameworks that ensure durable affordability protections. This synthesis provides
policymakers and practitioners with an evidence-based framework for designing and implementing
scalable affordable housing programs in resource-constrained, high-demand urban environments.

El paradigma de la movilidad urbana sostenible requiere, para ser posible, capacidades institucionales, políticas adecuadas, y un marco regulatorio que las contenga. El presente trabajo tiene como objetivo aportar al conocimiento de la regulación de la movilidad urbana en el área metropolitana de Mendoza. Para ello, se evalúa la normativa vigente en movilidad a través de indicadores que se enmarcan en tres aspectos clave: organización político-institucional, sistema urbano y esquema de financiamiento. Se pretende dar cuenta de la existencia o no de capacidades de regulación contenidas en el paradigma de movilidad sostenible. Entre los resultados se detecta la ausencia de una política de movilidad urbana sostenible, la inexistencia de integralidad sectorial y coordinación entre la planificación del sistema urbano y del servicio de transporte colectivo, y un esquema de financiamiento tendiente a facilitar los modos sostenibles de transporte pero no pensado con ese objetivo.

Urban regeneration and economic development in the context of competitive global markets and impacts to Serbian cities represent challenges calling for new responses for transformative action in urban governance. Policy-makers understanding of that relation may contribute to suitable use of policy instruments for creating good business environment in cites. Business improvement districts (BIDs) represent possible model used as a management instrument for fostering local economic development, city promotion and improving the quality of urban public space and life. The paper presents theoretical approaches of policy instruments use and sets recommendations for management of BIDs based on two cases of city center?s regeneration in Serbia. We argue that for BIDs to be a useful model for city center?s regeneration, an appropriate use and combination of regulatory, economic and informational management instruments is necessary.

El capítulo parte de dos supuestos generales: el primero es que en la historia de la planeación territorial de la Ciudad de México existe una limitada capacidad de autoaprendizaje que cada vez más es sustituida por el mercado mundial de teorías, políticas y proyectos urbanos; el segundo es que en esa historia de cinco décadas, aunque con matices y condiciones diferenciadas, se sostienen coherentemente algunos aspectos que componen lo que se propone nombrar como “cultura urbana”: la involución de la planificación; la contradicción entre derechos y crisis; y la adecuación revanchista a la normativa. Para sostener este segundo supuesto, se desarrolla una propuesta interpretativa sustentada en la revisión a los ocho instrumentos de planeación urbana y ecológica de la ciudad (1976-2012), específicamente de las relaciones entre problemas y objetivos, con lo que se identifican aspectos concretos y formas difusas que se sostienen a lo largo del tiempo y que abonan a la comprensión del más reciente ejercicio de planeación en la capital mexicana (2021-2023).

En este texto se propone una reflexión sobre el más reciente
proceso de planeación de la Ciudad de México desde una perspectiva
utópica. El objetivo es establecer este proceso de planeación como un
contexto propicio para la emergencia de la utopía porque es una práctica
(conceptual y empírica) que busca ajustar el orden establecido, por
tanto, es reaccionario, revanchista e intransigente.
