Professor Sam O. Smah is an erudite sociology scholar and university administrator. His academic career spans more than three decades. He is a leader and manager of people and resources. He has pioneered and conducted several studies and published extensively in the areas of drug demand reduction, youth life, campus security, social formation, university reform governance, violence, as well as advance fee fraud syndrome, and other related fields. He has served as a consultant to many national institutions and international organisations, completing assignments on record time. He has excellent skills in project conception, design, and implementation, as well as evaluation and management.
Prof. Sam Smah has extensive experience in human capacity development. He plays active roles in policy development, strategic planning, and crafting. For the accomplishment of events/conference organisation, staff recruitment/selection interviewing, studies, research, and projects, Prof. Sam O. Smah is on hand.

Ce rapport est le fruit de la collaboration entre plusieurs acteurs français et nigérians qui ont, sur une période de deux années, mené un travail de recherche au Nigéria puis en France. 1. Policy and National Priority Contexts of E-Learning in Contemporary African Universities: Pitfalls and Opportunities

A critical institutional analysis based on the survey of secondary data was employed to generate ... more A critical institutional analysis based on the survey of secondary data was employed to generate relevant data for this paper. Relevant existing documentary resources on the impact of the coronavirus (covid-19) pandemic-induced lockdowns on education within the national policy framework responses to them were evaluated by way of comparative exploration of African universities. The analysis of the generated data indicates that the 'disruptions' of the coronavirus pandemic and the consequent lockdown measures imposed across the world stimulated 'temporary shifts' in the delivery of learning in both traditional-based and open and distance learning (ODL) university institutions. Based on the objective to assess the sequence, nature, and implications of the national and institutional responses to the 'new normal', the paper further found that African universities were slower in responding to the changes occasioned by the covid-19 pandemic. Also, national policy frameworks on elearning were non-existent or slow paced; e-learning was not a national priority for most of the countries; universities with dual mode mandates mainstreamed e-learning approaches faster; pre-existing e-learning universities faced competitors as newer universities took off with strong ODL orientations, while others expanded on their mandates. The significance of the aforesaid is that a combination of global, national, and industry factors as well as institution-based e-learning ecosystem policies affected the pace of the transition to elearning systems. These factors manifested in and from the slow-paced policy shifts, funding, and other institution-based pitfalls typically the learners' phobia of computers, unsustainability of internet services, poor electricity, and resistant employee attitudes. Yet, open and distance learning premised on e-learning resources remain the most viable change option to the constrained access to university education in traditional face-to-face African university institutions across regional differences.

This conference brought together scholars from anglophone and francophone countries who have been collaborating on a research programme which is concerned with elite formation and the restructuring of higher education in sub-Saharan Africa. The project was originally conceived in 1996 by IFRA and the Centre d'Etude d'Afrique Noire (Bordeaux, France). Nigeria, with more than 50 per cent of the continent's university student population and 40 universities, constitutes the major thrust of the study; nevertheless the reports on Kenya, Senegal and Niger are equally informative and demonstrate that survival strategies and student unrest and 'cults' are not exclusive to Nigeria

The increasing radiation applications in our daily life makes it essential to protect ourselves f... more The increasing radiation applications in our daily life makes it essential to protect ourselves from the harms of radiation by using alternative, cheap and natural materials. The present study aimed to analyze the radiation shielding abilities of green and red clayey soils from Oltu/Erzurum in Turkey, reinforced with waste tires and marble dust. For the purpose to investigate the shielding features of the samples, radiation attenuation parameters were determined by using EpiXS software, which can calculate partial or total cross-sections, partial or total mass attenuation coefficients, electron densities, effective atomic numbers, and buildup factors for energy absorption and exposure between 1keV and 1GeV. We compared the obtained mass attenuation coefficients and total atomic cross-section values of the samples with those of a widely used shielding material, ordinary concrete, to make a meaningful evaluation about the shielding potentials of the samples. To validate obtained values by EpiXS, we also calculated the mass attenuation coefficients of the samples by XCOM code, and compatible results were obtained. Among all the studied clayey soil samples, green clay reinforced with marble dust and waste tire has the highest shielding capability. It can also be mentioned that reinforcement with marble dust and waste tire improves the shielding ability of the clayey soils.

Il a ete structure en deux parties : une enquete de terrain realisee au Nigeria d’avril a novembre 2017 et une enquete de terrain conduite en France de janvier a mai 2018. Ce texte decrit le fonctionnement – activites et developpement – au Nigeria comme en France des temples, avant d’identifier leur role et leur niveau d’implication dans la traite des etres humains.

Motivated by this gap in knowledge, the researchers employed a combination of theoretical framework including the Social disorganization theory, Differential association theory, Control theory, and drug subculture, to present predictions as to how “exposure to socio-economic problems”, “parental relations”, “influence of significant and generalized others”, and “availability of drugs within the Metropolis and its neighbourhood” might influence youths entry into drug abuse. The result showed that youths were significantly motivated into drug abuse by social than economic factors. Poor parental relations, availability and ease of accessing drugs within the Metropolis and its neighbourhoods were significant factors that predisposed youths to drug abuse.
