Credential management for community forums and wiki

In the past the community wiki and the community forums shared a single authentication system. That has changed.

The community wiki is now only open for known community contributors, and access can be granted if you request it at #openvpn-devel IRC channel on libera.chat.

The forums are open for anyone to register and the password reset functions are available there on the forums itself, either via 'forgot password' function or via profile > settings menu.
