Held twice a year, the course provides participants with a deeper understanding of how OCCAR (Organisation for Joint Armament Co-operation) delivers multinational defence programmes, while offering valuable opportunities to exchange experiences, expand professional networks and strengthen cooperation across the OCCAR community. MIDS 2 Kick-Off Meeting Launches New Phase of European Secure Tactical Communications 28 July 2026 | Bonn, Germany OCCAR, EuroMIDS and industry partners gathered today for the EMIDS 2 Kick-Off Meeting, officially launching a new phase in the development of a common European capability for secure and interoperable military communications. The meeting follows the recent signature of the ESSOR-MIDS Stage 2 (EMIDS 2) contract, a major milestone for the ESSOR (European Secure Software Defined Radio) community and a strong demonstration of the benefits of European defence cooperation. Building on the achievements of the ESSOR Programme, EMIDS 2 will develop a common European terminal based on the ESSOR architecture, enhancing interoperability while addressing the future operational requirements of European armed forces. A central objective of the programme is the development of the Fighter ESSOR Multifunctional Information Distribution System (F-EMIDS), a next-generation radio terminal designed to replace the current MIDS Low Volume Terminal (LVT). F-EMIDS will provide Link 16 tactical data link capabilities for both existing European combat aircraft and future sixth-generation fighter platforms, supporting enhanced connectivity and operational effectiveness across air combat fleets. The current two-year EMIDS Stage 2 contract will deliver the first F-EMIDS demonstrators and establish the foundations for future operational deployment. The Kick-Off Meeting enabled stakeholders to align on programme objectives, governance, planning and key technical activities, while reaffirming their shared commitment to delivering a capability suited to increasingly demanding operational environments. Participants highlighted that the success of EMIDS 2 is founded on the strong cooperation, expertise and commitment of Germany, France, Italy and Spain. Their collective efforts continue to demonstrate how multinational cooperation can accelerate capability development and strengthen Europe's defence technological and industrial base. Looking ahead, EMIDS 2 is expected to pave the way for EMIDS Stage 3, which would launch the production phase of the F-EMIDS programme and support the deployment of terminals across current and future European combat aircraft fleets. The launch of EMIDS 2 represents not only a major programme milestone, but also an important contribution to strengthening Europe's strategic autonomy in tactical communications and reinforcing its ability to develop sovereign, interoperable defence capabilities through cooperation. U212 NFS Programme: OCCAR and Fincantieri Sign 8th Contract Amendment A new milestone has been achieved for the U212 Near Future Submarine (NFS) Programme with the signature of Amendment No. 8 between OCCAR (Organisation for Joint Armament Co-operation) and FINCANTIERI. The amendment introduces: ✅ New technological capabilities, including advanced torpedo countermeasure systems and enhanced rescue interfaces compatible with the Marina Militare Italiana, the Italian Navy's new SAVER system and the latest #ROV-assisted intervention procedures. ✅ Expanded Integrated Product Support (IPS) activities to strengthen long-term sustainment and maximise operational availability throughout the submarines' service life. ✅ An accelerated delivery schedule, bringing forward the delivery of NFS4 from 2034 to 2032, aligning the Programme with the Italian Navy's objective of receiving one new submarine per year starting in 2029. This achievement comes while the Programme simultaneously manages the construction of all four U212 NFS submarines and advances the integration of key innovations on the first Unit, including the nationally developed lithium-ion propulsion battery and the new Italian Combat Management System. The ceremony brought together senior representatives from national authorities, industry partners and international stakeholders, highlighting the continued progress of one of Europe's most successful cooperative naval programmes. Among the distinguished attendees were Vice Admiral Cristiano #Nervi, Director of the Italian Naval Armament Directorate (#NAVARM); Danila #Altobelli, representing the Italian National Armament Directorate (NAD); Lorenzo lorenzo raciti, Programme Manager of the OCCAR (Organisation for Joint Armament Co-operation) #Horizon Programme Division; and leading industry representatives, including Giovanni Sorrentino, Chief Executive Officer of Orizzonte Sistemi Navali, Eugenio Santagata, Director of Fincantieri's Military Ships Division, Luca #Gennaretti, Leonardo's Senior Vice President for Land & Sea Sales, and Andrea #Mattozzi, Leonardo's Senior Vice President for Naval Systems. This milestone follows the successful completion of the Critical Design Review (CDR) in December 2025, confirming the maturity of the FREMM EVO design across all programme domains and authorised the transition to the production phase. The first steel cut represents the beginning of tangible manufacturing activities for the next generation of FREMM EVO frigates confirming that the programme remains fully aligned with its planned schedule. The FREMM Programme continues to demonstrate the value of cooperative procurement in delivering advanced naval capabilities while strengthening Europe's maritime security and defence industrial base. To date, 10 FREMM frigates have been delivered to the Italian Navy and eight to the Marine Nationale. The two Italian FREMM EVO frigates currently under contract are scheduled for delivery in 2029 and 2030. 🚀 HYDIS Reaches Major Milestone in Europe's Hypersonic Defence Effort The #HYDIS Programme has successfully completed its Final Concept Review (#FCR), marking a significant achievement in the development of a future European capability to counter hypersonic threats. Just over two years after launch, the participating nations have validated the lead interceptor concept proposed by the HYDIS industrial consortium following a rigorous, multi-stage assessment process. This milestone concludes a structured evaluation journey that progressively narrowed multiple concepts and design options. Starting with the Solution Space Review, followed by the Initial Concepts Review, the programme assessed a range of interceptor solutions against representative hypersonic threats, including: 🔹 Hypersonic Glide Vehicles (#HGVs) 🔹 Hypersonic Cruise Missiles (#HCMs) 🔹 Manoeuvring Ballistic Missiles (#MBMs) The selected concept demonstrated the strongest operational performance during extensive analysis and testing in representative naval and ground-based scenarios. A special acknowledgment goes to the participating research and technology organisations — CIRA - Italian Aerospace Research Centre, ONERA - The French Aerospace Lab and TNO — whose evolving threat models enabled realistic and robust assessments throughout the Programme. On 10 July, the HYDIS Steering Committee, meeting at OCCAR's premises in Montrouge, formally validated the Final Concept Review milestone and confirmed the selected interceptor concept as the programme's preferred solution moving forward. The Programme now enters its final phase, focusing on technology maturation and further development of key capabilities, with the objective of achieving Technology Readiness Level (TRL) 3 and laying the foundation for future operational solutions. OCCAR Senior Executives Meet New NAVARM Director in Rome Rome/Italy – 09.07.2026 - OCCAR (Organisation for Joint Armament Co-operation) Senior management, OCCAR-EA Director Joachim Sucker, Deputy Director Massimo Scialpi and OCCAR-EA Head of Programmes, Darren Ash, met with the newly appointed Director of the Italian Naval Armaments Directorate (#NAVARM), Admiral #Nervi, in Rome for their first official meeting. The consultations provided an excellent opportunity to exchange views on the ongoing Italian Navy programmes managed in cooperation between OCCAR and NAVARM, while also exploring future priorities and opportunities. The meeting highlighted the strong and enduring partnership between the two organisations and their shared commitment to delivering advanced naval capabilities for the Italian Armed Forces. NAVARM, the Italian Ministry of Defence’s Naval Armaments Directorate, is the principal technical and procurement authority for the Italian Navy. It is responsible for the development, acquisition, modernisation and lifecycle management of naval vessels, submarines, combat systems and related equipment, while also supporting international cooperation initiatives in the naval domain. During the exchange, both sides reviewed current programme activities and discussed the evolving challenges facing the naval sector, emphasising the importance of innovation, interoperability and close coordination. The constructive dialogue reaffirmed the mutual trust and effective cooperation that have long characterised the relationship between OCCAR and NAVARM. The meeting concluded with a shared commitment to further strengthening cooperation and maintaining close coordination in support of ongoing and future naval programmes, ensuring that both organisations continue to deliver effective and enduring capabilities for the Italian Navy.
