Propose new conventions

Certificates are an important part of applications, and managing them is always a difficult slog.
Certificates reside on file systems, are served to secure network connections, or part of applications using them for cryptographic purposes.

A distinct challenge of certificates is to renew them before they expire.

This semantic convention means to introduce a standard way to represent certificate metrics, focusing on expiration time, loosely taken after the tlscheckreceiver but generalized so SDKs can integrate this functionality.
