In the first of its kind, Inclusive Dialogue was associated with a unique campaign named Pujopokkho'25. This is to make a significant step for the 2nd largest City of Eastern India, Asansol Municipal Corporation and to showcase 600+ Durga Pujas of the City in one stage. This remains our first institutional collaboration with a Public Sector Institution (AMC). In a first-of-its-kind initiative, an Inclusive Dialogue was associated with a unique campaign named "Pujopokkho'25." This campaign aims to take a significant step forward for the Asansol Municipal Corporation, the second-largest city in Eastern India, by showcasing over 600 Durga Puja celebrations from the city on a single stage. As Bihar gears up for its 2025 Assembly elections (scheduled for November 6 and 11, with results on November 14), this ecosystem reveals both transformative potential and inherent contradictions in social welfare as electoral currency. Executive Summary In the lead-up to Bihar's 2025 polls, the Nitish Kumar administration has amplified welfare outreach, channelling over ₹12,100 crore to 1.21 crore women under the Mukhyamantri Mahila Rojgar Yojana – an initiative promising initial grants of ₹10,000 per beneficiary, scalable to ₹2 lakh based on enterprise success. This builds on a decade-long legacy of "social welfare engineering," where schemes like the Mukhyamantri Swarojgar Yojana (offering ₹50,000–₹10 lakh loans for self-employment) have spotlighted women's empowerment. Yet, amid persistent inequality – Bihar's Gini coefficient hovers at 0.35, with rural poverty at 34% – these interventions introduce a deep contradiction: short-term electoral gains versus long-term structural reform. In Bihar, this manifests as an "unknowing silent stakeholder" dynamic, where Labharthis – often women and backward classes comprising 47% and 36% of the 7.4 crore electorate – become unwitting cogs in alliance-building machinery. This brief compares the national BJP blueprint with Bihar's localized adaptations, urging a shift toward outcome-based policy evaluation to mitigate populist pitfalls. Bihar exemplifies this at the state level. Historically synonymous with inequality (ranked 35th in NITI Aayog's SDG Index for equity) and "social welfare engineering" – Nitish Kumar's hallmark since 2005, including 50% women's reservation in local bodies – the state now deploys Labharthi outreach as an anti-incumbency shield. With elections looming, schemes are timed for maximum visibility: ₹7,500 crore transferred to 75 lakh women on launch day (September 26, 2025), coinciding with Navratri festivities. This "Yatra-like" mobilization mirrors national tactics, but in Bihar, it intersects with caste dynamics and migration crises, turning beneficiaries into electoral multiplies.
