The current conditions in economies like that of the UAE and their multi-cultural environment/markets make tactful cross-cultural interactions with stake holders, suppliers, customers and employees a key challenge to entrepreneurial success. This conceptual paper provides a review of entrepreneurship and its relation to cultural constructs, an introduction to control theory as a basis for modelling human behaviour and a proposed framework for researching entrepreneurial behaviour through a control theoretic model. Certain postulates regarding entrepreneurial success, potential government policies for economies like the UAE and practical managerial implications for entrepreneurs are provided based on the model's interpretations.
