An overview of negotiations in public educ,Ation is offered, as well as a discussion of the history of faculty organization and the resulting negotiations at Massasoit Community College. Two specific problems arise in negotiations: the recognition of the bargaining association or associations by the hoard, and harmony and cooperation within the negotiating unit. Topics for negotiation at Massasoit Community College were: association and faculty members' rights, rights of the hoard, professional behavior, deduction of professional dues, conditions of emrloyment, faculty benefits, faculty participation in the selection process, grievance rroceiures, and contracts, evaluation, and non-reappointment. The implications of the contract are that: system-wide negotiations may occur; new bargaining units will develop as new communities of interest become apparent; in the immediate future, the board may use the association to pressure the legislature to speed up growth of the community college system; the contract as a faculty protective device seems to limit improving education; the board may be forced to neaotiate on matters of waaes; to have to voice in affairs, students may have to organize and negotiate; and there will he future interactions between the association and the board to redefine roles.
