В условиях современных вызовов, стоящих перед российской наукой, формирование нау коведения как и... more В условиях современных вызовов, стоящих перед российской наукой, формирование нау коведения как интегрированного научного направления приобретает особую актуальность. Цель данного исследования — определить контуры развития российского науковедения на современном этапе, основываясь на результатах сравнительно-исторического анализа пред метной области. В ходе анализа автор рассматривает науковедение как трансдисциплинарную область, которая изучает универсальные закономерности создания, распространения и ис пользования научного знания, а также научно-технологического развития с использованием методов, возникших в различных дисциплинах, и в их взаимосвязи с социальным, экономи ческим, политическим, культурно-историческим и природным контекстом. Исследование выявило три ключевые проблемы современного российского науковедения: 1) дивергенцию российской и мировой исследовательской повестки в области науковедения; 2) разрыв меж ду академическим науковедением и процессом принятия решений в области научно-техни ческой политики; 3) отсутствие науковедения как направления в системе специальностей и направлений подготовки высшего образования и научных специальностей. Ключевым фак тором успеха является постепенное преодоление дисциплинарных границ в рамках наукове дения как единого научного направления. Первым шагом в этом направлении должно стать включение науковедения в номенклатуру научных специальностей, перечень специально стей и направлений подготовки высшего образования, а также разработка единого теорети ко-методологического инструментария и создание междисциплинарных координационных механизмов. Трансдисциплинарность является основным инструментом для достижения этой цели.
In light of the current challenges facing Russian science, the development of science studies as an integrated research field is acquiring particular importance. In this article, the author aims to assess the current state of Russian science studies and determine its future directions through a comparative historical analysis. Science studies are viewed as a transdisciplinary field that examines versatile patterns in the creation, distribution, and implementation of scientific knowledge and technology using methods from various disciplines and considering social, economic, political, cultural, and historical contexts. The author identifies three key issues in contemporary Russian science studies: 1) divergence between Russian and global research agendas; 2) a gap between academic science studies and decision making in scientific and technological policies; 3) the absence of science studies as a field within the system of academic disciplines and qualifications in higher education. The essential condition for advancing science studies consists in gradually overcoming disciplinary barriers. In this regard, science studies should be included in the list of academic and higher education disciplines. Furthermore, further progress in the field requires the development of common methodological approaches and mechanisms for interdisciplinary collaboration. These goals can be achieved exclusively through transdisciplinary research.

В настоящее время данный список утвержден и размещен на сайте Российского центра научной информации (РЦНИ/РФФИ). Построение иерархии журналов внутри этого списка все еще находится в стадии обсуждения. Состав и принцип формирования «Белого списка» вызывает ряд вопросов, которые активно обсуждаются в научном сообществе и требуют ответа. Кроме того, есть ряд более широких вопросов, в частности, насколько оптимальным способом оценки научных исследований и исследователей являются журнальные публикации. Я сформулировал ряд таких вопросов, приглашая читателей к размышлению и дискуссии. Несмотря на непростую ситуацию, сложившуюся сейчас в международной научной коммуникации, следует смотреть на нее не только как на кризис, но и как на возможность создать одну из лучших на данный момент систем оценки научной деятельности, свободную от накопленных, уже известных ошибок, и творчески внедрив появившиеся недавно концепции и техники.

The article studies the issues related to the compilation of the Russian Journal Whitelist, which... more The article studies the issues related to the compilation of the Russian Journal Whitelist, which is intended to be used in research evaluation. Currently, this list has been approved and posted on the website of the Russian Center for Scientific Information. Building a hierarchy of journals within this list is still under discussion. A number of questions have been raised in the academic community about the composition and principle of compiling the whitelist, and an answer is required. In addition, there are a number of broader questions, in particular, to what extent journal publications are the best way to evaluate research and researchers. I have formulated a number of such questions, inviting readers to reflection and discussion. Despite the difficult situation that has now developed in international scientific communication, one should look at it not only as a crisis, but also as an opportunity to create one of the best systems for research assessment at the moment, free from accumulated bias.

Relevance. One of the main goals of state university support programs in Russia is to increase th... more Relevance. One of the main goals of state university support programs in Russia is to increase the number of scientific publications. In 2021, Project 5-100 was replaced by the program PRIORITY 2030 (Strategic Academic Leadership Program). The new program increased the significance of the factors affecting the number of publications in universities and the issue of the optimal allocation of funding among research groups. Research objective. This study examines the factors that affect the productivity of research groups at the university. Unlike the majority of other studies on this topic, this study analyzes scientific productivity at the level of research groups. Data and methods. The study was possible due to the availability of data for 79 research groups at the Ural Federal University for the period from 2014 to 2020. The total number of articles and the number of articles in journals with an impact factor of more than two were used as indicators of research groups' performance. To determine the factors influencing these indicators, we used econometric models for panel data. We used two separate samples: for social sciences and humanities and for other sciences. Results. We identified the following factors affecting the performance of research groups: the number of participants, the age of the research group, the supervisor's scientific age, and the amount of funding (the possibility of obtaining more funds or being denied funds). The most interesting result is the following: the supervisor's scientific age and increased funding have a negative impact on the group's performance. The article provides possible explanations for these results. Conclusion. Since the purpose of creating and funding research groups is primarily to increase their productivity, the results may be in favor of younger supervisors. University managers may also be interested in the ambiguous impact of increased funding: we suppose that research groups are more motivated not by the actual funding but by the prospective amount they may get.

They enable data-driven decision making and minimizing the risks of strategic technology choices. The authors analyzed the patent landscape for 5G wireless communications using the PatentSight® software product. Among the companies, the clear leader by the Patent Portfolio Index is Samsung Electronics; among countries, it is USA and China. However, patents of high technological relevance and/or commercial value may appear in small tech companies, or as a "by-product" of other corporate activities. The research results are of interest to researchers and practitioners involved in the development and implementation of 5G technologies.

Researchers began to interpret knowledge as a factor of economic growth in the second half of the 20 th century; since then, within the theory of economics and management, various approaches have been developed to study the impact of knowledge on economic growth and performance. With time, the focus of knowledgebased theories shifted from corporate management to macrosystems and economic policy. The article describes the main stages in the development of socioeconomic concepts of knowledge and analyzes the theoretical and methodological aspects of each approach. The authors have also formulated the critical problems in the analysis of the economic category of knowledge at the present stage and suggested ways of overcoming them. The article may be of interest both to researchers and to practitioners in the sphere of corporate strategies and economic policy.

It gave impetus to the socioeconomic development of all cities (and regions) where the matches we... more It gave impetus to the socioeconomic development of all cities (and regions) where the matches were held, including Ekaterinburg. On the other hand, the sports mega-event provides unique opportunities for the global marketing positioning of the city. The present study examines the challenges of developing a city marketing strategy using the case of Ekaterinburg. Theoretical foundations of place marketing were employed for the analysis. Based on the critically explored concepts of place marketing and the competitiveness of the territory, the author's 4C + 1S model was constructed. The current state of the urban environment was evaluated using a SWOT analysis conducted in a group of students. The research also analysed cities' experience in conducting recent sports mega-events in the world and managing their facilities and infrastructure after these events. In conclusion, we formulated the proposals for Ekaterinburg's positioning, including the improvement of the transport system, solution to environmental problems, increase in the effectiveness of the local government, and maintenance of public consensus. As a basis for specialisation, it is suggested to consider either the industry of meetings (MICE) or industrial tourism with complementary 'natural' and 'historical' directions. The proposed 4C + 1S model can be used as a methodological framework for the creation of urban marketing strategies. Additionally, the article makes a theoretical contribution to the development of place marketing. The results can be applied in further academic urban studies.

On the one hand, global rankings are a convenient tool for quantitative analysis. 9 On the other hand, their indicators are often difficult to quickly calculate, they often contradict each 10 other. We thought about using widely available indicators for a quick analysis of the University's 11 publication strategy. We opted for the normalized citation indicators available in SciVal analytical 12 tool, i.e. Source Normalized Impact per Paper (SNIP) and Field-Weighted Citation Impact (FWCI). 13 We have demonstrated the possibility of applying the correlation analysis to the impact indicators 14 of a document and a journal on the sample of the social and humanitarian fields at Peoples' 15 Friendship University of Russia. The emphasis is put on the role of information in social and economic evolution, development of information society in Russia in the context of global trends. Further, the author proceeds to the concept of 'information literacy' and a new educational role of university libraries. The service model itself is changing: from satisfying information needs to an advanced model of want formation. Besides, in the 21st century, research libraries find new users: in addition to students and faculty, their services increasingly attract the attention of business. The article is encouraged by the experience of the introduction of new library services in the Research Library of Ural Federal University, as well as the promotion of a university library in the business environment.

In disciplines such as Computer Science the majority of original research results are published in conference proceedings. In this study, we have analyzed the role of conference proceedings in various disciplines and propose an alternative approach to research evaluation based on conference proceedings sources indexed in Scopus and Scimago Journal Rank (SJR). This allows one to categorize conference proceedings in quartiles Q1–Q4 by analogy with SJR journal quartiles. Out of 171 conference proceedings sources analyzed, 38 conference proceedings in Engineering (45% of the list) and 23 in Computer Science (32% of the list) have an SJR level corresponding to the first quartile journals in these areas, which emphasizes the exceptional importance of conferences in these disciplines The comparison of this bibliometric-driven ranking with the expert-driven CORE ranking in Computer Science showed a 62% overlap, as well as a significant average rank correlation of the category distribution.

Nevertheless, this is rather a marketing term that unites a number of technological (and other) areas: Internet of Things (IoT), augmented and virtual reality (AR/VR), communication networks. The latest generation of networks is essential for the development of digital ecosystems of smart cities. It has been assumed that the smart city and 5G networks form an emerging technological area. The goal of the work is to study the structure of the development and implementation of new technologies for the urban environment on the sample of 5G-based technologies. For the analysis of new technologies in the selected subject area, a study of patent landscapes and scientometric analysis of the topic field has been conducted. The object of the scientometric analysis is the study of citation patterns. The use of the patent landscape is based on the information systems and databases of patent information developed by patent offices and commercial companies and consists of visualizing the logical connections between various indicators of patent activity, on the one hand, and technological and market trends, on the other. Together, the scientometric and patent landscape show the most promising areas of technological research. The results of the study can be used in further theoretical and applied research, in the formation of government policy in research and development, as well as in decision-making in the field of urban management.

Экономика знаний, зародившись в корпоративном секторе, ближе к концу XX в. нашла свое применение ... more Экономика знаний, зародившись в корпоративном секторе, ближе к концу XX в. нашла свое применение и на макроуровне, как в теоретических исследованиях, так и при формировании региональной и национальной экономической политики. Знание стало основным ресурсом экономического роста, с одной стороны, и базовой ценностью, определяющей общественную эволюцию, с другой. Целью настоящего исследования является оценка влияния развития экономики знаний на уровень развития региональных экономических систем, измеряемый показателем валового регионального продукта. Авторами был проанализирован международный опыт составления глобальных индексов экономики знаний (Всемирный банк, Организация экономического сотрудничества и развития), после чего была проведена адаптация данных методик для регионального уровня. При разработке методики также принимался во внимание весьма ограниченный набор статистических данных в области оценки экономики знаний, предоставляемый национальной статистической базой. В исследовании сопоставлены индексы знаний российских регионов и объемы валового регионального продукта. Выделены регионылидеры в формировании экономики знаний и отстающие регионы. В результате исследования выявлена корреляционная зависимость между количеством организаций высшего образования, численностью профессорско-преподавательского состава в регионе, с одной стороны, и объемом валового регионального продукта, с другой. Данные выводы имеют практическое применение в области формирования региональной экономической политики, индикативного планирования. Sustainable development is a worldwide recognized social and political goal, discussed in both ac... more Sustainable development is a worldwide recognized social and political goal, discussed in both academic and political discourse and with much research on the topic related to sustainable development in higher education. Since mental models are formed more effectively at school age, we propose a new way of thinking that will help achieve this goal. The authors undertook this study in the context of Russia, where the topic of sustainable development in education has been yet poorly developed. The authors used the classical methodology of the case analysis. The analysis and interpretation of the results employed the framework of the institutional theory. Presented is the case of Ural Federal University, which has been working for several years on the creation of a device for the purification of industrial sewer water in the framework of an initiative student group. Schoolchildren recently joined the program, and such projects have been called university-to-school projects. Successful solutions for inventive tasks contribute to the formation of mental models. This case has been analyzed in terms of institutionalism, and the authors argue for the primacy of mental institutions over normative ones during

The knowledge economy has come a long way before becoming one of the fundamental concepts in scie... more The knowledge economy has come a long way before becoming one of the fundamental concepts in scientific and political discourse. The World Bank and the OECD analyze the level of development of the knowledge economy at the global level. However, the transformation of the economy at the regional level is also very important, largely because of the general tendency towards regionalization. This issue is particularly acute for emerging and post-communist countries (including Russia), which are in the process of transition to a market economy. Grounding on the World Bank’s Knowledge Economy Index indicators, the authors developed the Russian Regional Knowledge Economy Index (Russian RKEI). The authors allocated the leading and lagging groups of regions regarding the knowledge economy development as well as the fastest-growing regions. The authors identified critical success factors in the modernization of regional economic systems. Besides, the authors marked the negative trend in the development of the knowledge economy in more than half of Russian regions. On the one hand, this is due to the economic crisis and a reduction in investment; on the other hand, institutional problems continue to restrain economic development. The results can be used in further theoretical and applied studies for both Russia and other transition economies.

Introduction: the networking as a development practice in business has not yet become widespread.... more Introduction: the networking as a development practice in business has not yet become widespread. Moreover, there are very few studies of network interactions in the field of science and education. Advances in marketing evaluation of network entities are very rare. The goal of this article is to develop methodological criteria for such an assessment. These methods were tested on findings from the network partnership established by federal universities in Russia. Materials and Methods: to study and generalise real-world experience, a case study method was used, which the authors understand as an empirical research method aimed at studying phenomena in real time and in the context of real life. Results: the authors proposed a comprehensive methodology for estimation of networks. The application of this method of analysis enabled identification of the key problems and barriers to the implementation of the project. One of the main problems is the lack of marketing analysis, lack of understanding of its target audience, and, accordingly, the lack of a transparent vision of development. Besides, the authors have developed a classification of network partnerships. Тhe analysis empowers classification of the network of Russian universities as an inter-organi-sational polycentric partnership of a quasi-integration type, based on a neoclassical contract with relational elements. The analysis of the network development has revealed significant deviations of the results from the initially claimed ones. Discussion and Conclusions: the theoretical significance of the work consists in the application of the network theory to an atypical object for the economic theory, i.e. the analysis of the sphere of higher education. Practical significance lies in the possibility of application of results obtained through real projects in real-time mode. The results of the study are applicable to educational systems for practically all countries with a transition type of economic and educational systems.

On... more Recently, more and more countries are entering the global race for university competitiveness. On the one hand, global rankings are a convenient tool for quantitative analysis. On the other hand, their indicators are often difficult to quickly calculate and they often contradict each other. The author of this paper hoped to use widely available indicators for a quick analysis of the University’s publication strategy and opted for the normalized citation indicators available in the SciVal analytical tool, namely, Source Normalized Impact per Paper (SNIP) and Field-Weighted Citation Impact (FWCI). The author demonstrated the possibility of applying the correlation analysis to the impact indicators of a document and a journal on a sample of social and humanitarian fields at Peoples’ Friendship University of Russia (PFUR, “RUDN” in Russian). A dot diagram of university (or country) documents was used to form a two-factor matrix (SNIP and FWCI) that was further divided into four quadrants. Such an analysis illustrated the present situation in that discipline. An analysis of the RUDN university publications revealed problems and prospects in the development of social sciences and humanities. A serious problem observed was that high-quality results were often published in low-impact journals that narrowed the results’ potential audience and, accordingly, the number of citations. A particular attention was paid to the application of the results in practice.

Объектом исследования является научно-исследовательский коллектив как субъект генерации знаний. Научно-исследовательский коллектив по своей природе является объектом междисципли-нарного исследования, который находится на стыке экономики, социологии, науковедения, соци-альной психологии. На основе анализа различных теоретико-методологических подходов автором сформулированы собственное определение и подходы к классификации коллективов генерации зна-ний. На основе институционального подхода к анализу коллективной деятельности разработана типология научно-исследовательских коллективов как сетевых организаций. Кроме того, проведено первичное разделение издержек генерации знаний на физические и трансакционные. Результаты ис-следования являются фундаментом для дальнейшего анализа, в частности, оценки эффективности генерации знаний научно-исследовательскими коллективами / The effective generation of new knowledge determines the development of science, technology, and society as a whole. The object of research is the research team as an actor of knowledge generation. The research team by its nature is the object of interdisciplinary research, which is at the intersection of economics, sociology, scientometrics, and social psychology. On the basis of an analysis of various theoretical and methodological approaches, we formulated our own definition and classification of research teams. Grounding on the institutional approach to the analysis of collective action, a typology of research teams as network organizations has been developed. In addition, the primary division of costs of generation of knowledge into physical and transaction ones has been conducted. The results of the research are the foundation for further analysis, in particular, the evaluation of the effectiveness of knowledge generation by research teams.
