I am a Portuguese Sociologist, with a PHD in Sociology from the University of Coimbra, Faculty of Economics. I am, since September 2021, Lecturer in Sociology, Polytechnic Institute of Leiria. In 2023, I became a Researcher at the Centre for Interdisciplinary Studies (CEIS20), University of Coimbra. Previously I was a researcher at the Centre for Social Studies, University of Coimbra, Portugal. My research interests focus on (southern) European labour markets, work and employment changing configuration, European social policy and welfare states' recent dynamics.

Goodman is too modest to make this claim but Goodman’s findings can be construed to make the claim on his behalf. China is the ultimate laboratory for studying social change, the place where social change is occurring faster and on a larger scale than anywhere else in the world. This book should be read by China scholars, of course. But it should be read by everyone else as well.

Neste artigo analisam‑se as mudancas nas politicas de protecao aos desempregados desenvolvidas pe... more Neste artigo analisam‑se as mudancas nas politicas de protecao aos desempregados desenvolvidas pelo Estado portugues ao longo dos ultimos quinze anos. Complementarmente, identificam‑se os impactos especificos da crise economica e financeira na reconfiguracao das politicas passivas e ativas de emprego. Em termos de sustentacao teorica parte‑se de uma revisao da literatura sobre politicas sociais e de emprego. O trabalho empirico baseia‑se na analise de material legislativo e em entrevistas a informadores privilegiados. A analise desenvolvida mostra que, no periodo de tempo considerado, assistimos ao reforco dos elementos de condicionalidade no acesso e na ligacao ao sistema de protecao aos desempregados e a um desinvestimento nas politicas ativas de emprego, tornando menos eficiente a participacao dos desempregados no mercado de trabalho.

O texto que apresentamos constrói-se em torno de duas questões centrais: Num momento em que assistimos ao aumento sem precedentes do desemprego e à generalização das formas de emprego precárias, que configuração e quais as potencialidades reguladoras e emancipatórias das políticas de emprego prosseguidas pelo Estado português? Admitindo que o emprego é, por excelência, o fator de integração dos indivíduos na sociedade, em que medida a intervenção do Estado na promoção de emprego e no combate ao desemprego contribui para reduzir as desigualdades sociais e promover o bem-estar social?

This chapter investigates how the extraordinary circumstances brought about by the pandemic gave ... more This chapter investigates how the extraordinary circumstances brought about by the pandemic gave rise to new dynamic synergies and pushed (at least some) EU social actors into the development of a stronger ‘EU Social Union’. The principal research question can be formulated as follows: did the COVID-19 pandemic enhanced the move towards a more integrated Social Europe? My hypothesis is that a combination of factors has set the conditions for advancements in terms of fiscal solidarity and more efficient social policies. Exceptional circumstances include: a smooth mobilisation and interaction between actors at the EU level; the arrival into office of a new European Commission (EC); the lessons learned from previous crises (particularly the negative effects of austerity policies and Brexit); the particularities brought by the COVID-19 pandemic as, for example, the worldwide dimension and the unexpected repercussion on similar sectors of the economy; and the move, in a more accelerated timetable, into a stronger ‘European Social Union’ after the endorsement of the European Pillar of Social Rights (EPSR). The chapter focuses on two specific domains that have been put at the heart of EU social policy: employment and social protection. It analyses some of the initiatives that were (and continue to be) put into force, at the EU level, to respond to the vulnerable condition of workers and citizens particularly hit by the ongoing emergency crisis situation in result of the COVID-19 pandemic.

Work has been understood as one of the most important elements for determining individual’s position within the social structure, by providing them a salary and, at the same time, social recognition. Through their active participation in the labour force men and (progressively) women could access social citizenship. Our hypothesis is that the recent financial and economic crisis has dramatically changed this situation.

Fifty years ago, a Portuguese sociologist, Adérito Sedas Nunes (1964), used the image of a 'dual ... more Fifty years ago, a Portuguese sociologist, Adérito Sedas Nunes (1964), used the image of a 'dual society under evolution' to refer to Portugal. Since then, the image of Portugal as a country simultaneously old and new, (post) modern and traditional was used by several social scientists in various fields of research (migration, urban studies, social policy, education, culture). In spite of the remarkable process of modernization the country has experienced during this period of time, inequalities and dualisms continue to be deeply embedded in the economic and social system and were even intensified by recent austerity measures in the context of massive unemployment and economic distress. In the article, I examine two specific domains where signs of dualism(s) persist, the labour market and the system of welfare, and investigate how the interconnectedness between the two is generating new forms of social and economic inequalities. Reforms in the labour market have been under constant reform within the last decades, representing, for a large and increasing number of individuals, more precarious working conditions, low paid jobs, unstable lives with intermittent careers. At the same time, governmental policies have contributed to diminish the level of social protection for labour market participants in precarious employment as well as for people without jobs. This article aims at providing a contribution to the literature on dualization focusing on the link between changing forms of integration in the labour market and transformations in the social protection system, examining its specific configuration in one of the countries belonging to the Southern European welfare regime.
