We need to plug the UK’s carbon leak.    Cement imports to the UK from non-EU countries have soared since the European Union’s carbon border taxes launched in January, diverting trade flows. HMRC figures show that non-EU imports made up 26.1% of imports in 2026 so far, versus 15.1% in 2025.   That could mean more #cement coming from places without emissions restrictions including cement made with coal powered electricity/kilns. And as it currently stands, the UK’s draft CBAM legislation (due to start in 2027) won’t be robust enough to stem the flow, with more changes expected to be needed down the line.   Why does this matter? It matters because it is a competitiveness issue for British cement makers, not just a decarbonisation one. Domestic producers are being unfairly penalised.     It is exactly the kind of challenge we need to tackle now if we want to secure the future of foundation industries like cement. There can be no serious plan to reindustrialise Britain without these essential manufacturing sectors.     So as Andy Burnham's new cabinet team get their feet under desks, we are calling for continued action on the competitiveness barriers facing cement to unlock growth and help rebuild Britain. We have the sovereign capacity to meet demand.
