From Germany’s Infrastructure Future Act, to the UK's Nationally Significant Infrastructure Projects regime, to Italy’s simplification of environmental permitting - each of the jurisdictions examined in our report demonstrate broad international consensus aimed at boosting attractiveness to private investors. However, as Freshfields Co-head of Energy and Real Assets Jessamy Gallagher demonstrates, there is an outstanding gap between legislative ambition and what investors experience during deployment. Our latest Global Infrastructure Index, conducted by Ipsos, shows that one in three respondents across 29 countries see rail infrastructure as a national priority for investment.🌎 Within Europe, investment in rail topped the list of infrastructure priorities in Hungary, Sweden and Spain. It also appeared as a high priority in Germany, the UK and France. Our CEO, Jon Phillips said: "As the European public change the way they commute and travel to be more sustainable, better rail service should focus on giving people faster, easier and more reliable journeys. The public themselves have sent a message that investment in rail should be prioritised, and Europe’s high-speed rail ambitions can deliver many of these improvements - but only if investment keeps pace." People around the world see infrastructure investment as a major driver of jobs and economic growth – and most are open to private capital, or blended public-private models, to help deliver it. That's according to the new Global Infrastructure Index from GIIA and Ipsos, a survey of 21,000+ people across 29 countries on the benefits of infrastructure, national satisfaction levels and sources of funding or financing. What are the foundations of a modern economy? And how do I get to build them? These are questions that our own Simon Montague and Gillian Rawling sought to answer at the launch last week of Infrastructure Industry Foundation's summer 2026 internship programme for 40 young people. It’s a four-week programme that reveals the world of infrastructure investment to ambitious, first-year A-level students - ultimately widening access to careers in this field. The duo from GIIA – which has been proud to support IIF, including at its recent fundraising gala dinner – led a two-hour session explaining both what infrastructure is, and how a job with an investor is all about helping to finance and deliver the energy, transport, digital and water assets that citizens want and need. How’s that for a career with real social and economic impact?

The world faces a $106tn infrastructure funding gap, which only private capital can close. Our brand new report with Freshfields - Competing for Capital - compares how nine of the world’s biggest infrastructure markets are competing to attract this much needed private investment. Importantly, it also highlights where governments are sometimes falling short, with planning delays, retroactive regulatory changes, patchy PPP frameworks, and inconsistent project pipelines. The takeaway? Having the right tools isn't enough and investors want credibility, consistency, and proof that governments can deliver.
