Un projet pour la construction de deux puits autour des écoles de la propriété de la paroisse du village de Muhorro, a été soutenu par la communauté de Ligornetto (Tessin), dans le contexte d'un soutien amical entre les deux communautés. Le financement du projet a été garanti par des dons privés de la communauté de Ligornetto. Ce petit projet de développement a été le point de départ pour faire cette étude du cas de la situation actuelle de la gestion de l'eau de tous le village.
The topic of this essay is the philosophical justification of political authority. The main probl... more The topic of this essay is the philosophical justification of political authority. The main problem I will begin with is the paradox that any government claiming to fully protect individual rights in a libertarian framework is not in possession of the legitimate authority to help and support its citizens if by bad luck they are at risk of starvation. This is the case in Nozick’s political philosophy. Nozick is strongly committed to protecting individual rights, but from this assumption his work leads one to the conclusions that only a minimal state limited to the narrow functions of police services is legitimate. To solve this problem, I will first outline Nozick’s argument for the justification of the minimal state. I will then outline in the second chapter his theory of permission and prohibition (as I will call it) that serves to justify rights violations. This theoretical chapter will connect Nozick’s justification of the minimal state to the theory of the insurance state. In the third chapter, the main core of this essay, I will propose an alternative version of his argument that leads to the conclusion that a more than minimal state, namely an insurance state, could be justified from libertarian premises. The concluding chapter discusses some reasons in favor of an insurance state theory.
Estimations of country pollution levels are fundamental in order to design international agreemen... more Estimations of country pollution levels are fundamental in order to design international agreements and allocate costs and benets among participants. However, the dominant method of estimation assumes that producers are re- sponsible for their pollution. By conceptualizing the theoretical problem and by studying time series on fertilizer consumption for the period 1970-2002, I will show how the answer to a basic normative question (who is the pol- luter?) has consequences for the method of estimation and the distribution of country shares of global pollution.
