Grounded in workforce competencies identified by the U.S. Department of Labor, the rubric emphasizes transferable skills rather than discipline-specific knowledge. It evaluates materials across four core constructs: Planning Cycles, Professional Acumen, Communicating, and Next Generation Skills. Each construct measures the degree to which OER content embeds actionable strategies, real-world applicability, and opportunities for skill development relevant to modern workforce demands. Scoring ranges from peripheral to exceptional, with a threshold of 16 out of 20 indicating acceptable alignment with workforce readiness. This rubric provides educators, instructional designers, and workforce trainers with a practical tool to identify strengths, gaps, and areas requiring modification, enabling more effective integration of OER into both formal education and workplace training environments.
